1. Explain the supremacy of the provisions of the 1987 Constitution in case of conflict with the law
enacted by congress.
- If a congressionally enacted law and the 1987 Constitution have different provisions,
the 1987 Constitution dominates and takes effect. This is so because all other laws,
including those passed by Congress, are required to abide by the Constitution, which
is the fundamental and supreme law of the land.

Congress's authority is restricted by the Constitution, and any legislation that


deviates from its provisions is invalid and unconstitutional. Using the judicial review
process, the Supreme Court can declare such laws unconstitutional.

In conclusion, it is the responsibility of all branches of government, including


Congress, to defend and enforce the Constitution as the ultimate law of the land in
cases where it conflicts with a law passed by Congress.

2. Enumerate the three inherent powers of the state and distinguish one from the other.
- Sovereignty- describes the state's utmost and total control over its citizens and its
territory. It is the ultimate authority that a state can have, and it cannot be shared or
assigned to any other organization or to foreign or international powers. In the
Philippines, the people own the sovereignty, which is exercised by the President and
their elected representatives in Congress.

- Territorial integrity- means that unless the people agree through a constitutional
amendment, no portion of the nation may be sold, ceded, or transferred to another
state or organization. The preservation of the nation's exclusive economic rights and
maritime zones is another aspect of territorial integrity.

- National patrimony- describes the state's overall resources and wealth, which
includes its natural resources, cultural legacy, and intellectual property. For the
benefit of current and future generations, the state has an obligation to safeguard and
maintain these resources. The advancement of social justice and economic growth
for all citizens is another aspect of national patrimony.

3. What are the provisions of Bill of Rights under Article 3 of the 1987 Constitution that applies to the
Tourism and Hospitality Industry?
- Freedom of Speech and Expression- this provision guarantees the freedom of
speech, expression, and assembly, which is essential for the tourism and hospitality
industry as it allows for the promotion and marketing of destinations, products, and
services through various forms of communication.

- Right to Information- This provision guarantees public access to information, which is


essential for travelers to make well-informed decisions regarding their travel itinerary.

- Right to Privacy- This clause safeguards people's privacy, including their personal
information, which is essential for the travel and hospitality sectors because it
guarantees the responsible and private handling of consumer data.

- Right to Travel- This clause permits people to travel around the nation without
restriction, which is crucial for travelers who wish to see various parts of the
Philippines.
