Then I asked about the HSE officer who was on the other site.
While walk hazards many hazards were observed and noted. Works are overconfident and doing
everything casually and making it routine to not wear ppes.
The control measures: first of all the HSE officer should be present on every site and very
controlled supervision is required to enforce the workers to use PPES take the necessary
precautions while working at the site.

Legal arguments
(https://www.ilo.org/dyn/normlex/en/f?
p=NORMLEXPUB:12100:0::NO::P12100_ILO_CODE:C167).
The ILO convention is also accepted in Pakistan and implement accordingly. It is the responsibility
of Zarkoon builders to follow the ILO convention mentioned.
Financial arguments
Finactial losses could affect to a great deal the company in the following ways
Direct loss: The loss can be direct which can be measured and it can be to the Machinery the
medical costs, the sick pay cost and the fines implemented by the authorities.
Indirect loss: The losses can be indirect which cannot be measured but they are more dangerous
than the direct losses as they destroy the repute of the organization and effect the morale of
workers towards the company and lack of clients after the company starts its operations after a
certain accident.
Consideration of likelihood AND severity Likelihood: Likelihood from falling from height is very high. Because the scaffolding can collapse at
any time, when there is a little carelessness in extra supports given to scaffolding.
● types of injury or ill health
Severity: The severity is very high because fall from height at above 60 feet could cause following
ill-health Death, Neck or spinal injury resulting in paralysis, Brain damage, Multiple Broken bones,
● number of workers at risk and falling objects could also cause the above-mentioned injuries. The organizations will report this
issue to the HSE executives.
● how often the activity is carried
out
Number of workers at risk: 5 Labours workers working on the scaffolding are at risk. And the 5
● how widespread the risk is workers walking underneath are at risk of falling objects from height.
How often the activity is carried out: The activity is carried out daily till the work is in progress
and tile work is finished.
How widespread the risk is: The risk is spread to ground area at Front side of the building.
Specific legal arguments Article 9 of ILO convention C148 states: As far as possible the workplace environment should
be kept safe and sound from the air pollution and best available technical controls should be
applied to minimise dust. Whether install a new equipment of apply changes to old equipment.

Consideration of likelihood AND severity Likelihood: likelihood is high of getting ill health. Because the workers have to work in those
condition there is no alternative.
● types of injury or ill health
Severity: Severity is also very high because workers are exposed to dust for 8 hours with no
controls which can cause respiratory problems like asthma Breathing in this environment over a
How widespread the risk is: Only at the 3rd floor of imam heights.
How effective the action is likely to be in Impact of the action: The impact of action will be highly positive because the latest machine will
controlling the risk. This should include: create a good environment for workers to work and the workers will enjoy working in this and there
will be no dust going inside their lungs will help them to remain energetic for longer period of time
● the intended impact of the action; and they will do more work and hence the more worked will be progressed and it will be good for
company.
● justification for the timescale that
you indicated in your risk
assessment; and Timescale provided: The time scale provided is 2 weeks for the in placement of the new
machinery as manger will be providing after approval from the finance.
● whether you think the action will
fully control the risk
Control of risk: This machine will control the dust and reduce risk to the minimal level.
Consideration of likelihood AND severity Likelihood: the likelihood is high because the plumbers are using the device for most of, he time in
there works when ever they are working so chances of getting the electric shock are very high.
● types of injury or ill health
Severity: the severity of this hazard is also very high because if any worker gets electric shock the
high voltages can cause death of can cause severe burns of falling down due of electric shock can
● number of workers at risk cause the broken bones or serious head injuries. Because the current flow of more than 10mA over
long period of time can be dangerous.
● how often the activity is carried
out
Number of workers at risk: 3 of the plumbers are at risk.
● how widespread the risk is
How often the activity is carried out: the activity is carried out daily as they use electric heater
every day.
How widespread the risk is: the risk is spread to the ground floor.
How effective the action is likely to be in Impact of the action: The impact of the action will be highly positive as it the residual device will
controlling the risk. This should include: not allow the flowing current to take life of the worker or getting him injured very seriously hence
● How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
To management: A meeting will be conducted to tell the management about the potential harms to
worker at imam building and tell them how any accident could cause the repute of the company go
down and morale of workers will be effected and also taking the health and safety care of workers
could possibly make their business to grow.
Then I will conduct a meeting with the HSE officer to communicate my risk assessment.
Notice boards of the company will be helpful to tell my risk assessments and short memos will be
distributed with the visuals among the workers.
How you will follow up on the risk I will regularly visit the workplace and inspect whether health and safety rules and regulations are
assessment to check that the actions implemented and my risk assessment that I have provided them being taken into account or not. If
have been carried out the suggested procedures are been followed and H&S is good at the work place then I will review
as per suggested date if the procedures are not followed I will talk to MD of the company and ask
him to ensure and to enforce the health and safety procedures.
