Performance Task

PT1

Research on a government program that addresses poverty and other obstacles to economic
development. Describe the goals of the program, its implementing agencies, and significant activities
and accomplishments. Evaluate the effectiveness of the program and provide suggestions that will
improve it. Submit a paper detailing your findings.

Obstacles in Economic Development:

Pantawid Pamilyang Pilipino Program (4Ps)

The Pantawid Pamiiyang Pilipino Program (4Ps) is a poverty reduction strategy that provides cash grant
to extreme poor households to allow the members of the families to meet certain human development
goals.

A social protection program that focuses on human capital development through the provision of cash
grants to eligible poor households subject to their compliance with education and health condition.

Goal:

• Social Development - To promote human capital among poor families specially children age 0-18, to
break the intergenerational cycle of poverty.

Objectives:

• Social Assistance - giving monetary support to extremely poor families to respond to their
immediate needs

• Eradicate extreme poverty and hunger

• Achieve universal primary education

• Reduce child mortality and improve maternal health

• To reduce child labor

• To encourage parents to invest and participate in the growth and development of their children.

Implementing agencies of 4Ps:

• Department of Social Welfare and Development (DSWD)

• Commission on Higher Education


• Department of Education (DepEd)

• Department of Trade and Industry (DTI)

• Department of Health (DOH)

• Department of Labor and Employment (DOLE)

• Department of Agriculture (DA)

• Department of Agrarian Reform

• Technical Education and Skills Development Authority (TESDA)


• Department of Science and Technology (DOST)
• Department of the Interior and Local Government (DILG)
• National Anti-Poverty Commission (NAPC)
• The local Government Units (LGUs)

Significant activities and accomplishment of 4Ps


• Health grant – PHP 500 per household every month, a total of PHP 6000 every year for 4Ps
beneficiaries.
• Education grant – PHP 300 per child every month, for the children of 4Ps beneficiaries
(maximum of 3 children)
• Started in 2007, the government expanded the program in December 2016 to reach a total of
20 million Filipinos belonging to 4.4 million households. The program benefits about 20% of the
population, the majority of the nation’s poor.
• The 4Ps is currently the world’s fourth largest CCT program based on population coverage.
• The program has one of the most comprehensive poverty targeting databases in the world
today, covering 75% of the country’s population.
• 1.5 million less poor Filipinos or an estimated poverty reduction impact of 1.4 percentage
points per year.
• Household adult beneficiaries are more encouraged to work and set up their own businesses.
• 87% of 4Ps parents are now more optimistic about their situation and their children’s futures
Evaluation:
• I found the “Pantawid Pamilyang Pilipino Program” or 4Ps really helpful to the economy, 4Ps
helps their household beneficiaries in a way that they will not be reliant on the benefits that they
get from 4Ps. Besides the monetary benefits, 4Ps encourage its members to be self-reliant
using 4Ps as a starting point. It may not be the perfect solution in solving the intergenerational
cycle of poverty but it still has a big impact in reducing it.
Suggestions:
• 4Ps should find a more stable source of income.
• 4Ps should avoid any involvement with politics that could lead to a negative effects.
• 4Ps should widen their choices in selecting household beneficiaries because even middle-
income groups suffer from poverty.
