Perception of Grade 12 Academic Students on the Efficacy of Supreme Student

Government of DEGMNHS SY 2023- 2024

Situational Analysis

Leadership has been an enduring and vital component of human societies

throughout history.It is the ability to effectively influence,motivate, and guide

individuals or groups towards the attainment of a shared vision or goal, while also

promoting personal and professional growth.It involves the skillful navigation of

complex dynamics, fostering collaboration, and inspiring trust and confidence among

team members.It involves understanding and empathizing with the needs and concern of

individuals. According to Bernard Keys and Thomas (2022) leadership is the process of

influencing and supporting others to work enthusiastically towards achieving objectives.

Having a representative body to convey students' interests and needs to school

administrators and teachers is essential for promoting student voice, effective

communication, student advocacy, student-centered decision-making, accountability,

trust, empowerment, and leadership development. It ensures that students have an active

role in shaping their educational environment and enhances the overall school experience

for all students. Therefore the Department of Education (2016) issued the Supreme

Student Government (SSG) to serve as representative of the students in voicing their

opinion, suggestions, and grievances; to make recommendations to school authorities

regarding student matters, affairs, and activities; to act as coordinating council of all co-

curricular organizations in the school; to participate in the crafting and formulation of the
School Improvement Plan (SIP); and to recommend to the School Head the granting,

renewal or revocation of accreditation of campus student organization.

SSG acts as a channel of communication between the student body and the school

administration. It is the foundation of the student government which exists for the

purpose of maintaining order and discipline by means of inspiring leadership and self-

governance it trains students to become the best leaders and citizens along the ideas and

principles of participative democracy it also help students develop leadership skills and

values.

body to convey students' interests and needs to school administrators and teachers can

result in a lack of student input, miscommunication, reduced student engagement,

unaddressed concerns, limited accountability and transparency, missed opportunities for

leadership development, and potential inequality. Establishing a representative body

ensures that students have a structured and effective means of expressing their concerns,

fostering collaboration, and promoting a student-centered educational environment.

By engaging in student government activities, students can have their voice in

important issues that affect them, such as school policies, events, and funding. This not

only helps students feel more connected to their school but also helps them develop a

sense of responsibility and ownership of their education (S.J ,2023).

According to the study of Perry (2022) secondary school leaders foster a safety

culture when they place a primacy on the relationships and empowerment of school

stakeholders. Safety culture is created from the ground up, at the student level, and it

requires leaders who have decisive humility to grow and sustain it at every level.

The study or evaluation is focused on understanding how the Grade 11 HUMSS

Students perceive or evaluate the effectiveness and impact of the Supreme Student

Government in fulfilling its roles and responsibilities within the school community. The

study aims to gather insights into the students' opinions, perspectives, and experiences

regarding the SSG's performance and its ability to address their needs and concerns.

Student leaders could be benefited by the result of the study for they shall be provided

with a massive insight of how the Student Government operates as a student organization.

Since they are prospective leaders of the high school, they may be able to Determine

which programs and projects could provide a better impact to students’ welfare. For the

school administrators, personnel and faculty members, they shall be illuminated with the

real scenario of how student leaders work for the welfare of their constituents. They shall

get a deeper understanding of the situations prompted by the student leaders in the

campus; Thereby helping them in some aspects of their academic lives. For the students,

results of this study would provide them the needed information as to how effective the
Student Government is in ushering them programs and projects which redound to their

welfare.

Statement of the Problem


This study will determine the level of effectiveness of performance of the Student

Government in Don Eulogio De Guzman Memorial National High School.

Specifically, it seeks to answer the following questions:

1. What is the profile of the students and the student leader-respondents of Don

Eulogio de Guzman Memorial National High School in terms of:

a. Gender; and

b. Strand?

2. What is the level of effectiveness of performance of the Student Government of

DEGMNHS as perceived by the respondents along:

a. school politics;

b. promotion of student welfare;

c. school programs and activities;

d. maintenance of student discipline; and

e. improvement of school facilities?

3.Is there a significant relationship between the profile of the respondents and their

perception on the level of effectiveness of performance of the Student Government of

Don Eulogio De Guzman Memorial National High School?

DEFINITION OF TERMS

Effectiveness. The degree to which something is successful in producing a desired result;

success.
Efficacy. It suggests that the Grade 11 HUMSS students are evaluating or assessing how

well a particular aspect, program, or intervention works in achieving its goals or

objectives.

Perception. It refers to the student subjective viewpoint or understanding of how well the

subject being studied is performing or achieving its intended goals.

Performance. The action or process of carrying out or accomplishing an action, task, or

function.

Profile. Information about a person's life, work, and interests.

Student welfare. services that promote the physical, mental and social wellbeing of

pupils and students.

Supreme Student Government (SSG). represents the collective student body and serves

as a platform for student participation, leadership, and advocacy within the school

community.
CHAPTER II

METHODOLOGY

This chapter presents the research design, population and sample, data gathering

techniques and instrument and statistical treatment of the data.

Research Design

This study used the descriptive-correlational method of research with the adopted

survey questionnaire as the chief instrument in gathering the data.

The study is conducted in Don Eulogio de Guzman Memorial National High

School

In this study, it described the profile of the respondents such age, gender, year level,

strand, membership in organization, religious affiliation, place of residence.

This study also attempted to determine whether or not the profile of the

respondents has something to do with their perception on the level of effectiveness of

performance of the Student Government of Don Eulogio De Guzman Memorial National

High School along school politics, promotion of student welfare, school programs and

activities, maintenance of student discipline, and improvement of school facilities.

Sources of Data
The locale of this study was at Don Eulogio De Guzman Memorial National High

School. There were 1,414 population respondents and 749 Grade 11 respondents,

including 85 ABM students, 285 HUMSS students, 108 STEM students, and 271 TVL

students. 665 students are in Grade 12; 146 are in ABM, 212 are in HUMSS, 107 are in

STEM, and 200 are in TVL. There are 1,414 students at Don Eulogio de Guzman

Memorial National High School that participated in this study as responders.

To get the sample population of the Senior High School learners in Don Eulogio de

Guzman Memorial National High School (DEGMNHS), the researchers used Slovin's

Formula. The formula and computation is shown below:

Instrumentation and data collection


The survey will adopt a research instrument influenced by Harold Locaylocay

Arribado’s work. The initial section of the Instrument was designed to gather information

concerning the effectiveness of the Supreme Student Government of Don Eulogio de

Guzman Memorial National High School SY 2022 - 2023 (SSG) across various aspects,

including planning, implementation, monitoring and evaluation, as well as student

representation. The researcher's interpretation of the authorities, obligations, and

liabilities set forth in the SSG Constitution and By-Laws served as the basis for the

study's questions (Department of Education, 2016).

Additional statements and questions in the document were based on the

difficulties the SSG perceived in carrying out their obligations. Department of Education

Order Number 36, Series of 2016 and Department of Education Order Number 11, Series

of 2016 both had an impact on some of these queries and remarks.

First is about the profile of the respondents and the second part is the perception

of Senior high learners on the efficacy of SSG.

The first set of questionnaires is about the planning, formulating and recommend

programs and concerns of the students, the second is about implementation of SSG

students, the Implementation of the synchronization of Elections of all other school-based

cocurricular organizations.
Analysis of Data
To analyze and interpret the data that will be collected, statistical tools will be

used.

To determine the profile of the respondent in terms of their gender and

strand, ,frequency count, percentage and ranking will be used

To determine the level of effectiveness of performance of the ssg Median will be

utilized

To determine the significant differences between the profile of the respondents

and the level of effectiveness of performance ,

Multiple regression will be used.
