MUNICIPALITY OF CARRASCAL
I hope this message finds you in good health and high spirits.
As the Local Chief Executive of this
municipality, allow me to congratulate the
members of the Barangay Development Council
and all the constituents of Barangay Panikian for
successfully crafting this Barangay Development
Plan for the year 2023-2025.
The Local Government Code (LGC) of
1991 (R.A 7160); The Urban Development and
Housing Act of 1992 (R.A. 7279), and The Social
Reform and Poverty Alleviation Act of 1997 (R.A
8485) mandated the formulation of local
development plans.
It is the utmost priority of my
administration and the Local Government Unit of
Carrascal to ensure the continuous development and progress of the 14 barangays in the
municipality. We will focus on improving the overall quality of life for each and every
resident of our community. We understand that a thriving barangay is built on the welfare and
well-being of its people. To achieve this, we will be implementing various programs that
address healthcare, education, and social services concerns. We will also be implementing
infrastructure development programs to enhance the economic growth of the barangays.
This Barangay Development Plan recognizes community engagement and
participation which are very crucial in the successful implementation of our development
plans. We are glad to have encouraged our residents in the barangay to actively participate in
the whole process of planning. This is a good strategy as we anticipate continued
participation of the residents in all the barangay activities, membership to community
organizations, and sharing of insights and ideas to build a more resilient and progressive
barangay that we can all be proud of.
I am confident that with the collaborative effort and cooperation of all residents, we
can achieve our goals and make significant progress in the development of our barangay. Let
us work hand in hand towards a brighter future for all.

Development planning is mandated by the law – The Local Government Code (LGC)
of 1991 (R.A 7160); The Urban Development and Housing Act of 1992 (R.A 7279); and The
Social Reform and Poverty Alleviation Act of 1997 (R.A 8485) all mandated the formulation
of local development plans.
As defined by the LGC, that barangay is “the primary planning and implementing unit
of government policies, plans, programs, projects and activities in the community, and as a
form wherein the collective views of the people may be expressed, crystallized and
considered”.
Furthermore, the LGC also stipulated the creation of the Barangay Development
Councils (BDCs). Sec. 106 states that, “each local government unit (including barangays)
shall have a comprehensive multi-sectoral development plan to be initiated by its
development council and approved by its sanggunian”. For this purpose, the development
council at the barangay level shall assist the corresponding sanggunian in setting the direction
of economic and social development, and coordinating efforts within its territorial
jurisdiction. Ensuring people’s participation in local development efforts, prepare barangay
development plans, monitor, and evaluate the implementation of national or local programs
and projects.

Chapter
BACKGROUND
Cabeza Joseph Loren created Barangay Panikian in 1910, through a resolution sent to
the Municipality of Carrascal. It is bounded on the north by Brgy. Bacolod, on the south by
Brgy. Babuyan, on the east by Brgy. Tag-Anito and on the west by Brgy. Gamuton.
B. PHYSICAL CHARACTERISTICS
Panikian’s total land area of 3,768.99 hectares, which 9.95% of the total land area of
the municipality (37, 876 hectares), is predominated by its land assets: agricultural cropland,
forestland, and mineral land, residential, commercial and institutional spaces. It has many
scenic spots namely Dinayhugan River, Dinayhugan Hanging Bridge, Maslog Cave, and
Agas-as River.

Barangay Panikian celebrates its Annual Patronal Fiesta every 31 st of May. Araw nan
Panikian is conducted every 14th day of September. There are three (3) Sitios in the barangay
that celebrates its Patronal Fiesta separately. Sitio Maslog celebrates every 14 th day of May;
Sitio Pili celebrates every 19th of September; and Sitio Banban which celebrates its Annual
Patronal Fiesta every 13th of October.
The road network of the barangay is in place. It has the following services and
facilities: Foot Bridge at ____. Surseco II is the electricity provider and Carrascal Water
System and Panikian Water System are the water provider in the barangay. It has Globe and
Smart telecommunication connections.
