The Punjab University Law College, Lahore is the oldest and most prestigious education
institution in Pakistan. PULC has secured its name as an excellent university in the field of law,
research, and legal entity. The PULC Debating Society is the oldest student-governed society,
which with its enviable success rate, has made its name in the national debating circuit.

The PULC Debating Society cordially invites your institution to the (Intra-PULC) 1st Justice
Waqar Ahmed Seth Bilingual Declamation and Punjabi Natara, 2024 to be held from 6th March
2024. The 1st Justice Waqar Ahmed Seth Bilingual Declamation and Punjabi Natara, 2024 will
be the first of its kind constituting Bilingual Declarations, and Parliamentary debates. This year
marks the 1st occurrence of our event, hence to make it the best and the most competitive
tournament ever in the history of Pakistan we request your kind presence. Please find the
attached topics for declamation, rules governing declamation competition, schedule, and
registration procedure.

All the teams and adjudicators must inform us when registering for the event so that the PULC
Debating Society’s administration can forward a participation letter to the respective registration
committees.

 RULES GOVERNING DECLAMATION
1. It must bring two speakers from cross categories. Each team will be represented by two
speakers from cross-categories.
2. In the initial round, each speaker will be given 4-5 minutes. The first bell will ring after 4
minutes, while the second after 5 minutes. However, if the speaker continues even after the
bell the judges may penalize or disqualify the speaker.
3. The participants should refrain from passing any derogatory/vulgar remarks against the
chair, national leaders, religious sects, defense forces, and courts of law. If any such remark
is made the participant can be disqualified and asked to step down from the podium.
4. A panel of an odd number of judges will assess the performance of the speaker for each
English and Urdu, whose decision will be final.
5. PULC Debating Society will open the declamation for both English and Urdu; however, they
will not contest for the prize.
6. PULC Debating Society encourages the speakers to prepare their speeches keeping in context
more logic to convince the judges rather than conventional rhetoric, which is becoming
obsolete in the circuit.
7. Mr. President can disqualify any speaker based on a valid reason
8. The team scoring the maximum points will be awarded the winning trophy. The shields and
certificates will be awarded to the winners of the first, second, and third positions for
English and Urdu categories respectively.
9. The Best Speaker will be awarded a “Gold Medal”.
10. Paper reading will be penalized.
