INTRODUCTION

As we approach the founding anniversary of the Municipality of Goa,

it is an opportune moment to celebrate the vibrant tapestry of talent and
creativity within our local community. In this spirit, we propose an exciting
and first-time event that will not only honor our municipality’s rich history
but also spotlight the diverse talents of our homegrown artists; a Local
Artist Concert.

This concert aims to shine a spotlight on the exceptional musicians,

singers and performers who we call Partido home, providing them with a
stage to showcase their skills and share their stories with our community.

OBJECTIVES
The purpose of this activity includes:

a. Showcase Local Talent: Provide a platform for local artists from

Partido to showcase their talent and creativity in music, fostering
a sense of community pride and support for local arts and culture.

b. Celebrate Cultural Diversity: Curate a diverse lineup of

musicians representing various genres and cultural backgrounds
within Partido.
a. Foster Tourism and Cultural Exchange: Attract visitors to the
Municipality of Goa by promoting the concert as a cultural tourism

his/her talent in vlogging, that will
only focus on the 34 Barangays of
Goa.

INTRODUCTION

The Barangay History Vlogging Competition is an innovative

initiative designed to celebrate and preserve the rich cultural heritage of
the Barangays within the Municipality of Goa.

Through the creative medium of vlogging, participants will explore

and document the unique histories, traditions and personalities of their
respective Barangays, fostering community engagement and cultural
appreciation.

IMPLEMENTATION PLAN:

1. Outreach and Promotion: Utilize various communication channels to

promote the competition and encourage participation from residents
across all Barangays.
2. Submission and Judging: Establish clear guidelines for submission
and assemble a panel of judges to evaluate entries based on
creativity, storytelling and historical accuracy.

MECHANICS AND GUIDELINES:

a. ELIGIBILITY

 Participation is open to any individual, Barangay Council, or

established vlogger residing within Partido Area.
 Each participant or group may choose ONE BARANGAY from the
34 BARANGAYS OF GOA to focus on for their vlog entry.

b. VIDEO LENGTH AND CONTENT

 Vlog entries musts be between 5 to 7 minutes in length.

 The video must include the following elements:
o History of the Barangay: Participants must provide an
overview of why the chosen Barangay is named as such,
incorporating historical context and anecdotes.
o Traits of the People: Participants should showcase the
unique traits and characteristics of the residents of the
Barangay, highlighting what sets them apart.
o Notable Personality: (Optional) Participats are encouraged
to feature a notable personality or individual who has
contributed to the development and progress of the
Barangay.
o Old Stories of Individuals: Participants are urged to include
fascinating anecdotes and stories shared by individuals
within the Barangay, offering insight into the rich oral
tradition and cultural heritage of the community.
 The content can be presented through interviews, storytelling, or
a combination of both, but must be informative, engaging and
respectful of the Barangay’s history and culture.
 Additionally, the language to be used in the vlog should be either
Bicol or Filipino.

c. RESEARCH AND AUTHENTICITY

 Participants must conduct thorough research to ensure the

accuracy and authenticity of the information presented in their
vlog entry.
 Any historical facts or anecdotes should be verified through
reputable sources or interviews with knowledgeable individuals
within their Barangay.

d. EQUIPMENT AND TECHNICAL REQUIREMENTS

 Participants are free to use any type of recording equipment or

gadgets to create their vlog entries, including smartphones, digital
cameras, or professional video cameras.
 The emphasis should be on producing clear, high-quality video
and audio that effectively conveys the content of the vlog.
 Editing software or apps may be utilized to enhance the visual and
auditory elements of the vlog, but the focus should remain on
clarity and ease of understanding for viewers.
 Participants are encouraged to ensure that their vlog entries are
well-lit, visually appealing, and free from distracting background
noise to optimize the viewing experience.

e. SUBMISSION GUIDELINES

 Participant must secure their entry forms that will be released by

the Municipal Tourism Office through Tourism Operations Officer,
Mrs. Sheila B. Visitacion.
 Submission of ENTRIES will be on APRIL 15, 2024, 3pm at
Municipal Tourism Office, it must be accompanied by a brief
description of the Barangay chosen and a list of sources consulted
during the research process.

f. CRITERIA FOR JUDGING

 Historical Accuracy/Content- 40%

o The extent to which the history of the Barangay is
accurately portrayed, and the story is well-organized.
 Creativity and Presentation- 30%

o The creativity and effectiveness of the storytelling, editing,

and overall presentation of the vlog.

o The depth and quality of research conducted to gather
information for the vlog entry.

g. AWARDS AND PRIZES:

1ST Runner Up- P10,000 + P3,000 (Barangay chosen)
2nd Runner Up- P5,000 + P2,000 (Barangay Chosen)
3 Consolation Prizes- P2,000 each

h. CODE OF CONDUCT

 Participants must adhere to ethical standards and respect the

privacy and cultural sensitivities of the individuals and
communities featured in their vlog entries.

i. ORGANIZATIONAL SUPPORT

 The Barangay Council are encouraged to support and facilitate the

participation of resident and vloggers within their respective
Barangays.
