MINUTES OF THE 3RD REGULAR SESSION FOR CY2024 OF THE FIFTEENTH

SANGGUNIANG BAYAN OF MIAGAO, ILOILO HELD LAST JANUARY 15, 2024 AT

THE SESSION HALL OF THE MUNICIPAL ANNEX BUILDING.

ORDER OF BUSINESS
I. OPENING OF THE SESSION
The session was called to order by the Presiding Officer at exactly 2:13 P.M. A short
opening prayer was led by Hon. Cezar Florece followed by the singing of the Philippine
National Anthem, Miagao Hymn and recitation of the PCL Creed.

II. ROLL CALL

III. REVIEW OF THE JOURNAL AND MINUTES OF THE PREVIOUS SESSION

1.0 The Body was given a few minutes to review and consider the Journal and Minutes of
the 2ND regular session for CY2024 held last January 08, 2024. The Floor was opened
for amendment and/or correction of the Minutes and Journal.

1.1 On motion of Hon. Japhet Grace Moleta and duly seconded by Hon. Jun Carlu Napulan,
Hon. Cezar Florece, Hon. Richard Esposo, Hon. Mario Thomas Nicolas Torrecampo,
Hon. Carlo Miguel Paguntalan and Hon. Marlou Niones the Journal and Minutes of the
2ND regular session for CY2024 held last January 08, 2024 was adopted without
correction and/or amendment.

IV. FIRST READING AND REFERRAL TO COMMITTEE

1.0 The following applications for the grant of exclusive fishery privilege to construct and
operate a traditional/stationary type Vintahan/Lift Net Structure inmunicipal waters
were referred to the Committee on Food Security, Agriculture and Fisheries for
consideration and proper action, to wit:

1.1 Hon. Richard Esposo accepted the referral.

2.0 The applications for accreditation as a civil society organization of the Miagao
Kaunlaran Marketing Cooperative (MKMC) and Prince Lawin Wings Guardians
International Inc. under the name of PLWG II was referred to the Committee on
Cooperatives and Civil Society Organizations for consideration and proper action. Hon.
Gemma Rei Nismal accepted the referral.

3.0 The Supplemental Budget No. 1, Appropriation Ordinance No. 02, s. 2023 of Barangay
Oyungan was referred to the Committee on Appropriations for review and proper
action. Hon. Cezar Florece accepted the referral.

4.0 The unnumbered Executive Order of the Punong Barangay of Maninila augmenting the
amount of PhP26,262.00 from the savings of the MOOE for traveling expenses was
referred to the Committee on Appropriations for review and proper action. Hon. Cezar
Florece accepted the referral.

V. COMMITTEE REPORTS
1.0 Hon. Mario Thomas Nicolas Torrecampo, Chairman, Committee on Transportation,
Information and Communication Technology reported on the Board Resolution No. 02-
2024 of the Miagao Tricycle Franchising Board favorably recommending to the
Sangguniang Bayan the granting of franchise to operate tricycle for hire within a
specified zone of the municipality to qualified individuals.

1.1 Copy of the written report is made part of the records and was adopted on motion of
Hon. Mario Thomas Nicolas Torrecampo.

2.0 Hon. Japhet Grace Moleta, Chairperson, Committee on Food Security, Agriculture and
Fisheries reported on the following applications for the grant of exclusive fishery

3.0 On motion of Hon. Gemma Rei Nismal, Chairperson, Committee on Ways and Means
and Economic Enterprise, seconded by Hon. Jun Carlu Napulan, Hon. Cezar Florece,
Hon. Carlo Miguel Paguntalan, Hon. Mario Niones, Hon. Mario Thomas Nicolas
Torrecampo and Hon. Japhet Grace Moleta the Resolution No. 008-2023 of the
Federation of Market Vendors Association, Incorporated entitled “Resolution strongly
praying and requesting the Office of the Sangguniang Bayan of Miagao to allow meat
and fresh fish vendors to return and continue their operations in the previous market
place” was laid on the table pending further study.

4.0 Hon. Cezar Florece, Chairman, Committee on Appropriations reported on the fourteen
(14) supplemental budgets of various barangays.

4.1 Copy of the written report is made part of the records and was adopted on motion of
Hon. Cezar Florece. Appropriate legislative action was calendared under the
Unassigned Business also on his motion jointly seconded by Hon. Jun Carlu Napulan,
Hon. Mario Thomas Nicolas Torrecampo, Hon. Gemma Rei Nismal, Hon. Marlou
Niones and Hon. Carlo Miguel Paguntalan.

5.0 On motion of Hon. Richard Esposo and jointly seconded by Hon. Jun Carlu Napulan,
Hon. Cezar Florece, Hon. Carlo Miguel Paguntalan, Hon. Ma. Salve Pechayco, Hon.
Marlou Niones, Hon. Mario Thomas Nicolas Torrecampo and Hon. Japhet Grace
Moleta the 1ST Indorsement of the Mayor received on September 12, 2023 requesting
for authority to sign the Memorandum of Agreement with the Philippine Coast Guard
for the use of a portion of municipal lot in Barangay Baybay Norte, this municipality
was taken from the table.

5.1 Hon. Richard Esposo, Member, Committee on Environmental Protection and

Management, Natural Resources and Ecology reported on the matter just taken from
the table.

A recess was declared at 3:41 P.M. and session resumed at 4:04 P.M. Hon. Ma. Salve
Pechayco left the session to attend to personal matters.

VI. CALENDAR OF BUSINESS

A. BUSINESS OF THE DAY
1.0 Hon. Mario Thomas Nicolas Torrecampo, Chairman, Committee on Transportation,
Information and Communication Technology, opened the Floor for deliberation on
the second reading of the proposed ordinance granting franchise to operate tricycle
for hire within a specified zone of the municipality for a period not exceeding three
(3) years. Hon. Jun Carlu Napulan, Hon. Cezar Florece, Hon. Richard Esposo, Hon.

 Carlo Miguel Paguntalan, Hon. Marlou Niones, Hon. Gemma Rei Nismal and Hon.
Japhet Grace Moleta jointly seconded the motion. The motion was carried.

1.1 There being no other questions, the deliberation was terminated on motion of Hon.
Mario Thomas Nicolas Torrecampo and duly seconded by Hon. Jun Carlu Napulan,
Hon. Cezar Florece, Hon. Richard Esposo, Hon. Carlo Miguel Paguntalan, Hon.
Marlou Niones and Hon. Japhet Grace Moleta.

1.2 On motion of Hon. Mario Thomas Nicolas Torrecampo and unanimously seconded
by the members present the second reading of the proposed measure was approved.

1.3 The matter was calendared under the Unassigned Business for its third reading on
motion of Hon. Mario Thomas Nicolas Torrecampo and jointly seconded by Hon.
Jun Carlu Napulan, Hon. Cezar Florece, Hon. Richard Esposo, Hon. Carlo Miguel

2.0 The invitation of Mayor Ninfa S. Garin of San Joaquin, Iloilo to their 114TH
Municipal Fiesta on January 15-20, 2024 was duly noted.

1.0 RESOLUTION 2024-007 DECLARING OPERATIVE IN ITS ENTIRETY THE
FOURTEEN (14) SUPPLEMENTAL BUDGETS OF VARIOUS BARANGAYS

approved by unanimous vote of the members present on motion of Hon. Cezar
Florece and jointly seconded by Hon. Mario Thomas Nicolas Torrecampo, Hon.
Marlou Niones, Hon. Gemma Rei Nismal, Hon. Carlo Miguel Paguntalan and Hon.

MEMORANDUM OF AGREEMENT WITH THE PHILIPPINE COAST GUARD
(PCG) FOR THE USE OF A SIX HUNDRED EIGHTY SIX (686) SQUARE
METERS PORTION OF A MUNICIPAL LOT SITUATED IN BARANGAY
BAYBAY NORTE, THIS MUNICIPALITY, WHERE THE PCG BUILDING IS
PRESENTLY LOCATED, AS SITE FOR THE PCG SUB-STATION was passed
and approved by unanimous vote of the members present on motion of Hon.
Richard Esposo and duly seconded by Hon. Jun Carlu Napulan, Hon. Cezar Florece,
Hon. Marlou Niones, Hon. Mario Thomas Nicolas Torrecampo, Hon. Gemma Rei

Hon. Marlou Niones and unanimously seconded by the members present.

7.0 RESOLUTION 2024-012 EXPRESSING DEEPEST SYMPATHY AND

HEARTFELT CONDOLENCES OF THE SANGGUNIANG BAYAN, IN
BEHALF OF THE MUNICIPALITY OF MIAGAO, TO THE BEREAVED
FAMILY OF FORMER PUNONG BARANGAY NESTOR FAICOL OF
BARANGAY TACAS, MIAGAO, ILOILO FOR THE DEMISE OF HIS
MOTHER MRS. ADELAIDA FAICOL was passed and approved by unanimous
vote on motion of Hon. Marlou Niones and unanimously seconded by the members
present.

VII. ADJOURNMENT
There being no other matters to be deliberated on the Floor, the August Body adjourned
