11. WORK INSTRUCTION

A. (a.) Before just enering of rake there must bea hooter ringing to alort all workmen as well as supervisors .

(b) The track as well as the walkway must be free from coal as well as stone, scrap for free movement.

B. After entering plant placement of rake at hopper area shall be given by Railway power by CREW and Guard.
Two points men from M/s CREW are allotted for co-ordination between railway staff, panel room and unloading
supervisor during the time of unloading of each BOBRN rake.

(a) Point s man – B will remain at front side near engine who will co-ordinate with guard, loco pilot and Points man
‘A’.
(b) Points man – A will remain at unloading point coordinating with Points man B at the front side, Guard &
Unloading supervisor at the hopper area.

Guard of the train will be de-trained at hopper point after first placement.[HIR-TPP/CHP-OPN/ROU/17a.03]

C. Six numbers of identical walky talky sets will be earmarked with proper frequency and to be kept in panel
room for dedicated communication with CREW & Guard of the train.

D. Three lifting STOP barriers shall be placed at such a distance so that loco pilot will stop short of it for first,
second & third placement. These lifting stop barriers are additional arrangement to ensure safety. [HIR-
TPP/CHP-OPN/ROU/17a.01] [HIR-TPP/CHP-OPN/ROU/17a.07]

E. Normal mode of communication:


a) Between Points man ‘A’ and ‘B’ is through walky talky set.

b) Between Points man ‘A’ and unloading supervisor is the register maintained by unloading supervisor.

c) Between Points man ‘A’ and Guard of railway is unloading completion Memo.

Railway Guard is the only authorized person to instruct the Railway crew

F. The SEBD/VAL siding staff (Points man) who is in the loco must have proper authorization to remain in the
loco and produce his identity before the loco pilot. The loco pilot shall allow him on the foot board only

G. Mode of communication for placement and subsequent movement:

The train in question has to move up to 1st STOP board for giving 1st placement as per normal routine

I. After the first placement points man ‘B’ shall communicate to points man ‘A’ over walky talky for starting of
unloading. [HIR-TPP/CHP-OPN/ROU/17a.01] [HIR-TPP/CHP-OPN/ROU/17a.02] [HIR-TPP/CHP-OPN/ROU/17a.04]

II. Points man ‘A” shall communicate the same to unloading supervisor to start unloading. [HIR-TPP/CHP-
OPN/ROU/17a.06]

III. Unloading supervisor will record in the register about the rake details, placement time and start unloading
and wagon under placement.

Rake Unloading will start: Refer Rake Unloading SOP <HIR-TPP/CHP-OPN/ROU/017b> for details

IV. After completion of the first unloading, the unloading supervisor shall record unloading time in the register
and get it countersigned by points man ‘A’.
V. Points man ‘A’ shall handover unloading completion memo copy in duplicate to Guard of the train and keep
the record copy with him after duly signed by the guard.

VI. Accordingly, the guard will give signal and advice the Loco pilot through walky talky after giving his
identity, to draw the train ahead for 2nd placement.

VII. Points man ‘B’ shall open the stop barrier and pilot the train exhibiting green hand signal for 2nd
placement.

VIII. The loco pilot will blow the engine whistle and move the rake forward after ensuring the correct signal has
been given for 2nd placement and stop the train just before the stop barrier[HIR-TPP/CHP-OPN/ROU/17a.01]

IX. The unloading supervisor before giving written memo must ensure that unloading activity for that slot is
fully completed and no labour is working under the wagons.

X. After completion of unloading from wagons in 2nd placement, the unloading supervisor shall record the
completion time of unloading and get it countersigned by points man ‘A’.

XI. The points man ‘A’ shall communicate about completion of unloading to points man ‘B’ and handover
unloading completion memo copy to the guard. Points man ‘B’ shall open the STOP barrier.

XII. Accordingly, the guard will give signal to the loco pilot and advice over walky talky after giving his identity,
to draw the train ahead for next placement. Points man ‘B’ shall pilot the train exhibiting green hand signal
for next placement. The loco pilot will blow the engine whistle and move the train forward after ensuring
the correct signal has been given for third placement and stop the train just before the STOP barrier.

XIII. As soon as 3rd placement is given points man ‘A’ shall inform unloading supervisor to start the unloading.
After completion of unloading, the unloading supervisor shall record the completion time of unloading and
get it countersigned by points man ‘A’ who shall handover unloading completion memo copy to Guard.
Guard shall give signal to loco pilot and advice over walky talky after giving his identity to draw the train
ahead. Points man ‘B’ shall open the STOP barrier and pilot the train exhibiting green hand signal. Loco pilot
shall blow the engine whistle and move forward.

H. The points man ‘A’ shall inform the completion of unloading time to SM panel room and CREW & Guard. The
SM in panel room in turn shall repeat the unloading completion time to SM of duty/BXQ on telephone, who
shall repeat the same to section controller / SBP

I. Engine reversal, rake formation and drawn out of rake is to be done as per existing procedure

J. The on duty Guard shall handover the train documents along with rake release memo to SM / BXQ after
arrival of Brundamal Station

K. Above placement for placement of BOBRN rake on track hopper in SEBD and VAL Siding shall be strictly
followed. However, to arrest avoidable mishaps which normally occur at teeny-weeny hours of night,
SMR/BXQ and shift in charge of siding shall do ambush checks to know the alertness of CREW and Guard
and report any irregularity to the competent authority

12. QMS CONSIDERATION:

All the parameters, activities are maintained within prescribed limit. (Requirement for sump pit area : Illumination
level > 70 lux, Sound level< 90db, Dust particles i.e pm10<100 µg/m3 and pm2.5<60 µg/m3,. If any deviation found
then inform to CHP Control room & correct accordingly.

13. EMS CONSIDERATION:

Ensure no coal or slurry leakage or spillage in the open drain or in ground.

a) All work man should have valid VL-GATE PASSES


b) Persons deployed on the work must use safety helmets, shoes, goggles, dust masks, reflective jackets.
c) Before starting of any operation, ensure all standard clearance from CHP control room and shift in charge
d) All emergency contact numbers such as FIRST AID, AMBULANCE, FIRE STATION, SAFETY, SECURITY etc. should
be with the unloading supervisor
e) Hooters should be audible and all the labour should be aware for every placement.
f) All the operators should be in prescribed uniform (with reflective strip/jacket)
g) No smoking in and around track hopper premises
h) The unloading supervisor should be with emergengy lamps, torch lights
i) All the operators should be aware about the emergency siren and nearest assembly point
j) Avoid unnecessary phone calls near the unloading and hopper area.

15. Energy Management:


a) Ensure zero idle running hour of compressor to reduce energy consumption
b) Ensure more no of frequent starts/stops of compressors to be avoided.
c) Ensure local illumination lights are in switched off condition during daytime (except tunnel area)
