Major Responsibilities:

 Oversee the development and implementation of the Performance Monitoring Plan (PMP) to
capture project performance and results, including routine service delivery data reporting,
baseline and end-line assessments, and all monitoring for process and outcome evaluations.
 Develops, implements, and monitors the tools/systems for gathering, reporting, and analyzing
performance data for impact and sustainability of project implementation. Updates and
implements M&E framework for all project components in accordance with timeframes set in
the project work-plan.
 Develop and oversee data flow pattern for the program that will ensure timely data collection
and reporting.
 Provide leadership and direction on M&E to ensure the program achieves its goals and
corresponding objectives and targets.
 Ensure high-quality implementation, consistent with World Bank monitoring and evaluation
guidelines, protocols, information and reporting systems.
 Lead efforts to monitor and evaluate project interventions, document results and provide
feedback to stakeholders to guide decision-making.
 Lead efforts to utilize training monitoring systems to track and monitor project beneficiaries,
trainers and participants at training events to facilitate follow-up and recordkeeping.
 Conduct targeted evaluations and operations research, including design, data collection,
management and analysis.
 Ensure quality of data through data verification procedures, including routine data and ensure
reconciliation.
 Cultivate strategic M&E relationships and alliances with other World Bank projects and
represent M&E activities in public and professional circles through meetings, conferences, and
presentations.
 Assist the Project team leader in analyse results achieved compared with objectives expected
and identify the appropriate means and methods required at the project level.
 Promote and support the dissemination of project information among the IRM/NRSP senior
management, PSPA officials, project team leader, field teams and all relevant stakeholders on
regular and need-based manners.
 Work with project and financial staff to prepare and track the progress of project and activity
budgets.
 Leads efforts, design tools and training sessions to develop an inquisitive learning culture within
the project team and partners to feed innovations into organizational decision-making.
 Manages all M&E activities and reporting for the project. Collects and reports on indicators
required by the donor. Measures progress toward achieving project goals.
 Applies and promotes the use of participatory documentation techniques that involve project
participants and staff in the process.
 Coordinate all M&E capacity-building activities with project staff, implementing partners and
facility staff.
 Travel extensively to the project area.

Education and Experience:

 Master’s degree (16 years of education) in statistics, economics, public policy, social policy,
development studies or any other relevant disciplines required.
 Minimum seven (07) years of work experience in monitoring and evaluating complex, large,
multi-year social sector development programs.
 Proven expertise in quantitative and qualitative methodologies, operations research, large-
scale field-based M&E systems, survey analysis, reporting, data quality assessments, data
analysis and presentation and setting up and managing M&E systems that track performance as
per the objectives.
 Demonstrated strong management, coordination, teamwork and planning skills with proven
ability to function effectively with multiple stakeholders/counterparts in both the public and
NGO sectors.
 Firm command of the M&E issues with respect to improvements in quality livelihood, economic
inclusion and poverty graduation programs.
 Experience and understanding of the World Bank and PSPA monitoring and frameworks and
reporting systems.

Skills Required:

 Strong technical skills, including ability to process and analyze data using one or more statistical
software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
 Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and
representational skills
 Expertise in research to practice, identifying and adapting best practices to specific project
contexts
 Excellent verbal, written interpersonal and presentation skills in English and Urdu
 Ability to coach, mentor and develop technical capacity in project management and field staff
 Proficiency in word processing and Microsoft Office
