Then I asked about the HSE officer who was on the other site.
While walk hazards many hazards were observed and noted. Works are overconfident and doing
everything casually and making it routine to not wear ppes.

The control measures: first of all the HSE officer should be present on every site and very
controlled supervision is required to enforce the workers to use PPES take the necessary
precautions while working at the site.

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial Moral arguments
arguments
Zarkoon builders have moral responsibilities towards its employees to protect them from any infury
at workplace. The company has to follow duty of care to the employess and employees have to
follow there responsibilities towards company. It any workers been hurt physically or
psychologically at the workplace it not just affect himself it effects all the others people associated
with him like his family friends etc. the injury could have worse effects on the health the person can
be on bed for months or even an major accident can cause a death so it is the moral duty of
organisation to help in that tough period by compensation financially or in any other way the
company could possibly do. If the company fails to provide to one employer who is hurt the morale
of every other employer gets lowered and company productivity is disturbed to great extent so it is
very important for the company to take care of their employees and to provide a safe workplace and
environment and for the self-assurance of employees. The zarkoon builders is not following its
responsibilities and duty of care to the employees and there negligence could end it a major injury
to the workers and even death, they are also neglecting the issues regarding the health which could
have the long terms effects.as it is not providing the enough mechanical aid and machinery to help
workers.

Legal arguments

According to ILO convention C167 the article 7 states that all the staff working anywhere in any
organization should be provided with the safe and healthy work place where they could perform
their duties safety and legally accepted. The workers should be have the adequate work load and
stress level which does not affect their health and they feel safe in the organisation. More over if
any accident happens or they get injured at the work place it is the duty of organisation to
compensate them financially and medically. If any organisation fails to the enforcement agencies
have the right to issue show cause notice on complain of the worker and even suspend the
organisation.

The ILO convention is also accepted in Pakistan and implement accordingly. It is the responsibility
of Zarkoon builders to follow the ILO convention mentioned.

Financial arguments
Finactial losses could affect to a great deal the company in the following ways
Direct loss: The loss can be direct which can be measured and it can be to the Machinery the
medical costs, the sick pay cost and the fines implemented by the authorities.

Indirect loss: The losses can be indirect which cannot be measured but they are more dangerous
than the direct losses as they destroy the repute of the organization and effect the morale of
workers towards the company and lack of clients after the company starts its operations after a
certain accident.

Specific legal arguments https://www.ilo.org/dyn/normlex/en/f?

p=NORMLEXPUB:12100:0::NO::P12100_ILO_CODE:C062
The article 7 of ILO convention C062 states that working at height should have the scaffolding and
which is constructed by very good material and should be connected to ladders for easy access
and egress more over it should be tied and build by most competent persons with every safe way it
could be constructed possibly on the worksite. The employer is responsible to provide safe working
conditions at height.

Consideration of likelihood AND severity Likelihood: Likelihood from falling from height is very high. Because the scaffolding can collapse at
any time, when there is a little carelessness in extra supports given to scaffolding.
● types of injury or ill health
Severity: The severity is very high because fall from height at above 60 feet could cause following
ill-health Death, Neck or spinal injury resulting in paralysis, Brain damage, Multiple Broken bones,
● number of workers at risk and falling objects could also cause the above-mentioned injuries. The organizations will report this
issue to the HSE executives.

● how widespread the risk is workers walking underneath are at risk of falling objects from height.

How widespread the risk is: The risk is spread to ground area at Front side of the building.

confidently and the work progress will increase and hence the productivity will be increased and it
● the intended impact of the action; will save the workers from the injuries like bones fracture of head fracture and even will save from
death.
● justification for the timescale that
you indicated in your risk

scaffolding and the nature of work is that is can be delayed.
● whether you think the action will Control of risk: The fall from height risk will be minimised to great level but for completely

The Article 26 of the ILO convention C 167 states that all the electrical work should be done by
professional and a competent person by law and there should be no negligence and Employer is

Consideration of likelihood AND severity Likelihood: the likelihood is high because the plumbers are using the device for most of, he time in
there works when ever they are working so chances of getting the electric shock are very high.
● types of injury or ill health
Severity: the severity of this hazard is also very high because if any worker gets electric shock the

protection.

To workers: Firstly it would be communicated to workers as there are more prone to injury and
mostly exposed to hazards I will ask them about what they know how their lives are in danger in
unsafe conditions then tell my own findings how they will be safe If they take protective measures at
work place.

To management: A meeting will be conducted to tell the management about the potential harms to
worker at imam building and tell them how any accident could cause the repute of the company go
down and morale of workers will be effected and also taking the health and safety care of workers
could possibly make their business to grow.

Then I will conduct a meeting with the HSE officer to communicate my risk assessment.

Notice boards of the company will be helpful to tell my risk assessments and short memos will be
distributed with the visuals among the workers.

How you will follow up on the risk I will regularly visit the workplace and inspect whether health and safety rules and regulations are
assessment to check that the actions implemented and my risk assessment that I have provided them being taken into account or not. If
have been carried out the suggested procedures are been followed and H&S is good at the work place then I will review
