Terms of Reference (Consultancy)

For Web Portal Development

Title: Web portal for the Hanns Seidel Scholarship Program (HSSP)
Project goal: Strengthening the role of young Afghan university graduates as social
multipliers in the region who are registered as refugees in Pakistan
Time: Final submission until 08 December, 2023
Location: Islamabad, Pakistan

1. BACKGROUND & CONTEXT


In close consultation with Pakistani government institutions, think-tanks and universities, Hanns Seidel
Foundation (HSF) support a better understanding of regional dynamics and their impact on the situation
in Pakistan. In 2022, HSF Pakistan and its project partner National Dialogue Forum (NDF) have initiated a
new flagship project, Hanns Seidel Scholarship Program (HSSP): Support for Afghan refugees in Pakistan.
A web portal is envisioned to enhance and streamline the management system of HSSP. This web portal
will serve as a centralized platform for Information, Education, and Communication (IEC) material related
to our scholarship program and engagement with our target audience. By developing this portal, we aim
to eliminate the need for maintaining separate records of applicants, quarterly reports, invoices, and
other related documents to enhance the overall management of the HSSP.

2. PURPOSE OF ASSIGNMENT

We are seeking a proficient Web Portal Development Consultant (individual or company) to design,
develop and deploy a user-friendly and intuitive web portal in alignment with our objectives. The
consultant will work closely with our team to ensure the successful execution of the assignment.

3. TIMELINE

The assignment will be performed from earliest 29 September, 2023 till latest 8 December, 2023.

4. DELIVERABLES
• Design wireframes and mockups for approval.
• Develop front-end and back-end components for admin and student portals.
• Ensure web portal security, confidentiality and compliance with privacy regulations (preferably
SSL certified).
• Integrate functionalities, third-party tools, and conduct testing.
• Implement a secure and user-friendly Content Management Systems (CMS).
• Provide comprehensive training documentation for both admin and student users.
• Deploy the web portal, ensuring a smooth and successful launch.
• Outline a maintenance and support plan for ongoing assistance and enhancements.
• Conduct post-launch evaluation and recommend improvements based on feedback.

5. QUALIFICATION & EXPERIENCE REQUIREMENTS


• Strong demonstrable technical skills in web development, front-end (HTML, CSS, JavaScript) and
back-end (Node.js, Python, Ruby on Rails), and database management.
• Proven and verifiable experience of successful delivery of similar projects.
• At least 5 years of experience in designing intuitive and visually appealing user interfaces,
employing UI/UX best practices.
• Effective communication, and collaboration with teams and stakeholders.

6. APPLICATION FORMAT & PROCEDURE

Interested consultants are invited to submit a detailed proposal addressing the requirements outlined in
this ToR including all the documents as a single pdf file to the following e-mail address: HSSP@hss.de. The
proposal should include:

I. Overview of the proposed approach and methodology.


II. Detailed plan with deliverables and timelines for the consultancy’s duration; the work plan must
be based on hours per deliverable (max. 8 hours of work per day).
III. Portfolio (individual or company).
IV. Links to sample work.
V. Cost estimation and budget breakdown (hourly rate and number of working hours inclusive of
all taxes).
