Water Act

II. Rationale:
Whether it is water or land resources, the environment plays a significant
role in our lives. The Lord has given it to us because he believes we can care
for it, but some will be neglected. One of those resources is the bodies of water.
A body of water is any significant accumulation of water on the surface of Earth
or another planet. The term most often refers to oceans, seas, and lakes, but it
includes smaller pools of water such as ponds, wetlands, or more rarely,
puddles.
In accordance with the Department of Environment and Natural
Resources (DENR), as early as 1996, monitoring of the country’s rivers showed
that only 51% of the classified rivers still met the standards for their most
beneficial use. The rest were already polluted from domestic, industrial, and
agricultural sources so that the Department of Environment and Natural
Resources (DENR) crafted the Republic Act No. 9275 (Clean Water Act) which
aims to protect the country’s water bodies from pollution from land-based
sources (industries and commercial establishments, agriculture, and
community/household activities). It provides for a comprehensive and
integrated strategy to prevent and minimize pollution through a multi-sectoral
and participatory approach involving all the stakeholders.
A river is a ribbon-like body of water that flows downhill from the force of
gravity. A river can be wide and deep, or shallow enough for a person to wade
across.

Humans use rivers for irrigation in agriculture, for drinking water, for
transportation, to produce electricity through hydroelectric dams, and for leisure
activities like swimming and boating. Each of these uses can affect the health
of a river and its surrounding ecosystems. Rivers are one of our most useful
water resources, yet many of them are also polluted by humans. 65 percent of
our country's drinking water comes from rivers and streams.
Have you ever noticed how much trash has accumulated in your local
river or stream? It detracts from the waterway's beauty and safety. Every year,
millions of tons of rubbish end up in our country's rivers. It's much more than
just an eyesore. It has the potential to taint your drinking water and endanger
the lives of those who rely on it. However, you can do something about it. You
may help make your river or stream a safer, healthier habitat for animals and
humans by conducting a waterway cleanup campaign with others in your
community.
That's why we choose Calumpit River in Lobo Batangas to do a
communal cleaning with the help of the people in the area as well as the
Barangay official. One of the reasons why we want to restore its beauty is that
it can be even more valuable to the residents with accordance to RA 9275. We
believe an environmental turnaround is possible by combining people together.
We need to remove plastic waste before it ever reaches our oceans.

III. General Objective:


To support the campaign of Clean Water Act (RA 9275)

Specific Objectives:
1. to lessen the existence of some unnecessary wastes in the river;
2. to restore the beauty and cleanliness of the Calumpit river; and
3. to save the lives of organisms in the river.

IV. History of the Barangay


The elders of the time claimed that there was only one leader in each of
the communities of Calumpit, Malapad na Parang, and Pinaghawaan.
The name Calumpit comes from a tree that was common in these
mountains in ancient times. There were more people overall over time.
Additionally, the Disabled and the Wide Meadow are divided. They were led by
their own barangay. Mountainous Barangay Calumpit is situated in the eastern
region of the Lobo Municipality. It lies in the middle of four barangays. Anywhere
you look in the center of this barrio, you can see mountains everywhere.
Pinaghawanan is to the east, Malapad na Parang is to the west, Bignay
and Pina are to the lower right and are covered in Taysan in the ilaya in the
center of the river.
There are 30 land parcels available in this location, which has a total
land area of 393,1426 hectares. The Town of Lobo is 12.5 kilometers away,
and the only individuals who can travel from their homes to the town are the
residents of Bignay, who must walk more than three kilometers in order to get

there. There, students just attend primary school before continuing their
education in the nearby barangay. Alone 2.5 kilometers of the registered roads
are paved and paved only.
This village recently received Spring Development from the government.
There are also numerous other shops or establishments that sell items for daily
necessities. Even though this hamlet is small, it is home to a number of
organizations, including Sanguniang Kabataan and the Barangay Development
Council. Additionally, they have their own church where mass is celebrated,
particularly during the barangay festival. The history and photo of Barangay

VI. Accomplishment
The online orientation via google meet was held on June 11, 2022 under
the guidance of Dr. Emmie B. Macatangay, Professor in Educ 220 Community
Leadership and Involvement. Finalization on the proposed topics were done
and submission of project proposal for approval was agreed upon by all people
present. The group members planned ideas and had brainstorming regarding
the community project that would be implemented in the chosen barangay in
Lobo, Batangas. Upon approval of the project, the group conducted a meeting
with members on June 12, 2022.
On following week, the group, communicated with the Barangay
Kagawad Hon. Merlito Biacora in behalf of Barangay Captain, Hon. Jimmy B.
Lucero, regarding the Community Project implementation which was introduced
and explained with the barangay kagawad.
Upon approval of the Barangay Captain, the orientation of the
target beneficiaries or volunteers of the project was held, in accordance to the
list of people they suggested. Project proponents explain why they come-up
with this project. Those volunteers were excited and eager to learn about the
project.
Social Mobilization was used for funding the said project. They solicit
funds from different private individuals and friends. From this fund, the group
purchase the needed materials.
The clean-up drive took over two consecutive Saturdays, June 18
and June 25, 2022. We started exactly 8:00 in the morning and ended at 4:00
with utmost participation of different groups including the Barangay officials,
teachers, students, and people in the community who are willing to contribute
a progress and change in the Calumpit river. The clean-up drive activities
include, sweeping of the dry leaves and twigs, picking up litters and waste which
definitely left by people who went near the river, cutting of tall grasses and
planting some trees along the river. This activity encourages the people in the
community to take care and take responsibility to keep the Calumpit river a
clean and safe place to go for them and for the tourist. The said clean up drive

was successfully done and signifies the importance of unity of people in the
community.
An action plan was made pertaining to the activities to be undertaken
and accomplished.
This community program designed to help to lessen the existence
of some unnecessary wastes in the river; to restore the beauty and cleanliness
of the Calumpit river; and to save the lives of organisms in the river.
We would like to thank our Professor Dr. Emmie B. Macatangay
of Golden Gate Colleges Graduate School for giving us a chance to engage in
community programs like this for it provides teachers and school leaders like
us with the opportunity to become active members of our community and to
acquire life skills and knowledge, as well as provide services to those who need
it most.
