To efficiently manage FIFA World Cup 2022™ operations, a dedicated Events

Management Centre (EMC) operated around the clock, staffed by a diverse group
of professionals representing major airport stakeholders and partners. The EMC
not only served as a hub for accurate data collection but also played a pivotal role
in coordinating landside and airside processes and making critical decisions during
the event.

In June 2022 HIA launched an innovative Digital Twin to provide a real-time view
of the airport through an intuitive 3D interface. This unique initiative combines 3D
modelling techniques, data analytics, and Artificial Intelligence to deliver
improved, faster and data-driven decision-making. The Digital Twin technology
manages aircraft stand conflicts, enables effective responses to alerts, monitors
the health of critical airport assets and minimises asset downtime.

The virtual tower, a pioneering project in the Middle East, allowed HIA to enhance
daily air traffic by monitoring blind spots. It facilitated the complete control and
observation of aircraft and vehicle traffic remotely and provided a control unit for
all available remote monitoring techniques. This enabled extensive control over a
wide area with minimal manpower, ensuring smooth and flexible air traffic. In
future, virtual towers may potentially replace traditional control towers, directing
high-volume aircraft traffic through screens and devices.

Stadium Cooling: How it Works

During the stadium design and construction process, a key consideration was the
implementation of effective cooling, which would be crucial to the comfort of
fans and players throughout the tournament. Stadiums were designed to
minimise the entry of warm air, utilizing insulation and targeted or spot-cooling
techniques.

The cooling system was developed and tested using AI and 3D printing
technology by Qatar University's College of Engineering. Massive solar-thermal
powered absorption chillers were used to cool water, which was then stored in
temperature-controlled tanks.

Cooled and purified air was circulated through grills in the stands and large
nozzles on the pitch, while warm air was drawn back, re-cooled, filtered, and
pushed out. Under-seat diffusers were strategically positioned to maximise the
cooling effect for each individual occupant.

40% greener
Qatar University reported the spot-cooling technology to be 40% more
sustainable than other existing techniques.

18-24 °C
The temperature was maintained within a range of 64.4 – 75 degrees
Fahrenheit (18.0 – 23.8 Celsius) for the comfort and health of players,
officials, and fans.

Two-hour cooling
The system allowed for rapid cooling of venues in as little as two hours
before an event, reducing energy consumption and waste.

Equipped with the most sophisticated technology ever seen at a sporting event,
FIFA World Cup 2022™ the Centre enabled real-time monitoring and control of various operational
systems, including electromechanical systems, security, protection measures,
communications, and IT. Each stadium was digitally linked to the Centre, providing
a unified platform to trace and resolve issues on-site.

With 24/7 operation during FIFA World Cup 2022™, the Centre was staffed with at
least 85 specialists at all times and leveraged a network of approximately 22,000
security cameras across all eight stadiums, integrated through 200,000 units. It
enabled them to operate entry gates, ensure the provision of necessary utilities,
and control the temperature of the air-conditioned stadiums.

Facial recognition technology allowed the team to monitor each of the 80,000
seats at Lusail Stadium, host to 10 matches, including the final. Specialists from
cybersecurity to anti-terrorism to transport were stationed at the Centre, along
with Qatari and FIFA officials. This advanced setup embodied the first "connected

cloud technology, which provided centralised data storage and processing
capabilities. This allowed for real-time updates and smooth integration with
various devices and systems. Additionally, the implementation of Internet of

and the collection of essential occupancy data. To further optimise parking
management, smart signage technologies were employed. These signs displayed
dynamic, real-time information, guiding drivers to available parking spots and
ultimately reducing congestion.

Among the features that the solution offered were real-time parking availability
updates for both on-street and off-street parking areas. This information
empowered users to locate vacant parking spaces promptly. Furthermore, the
system provided turn-by-turn navigation, which aided users in finding their
selected parking spots, minimizing search time and traffic congestion. Language
accessibility was also prioritised, with the application being offered in both Arabic

Infrastructure, Connectivity and 5G

In preparation for the tournament, Qatar made significant investments in its telecommunications infrastructure, providing reliable high-speed
connectivity to over 3 million residents and 76,700 businesses. Telecom investments have generated a consistent annual revenue of around QAR 10
billion since 2017, making them an important contributor to Qatar's GDP. Over 95.7% of the population in Qatar is now covered by a 5G mobile
network, and for FIFA World Cup 2022™ the network was modernised to ensure full coverage at all stadiums and fan areas.

Performance and Lessons Learned

The performance of the government network during FIFA World Cup 2022™ was
exceptional. The network blocked 280,500 attempted attacks and handled a total
of 24.7 Petabytes (PB) of traffic. It managed 12 PB of government-to-government
traffic, 9.5 PB of Internet traffic, and 3.2 PB of Azure traffic.

The network catered to 186 entities, with 95 sites, 87 of which were connected
over fibre optics and 55 over Azure. The network managed 452 connections, with
eight sites connected over MPLS.

The tournament posed several challenges, including an increase in cyber-attacks,

a demand for high-speed connectivity, technical requirements of security
authorities, and the need for private, isolated high-speed networks for
tournament-related facilities.

Additional challenges included providing quick replacement of network devices,

round-the-clock support, continuous updating of network devices, and the
implementation of disaster recovery plans.

Key learnings underscored the importance of a robust disaster recovery and

business continuity plan, efficient network management, and comprehensive
security measures. Regular security audits and penetration tests were critical in
identifying and addressing vulnerabilities.
