Bhasha Sangam is yet another effort in moving towards achieving the goal of education as also the vision of the Indian Constitution. National
Education Policy 2020, while deliberating on language education in school underscores the need for recognising and promoting multilingualism
as a path to realising the fundamental aims of education and schooling. The effort to enable our learners learn and use 100 sentences in the 22
languages will go in a long way in promoting language learning and understanding others through schooling. I sincerely hope that this programme
of Bhasha Sangam is taken in all seriousness and implemented in schools to achieve the goals of education.
I wish all learners, teachers and head teachers the best to benefit the maximum from Bhasha Sangam.

राष्ट्रीय शिक्षा नीति 2020 के तहत भाषा संगम एक प्रयास है जो यह सनिश्ु चित करता है कि सभी भारतीय भाषाओ ं का सम्मान और प्रसार हो। इसके अतर
ं ्गत यह चेष्टा की गई है कि सभी शिक्षार्थी 22 भाषाओ ं
में 100 वाक्यों को सीखेने और बोलने का प्रयास करें गे। इस प्रकार विभिन्न भाषाओ ं के प्रति समझ, रूचि और बोध संभव होगा।

भाषा सगं म
आप और हम एक ऐसे देश में रहते हैं जहाँ थोड़ी–थोड़ी दरू ी पर भाषा बदल जाती है। आप एक से ज़्यादा भाषा जानते, समझते, सनु ते या बोलते होंगे, इस बात में कोई शक नहीं हो सकता। यह हमारे
देश और समाज की ख़बू सरू ती है। आपकी कक्षा में आने वाले बच्चे भी ऐसे पारिवारिक या सामदु ायिक परिवेश से आ सकते हैं जहाँ एक से ज़्यादा भाषाएँ बोली जाती हों। सभं ावना ये भी है कि
स्कूल में इस्तेमाल होने वाली भाषा बच्चों के परिवेश में मौजदू न हो। इस सामाजिक सच्चाई को स्कूल में उचित स्थान मिलना ज़रूरी है।
इन्हीं विविधताओ ं का सम्मान करते हुए और उन्हें आपस में जोड़े रखने के लिए “एक भारत, श्रेष्ठ भारत” के अर्तं गत ‘भाषा सगं म’ कार्यक्रम की परिकल्पना की गई है। ‘भाषा सगं म’ हमारे
संविधान की आठवीं अनसु चू ी में निहित भारतीय भाषाओ ं से विद्यार्थियों को परिचित करवाने और बहुभाषिकता के प्रति जागरूक करने की ओर एक पहल है। इसके फलस्वरूप विद्यार्थी न के वल
बहुभाषिकता के प्रति जागरूक होंगे बल्कि उस भाषा का इस्तेमाल करने वाले लोगों की सामाजिक, सांस्कृ तिक व्यवहारों और संदर्भों को समझ पाएगं े।
प्रस्तावित गतिविधियाँ
●● यहाँ 12 विभिन्न विषयों पर लगभग 100 वाक्य दिए गए हैं। राज्य/विद्यालय किसी भी दसू रे राज्य की भाषा, बोलने और अभ्यास के लिए चनु सकते हैं। यह बातचीत प्रातःकालीन सभा में की
जाएगी।
●● विद्यार्थियों को इन वाक्यों पर पोस्टर तैयार कर उन्हें विद्यालयों में लगाने के लिए प्रोत्साहित किया जाएगा।
●● विद्यार्थियों को प्रोत्साहित करने के लिए अध्यापकगण उसी भाषा में बच्चों को सबं ोधित करें गे और उनसे बातचीत करें गे।
●● विद्यार्थियों को इस बात के लिए भी प्रोत्साहित किया जाएगा कि घर पर परिवार के सदस्यों के साथ इन वाक्यों को साझा करें ।

●● इस पहल/कार्यक्रम से संबंधित अन्य गतिविधियों का आयोजन विद्यालय अपने स्तर पर कर सकते हैं।
●● इन भाषाओ ं के लोक-गीतों, प्रचलित गाने, खेल-गीत, कविताओ ं का इस्तेमाल इस भाषा के प्रति रुझान उत्पन्न करने के लिए किया जा सकता है।
●● भगू ोल, भाषा, इतिहास, पर्यावरण अध्ययन आदि विषय पढ़ाते समय ये संवाद/ वाक्य समचु ित स्थान पर यथासम्भव उपयोग में लाए जा सकते हैं, क्योंकि ये संवाद/ वाक्य बच्चों के लिए

भाषा संगम एक ऐसा कार्यक्रम है जो विद्यार्थियों को देश के राज्यों/केन्द्रशासित प्रदेशों और उनमें समाहित सांस्कृ तिक, भाषिक विविधता को समझने का अवसर देगा। यह कार्यक्रम आपसी
संवाद की एक पहल है।
रचनात्मक आकलन
आकलन के समय इस ख्याल को ज़हन में रखना मददगार होगा कि कार्यक्रम का उद्देश्य बच्चों को भाषा सिखा देना नहीं है। बीस दिन में यह सभं व भी नहीं। सम्बंधित भाषा के ये वाक्य बच्चों को
उस भाषा को सनु ने का सन्दर्भ देते हैं। यह कार्यक्रम इन वाक्यों को यांत्रिक रूप से रटा देने का भी उद्देश्य नहीं रखता। कार्यक्रम के दौरान अगर अपनी भाषा(ओ)ं से अलग भाषा(ओ)ं के प्रति
हमारे रवैये में एक बदलाव आने लगे तो यह इस कार्यक्रम की सफलता का सक ं े त होगा। बच्चों में ये समझ बन पाए कि देश (और संसार) में अनेक भाषाएँ हैं और ये भाषाएँ उतनी ही सक्षम
और सनु ्दर हैं जैसे की उनकी भाषा। भाषाओँ के प्रति प्रेम और आदर इस समझ से ही पनप सकता है। हमारे आकलन के तरीके भी इस समझ को पहचानें – यह ज़रूरी है। आकलन का सन्दर्भ ऐसा
ही हो जिसमें बच्चे भाषा के इस्तेमाल का आनंद ले सकें ।
बीस दिन के केन्द्रित भाषा कार्यक्रम के दौरान बच्चों की प्रतिक्रियाओ,ं भागीदारी और उत्साह का आप अवलोकन करें। आप अपनी टिप्पणियों को एक नोटबक ु में दर्ज करते रहें।
अगर आपने महीना भर कक्षा में नयी भाषा के लिए माहौल बनाया है तो अवलोकन करना मश्किल ु नहीं होगा। आकलन आप तीन स्तरों पर कर सकते हैं।

कार्यक्रम के सन्दर्भ में सझु ाए गए इन वाक्यों के आधार पर बच्चों का आकलन सम्बंधित भाषा के अलग-अलग पहलओ ु ं पर किया जा सकता है। वाक्यों को कर्इ विषय-वस्तुओ ं में बाँधा गया
है। इस तरह से हर विषय-वस्तु बातचीत का एक सदृु ढ सन्दर्भ देती है। नीचे दिए हुए पांच प्रश्न भाषा के अलग-अलग पहलओ ु ं पर कें द्रित हैं। सम्बंधित भाषा की ध्वनियाँ, उसके शब्द, सदं र्भ में
शब्दों का अर्थ, कुछ मुख्य शब्दों को पहचान कर सदं र्भ का अनुमान लगा पाना, सदं र्भ में प्रश्न पूछ पाना। जैसे पहलू आकलन में शामिल हों।
ध्यान दें कि यह आकलन किसी भी तरह से बच्चों की स्मरण शक्ति की जांच नहीं है। वैसे ही शद्ध ु उच्चारण पर ज्यादा बल नहीं देना चाहिए क्योंकि किसी भी भाषा के उच्चारण में प्रांतीय
प्रभाव स्वाभाविक है।
प्रश्न 1. क्या बच्चा सम्बंधित भाषा के वाक्यों को अन्य भाषाओ ं के वाक्यों से अलग सनु पाता है?
प्रश्न 2. क्या बच्चा (सझु ाए गए इन वाक्यों में से) सनु कर विषय-वस्तु का अनमु ान लगा पाता है?
प्रश्न 3. क्या बच्चा सझु ाई गयी विषय-वस्तुओ ं पर केन्द्रित बातचीत के मखु ्य शब्दों के अर्थ बता पाता है?
प्रश्न 4. क्या बच्चा सम्बंधित भाषा में पछू े गए प्रश्न का जवाब दे पाता है?
प्रश्न 5. सझु ाई गयी विषय-वस्तुओ ं में से संदर्भ बताने पर क्या बच्चा सम्बंधित भाषा में प्रश्न पछू पाता है?
ऊपर दिए गए प्रश्नों के जवाब पाने के लिए नीचे कुछ आकलन के तरीके सझु ाए जा रहे हैं। आप इनको अपनी ज़रूरत और संदर्भ के हिसाब से बदल सकते हैं। आप उन बदलावों का या अपने
बनाये तरीकों का विस्तृत विवरण ज़रूर रखें। तीन या चार भाषाओँ के ऑडियो क्लिप बच्चों या बच्चे को सनु वाए।ं सीखी जा रही भाषा के ऑडियो क्लिप को पहचानने के लिए कहें।
1. सम्बंधित भाषा में एक विषय-वस्तु पर बातचीत आप सनु ाएं या दो बच्चों को रोले-प्ले करने के लिए कहें या फिर ऑडियो प्ले करें । बच्चों या बच्चे को बातचीत की विषय-वस्तु बताना है।
2. बातचीत की विषय-वस्तु बताने पर आप बच्चों या बच्चे से बातचीत में आए ऐसे शब्द और उनके अर्थ बताने के लिए कहें जिनके आधार पर उन्होंने विषय-वस्तु का अनमु ान लगाया।
3. सझु ाई गयी विषय-वस्तुओ ं में से किसी में से आप प्रश्न पछू ें । बच्चे या बच्चा उस प्रश्न का उसी भाषा में जवाब दें।
4. आप एक सन्दर्भ का उल्लेख करें और बच्चों या बच्चे से पछू ें की वे/वो सीखी जाने वाली भाषा में सन्दर्भ से जड़ु ी बातचीत बताए।ं
यह अच्छा होगा कि ये सभी गतिविधियाँ पहले परू ी कक्षा के साथ खेल-खेल में की जाएँ। बच्चों की अनमु ान लगा पाने और अर्थ खोज पाने और समझने की क्षमता को सराहें। ये, दो कारणों
से ज़रूरी है। भाषा की नींव अर्थ में हैं। दसू रा, रोज़मर्रा की ज़िन्दगी में बहुभाषिकता में सटीकता पर ज़ोर न हो कर एक-दसू रे को समझने की कोशिश होती है। कक्षा में भी हम समझने की कोशिश करें
कि बच्चे क्या बताना चाह रहे हैं।

Ek Bharat Shreshtha Bharat
Bhaashaa Sangam
We live in a country where language changes after a few kilometers. We appreciate, understand, listen to and speak more than one
language. This is a beautiful aspect of our society and country. The students come to school with more than one language. There is a
possibility that the language prevalent at the school may not be present in the child’s social environment. This social reality must be
recognised at school level.
Respecting the diversity and to keep all languages connected with one another, Bhaashaa Sangam under the programme,
Ek Bhaarat, Shreshtha Bharat has been conceptualized. Bhaashaa Sangam reflects and realises the vision of the Indian Constitution
on languages, linguistic and cultural diversity. This is a step towards creating an awareness and encouraging our students towards
multilingualism. Consequently, students will not only become aware, but also understand socio-cultural behaviors of people using
languages.

● This programme will be operated and executed in all the states and union territories by the Education Department.
● All the 22 languages of the Indian Constitution are included in this programme. Short and simple sentences used in day-to-day life
contexts have been prepared for this programme. These sentences are shared with schools, teachers and students in the form of
audio, video with Indian Sign Language (ISL) and print booklet.

Proposed activities
There are about 100 sentences from different topics. States / School systems can select a language of another state, practice and
speak in the same language.
● The dialogues / conversations will be practiced and done during the morning assembly and as and when students find time to do so.
● Students should be encouraged to prepare posters, infographics of depicting these sentences and display them on the notice boards
or on walls in the schools.
● Teachers may address students in the same language to encourge them to use the language.
● Students would be encouraged to share these sentences with their family members and neighbours too.
● Activities related to this project can be organized at school level.
● To create further interest in the language, folk songs, popular songs, poems and game-songs can also be used.
● During the teaching of subjects like Languages, Geography, History and Science these sentences can be used at appropriate places
in the right context as the sentences are relevant to the subjects and for students.
To conduct this programme efficiently in our schools we can prepare in the following ways
● The Head of School and all the teachers must read the content related to this programme. After reading the content, there should
be a discussion about various aspects of the programme. This programme is to promote multilingualism, so a shared vision has to
be developed.
● The participation of parents is essential for the success of the programme. Parents should be made aware of the programme through
Parent Teacher Meetings (PTM). They should be encouraged to share their ideas and suggestions.
● For making this programme a success, it is important that everyone in the school must be aware of their responsibility. One of the
teachers teaching classes 4th to 8th should take the responsibility as a coordinator and two or three teachers can take up the role
of co-coordinators.

sounds, the voice modulations, all these can be very new to them. Students and teachers will have to familiarize themselves with the
sounds and pronunciation of the language. We can spend an entire month on the same and enjoy listening to the new language. This
engagement will result in friendship with the language.
Stress free, informal environment should be created with ample use of songs, games, popular folk songs and appropriate film songs.
Riddles and jokes should not be left behind, especially those in which sounds and words are used in a playful manner. Materials will be
made available to you but feel free to use resources from internet. Enjoy speaking, listening, playing, muttering and singing. No material
is better than our enthusiasm and fun. We don’t need to invest too much time in classroom for this. 10 to 15 minutes twice a day are
enough. We should be well prepared. These 10 to 15 minutes can be scheduled whenever the students have time, after the lunch- break
or in the last period. All efforts are only to make the ears habitual of listening to the new language and enjoy it. It has to be informal. No
formal testing or evaluation should be done.
● During this period we may need some resources which will help us to create the right environment to learn a new language in the
class. A list of such sources is enlisted here where we can find materials in different languages:
– National Council of Educational Research and Training
– State Council of Educational Research and Training
– District Institutes for Education and Training
– Centre for Cultural Resources and Training
– Children Film Society
– National Book Trust
– Any other institution interested in Bhasha Sangam.

Creative assessment
During assessment, it would be helpful to keep in mind that the objective of this programme is not to teach students the language; it is
not possible in twenty days. Listening to these sentences of the reference language is attributed to listening of the language. Moreover,
the objective of this programme is not rote memorization of these sentences. Rather, the change in our attitude towards a language that
is different from the one that we are familiar with during the programme will be the signal of its success. The emergence of understanding
among students that there are diverse languages in our country (and in the world) and are equally accomplished as well as beautiful
as their own language will lead to love and respect for all languages. It is important that our assessment procedures should be able to
recognize this understanding. The reference of assessment should be such that students are able to enjoy the usage of language.
During the programme for 20 days, we should observe the responses, participation and enthusiasm of students. Keep recording of
your comments in a notebook. If we have been able to create a conducive environment for acquiring a new language during the initial
month, then observation will not be a difficult task. We can do the assessment at three levels:
● As whole class group
● In small groups or pairs
● At individual student level
With reference to the programme, assessment on the basis of suggested sentences can be done on different aspects of the language.
Sentences have been categorized in different topics. In this manner, every topic provides a novel context for communication. The five
questions mentioned below, focus on various aspects of the language. Assessment can include words, meaning of words and sounds in
context, identification of some prominent words and guessing their meaning in context, asking questions by referring to the context of
the language. This assessment does not judge the memory power of the students in any way. Similarly, there should not be too much
emphasis on correct pronunciation as regional variations in pronunciation of any language is obvious.
Question 1. Can students listen and differentiate between sentences of the reference language from other languages?
Question 2. Can students guess the context/ topic by listening to the suggested 100 sentences?
Question 3. Are the students able to come up with meanings of prominent words from the suggested topics in focused discussions?
Question 4. Can students answer the questions asked in the reference language?
Question 5. Can students ask a question from the suggested topics in the reference language, after becoming aware of the context?
Some suggested methods for assessment of aforementioned questions are given below. You can change them according to the need

and the context. Keep a detailed record of the changes or self-created methods used for assessment.
● Make students listen to 3 or 4 audio clips of different languages. Ask them to identify the audio clip of language they are learning.
● Let students listen to the conversation on a topic from the reference language or ask two students to perform a role play or play an
audio clip. Students should be able to identify the subject or topic of the conversation.
● When students are able to identify the topic/ subject of conversation, ask them to reveal the words and their meanings that enabled
them to guess the topic/ subject.
● Ask a question in the reference language from the suggested topics/ subjects. The students should be able to reply to the question
in the same language.
● Give reference to a topic/ subject. Ask the students to carry on with the conversation in the same language.
It will be a good practice that all these activities are conducted in the classroom in play-way manner. Appreciate capacity for guessing,
finding the meaning and understanding of the students. It is important for two reasons. The first is that the foundation of a language
is inherent in finding the meaning of the utterances. The second is that everyday life does not focus on precision in multilingualism but
on attempting to understand each other. Similarly, we should also try to understand what students want to convey.
