PROBLEM STATEMENT
The prevalence of work-related depression and anxiety challenges in the Philippine
health sector that affect workplace productivity and performance.

II. OBJECTIVES
A. General Objectives
These policies aim to institutionalize relevant and appropriate work
arrangements, highlighting considerations for mental health. The
objective is to ensure the efficient and effective performance of
governmental functions and the delivery of public services. Moreover,
these policies are designed to safeguard the health, safety, and welfare,
encompassing both physical and mental well-being, of employees at all
times.
B. Specific Objectives
1. To consistently safeguard the health, safety, and welfare of the
employees;
2. To boost morale and improve the well-being of the employees by
facilitating task accomplishment through appropriate work
arrangements. This approach aims to enhance employee
productivity and performance, fostering a healthy work-life
balance;
3. To encourage public health agencies to adopt Information and
Communications Technology (ICT)-enabled work and relevant
tasks/functions that can be performed remotely; and
4. To provide reasonable work arrangement/s to employees who
are likewise persons with disability (PWDs), pregnant and
nursing mothers, immunocompromised individuals or persons
with chronic conditions, and those who suffered from accidents
affecting mobility but can physically and mentally work.
The policy will involve employees from different public and private
health sectors as specified in the previous sections. These employees are
categorized as medical and administrative.
A. Regular Employees - these employees refer to those who are hired for
the business activities deemed necessary in the employer's usual
business. They are the ones who enjoy tenure security as it is
guaranteed by the Constitution. A regular employee cannot simply be
terminated unless due to Just and Authorized causes according to the
law.
V. POLICIES

c. Employee-Requested Arrangements.
1. Compressed Workweek
1.2 The Philippine health sector may adopt the following workweek
options:
a. Monday to Thursday
b. Tuesday to Friday
c. Monday to Tuesday
d. Thursday to Friday, or
e. A combination of workdays less than the
prescribed five (5)-day workweek provided that
public service delivery shall not be prejudiced
during the whole workweek (Monday to Friday).
2. Work Shifting
2.1 Work shifting shall apply to the health sector mandated by law
to operate 24-hour continuous service delivery daily (e.g.,
hospital/clinic medical services, broadcast news services, and
other analogous services). It shall also apply to occupational
groups that provide security and safety to the health sector
personnel and/or property.
2.2 Work shifting may also apply to the health sector required to
observe workplace health and safety protocols during the
emergence of any infectious disease, and those organizations
affected by natural or man-made calamities.
2.3 The work shifting schedule shall be made with prior consultation
with employees who are PWDs, pregnant and nursing mothers,
and those with health risks.
3. Flexitime
3.1 The Philippine health sector may adopt flexible time for their
employees provided that they shall render not less than a total
of forty (40) hours a week for five (5) days a week, exclusive of
time for lunch.
3.2 The working hours of the health sector adopting flexitime shall
start not earlier than 7:00 AM and end not later than 7:00 PM.
Under this work arrangement, employees may choose their time
to report for work (time-in) in the morning and time to leave the
office (time-out) daily for the duration of the period subject to the
approval of the agency/office head.
3.3 In the exigency of the service, working days may also be altered
to include Saturdays and Sundays; Provided that employees
who work on such days may choose compensatory days-off
during weekdays, provided further that the Saturday and
Sunday are regular workdays and not cases of overtime.
4. Flexiplace
4.1 WFH
WFH may be adopted anytime, subject to mutually agreed
arrangements between the employees and their supervisors. It
shall apply to employees whose assigned task/s can be
accomplished outside the office.
1. Support Mechanisms
1.1 All Philippine health sector shall ensure that their employees
are afforded health/psychosocial interventions (e.g., free
counseling sessions, online webinars, etc.) to support
officials and employees in addressing problems related to
mental well-being;
