1: Purpose

 The purpose of this SOP is to carry out physical Coal verification –existence, location,
status &Condition of available coal stock.
 Handling of coal and maintaining accurate stocks as per heap clearance policy.
 To maintain accuracy in records of receipt, consumption and stock of coal for proper
inventory control.
 Verification of stock with books stock by physical measurement survey of coal stock
heaps.
 Certification of stock verification and reporting.

2 : Scope

 Weighing and recording quantity of receipt coal.


 Stocking& feeding of coal as per heap clearance.
 Recording of consumption quantity.
 Records of heap clearance& stock.
 Audit schedule of physical verification.

7:- System description:

Coal supplied through rake from the source is being weighed at “ In motion weigh bridge “,
unloaded by wagon tippler & conveyed to stacker reclaimer&/OR tobunker. Coal conveyed to
bunker is further used in boiler. Remaining coal is being stacked in coal yard through stacker
cum reclaimer and dozers is used for formation of heap in trapezodial shape. Weighing of
conveyed coal being done at conveyor belt scale Display of which is available at Chp control
room PLC. Records of each weighing are maintained with relevant system and in SAP.
Available stock further used and maintaind in coal yard as per heap clearance system. Detail of
each transactions are maintained in coal stock report/heap clearance report. At the end of each
month, as per schedule defined by mutually agreed, a quantitysurvey being conducted through
an independent competent agency for physical verification of available stock of coal. Audit of
the coal stock process & survey reports is being done by a third party internal auditor through
company MAS & raised observation which are need to be complied according to management
discussion.

10: Starting procedure with check list:

10.1 Coal Receipt : (For Detail technical Process refer SOP for In-motion weigh system:)
a) Coal supplied through rake is being weighed at In motion Railweigh Bridge& weigh report
certificate generated in computerized weigh system.
b) There will be Railway Receipt detail supplied by railway describing weight of coal supplied by
railway in that rake.
c) GRN will be made based on minimum of RR/Challan Quantity &TSPL Weigh system quantity.
d) Separate GRN will be made for excess quantity received at TSPL than RR quantity if any. Same
will be accounted separately in dummy vendor/PO @Rs1/mt for each material code separately.
No payment will be made for this excess receipt of coal.
e) GRN needs to be booked within 48hrs from receipt of coal.

10.2 HEAP CLEARANCE ( COAL UNLOADING/STOCKING)


 Coal supplied by rake is unloaded by wagon tippler.
 Coal is being fed direct to bunker as per requirement to maintain bunker level.
 If coal is not required to be fed in bunker, the balance coal will be stacked in coal yard at
particular location in yard as per its material code.
 For more coal stacking in a same location, a heap will be formed to accommodate coal and kept
in a well manner using dozer.
 Each heap should be given unique identification and continued number.
 All the detail of quantity of stacked or consumed coal for each heap to be logged in heap
clearance file on daily basis.
 If Coal feeding is required from any of heap, then this heap will be treated as consuming heap.
And thereafter no coal is to be stacked in this heap. If sametype of coal is required to be stacked,
a new heap is to be formed at the other place.

 After Consuming all coal from a particular heap, reconciliation statement to be made in special
defined format, which will show how much quantity was stacked and how much quantity is
reclaimed. Balance quantity to be reconciled with approval of CHP IC/HOD, Head operation,
Business controller irrespective of % of difference quantity on online basis.
 If quantity is found to be short, then it is to be added in same day’s coal consumption and if
found excess, then it is to be reduced from the same day’s coal consumption.
 Shape of heap tries to form as trapezoid or suitable standard shape as per condition of yard and
stock of that heap. It should be properly separated from other heap by gap of approximate 5
mts if possible.
 Separate heap to be form for each type of coal. No mixing of different type of coal to be done in
single heap.
 Heap will be formed based on different material code only.
 Quantity in a heap depends on site condition& total stock.
 A summary report to be made for all heaps with details of number of heap, date of starting of
stacking, date of end of stacking , quantity stacked, date of starting of consumption , date of
emptying of heap, quantity reclaimed , difference, % of difference.
 At the end of month, summary report to be signed by CHP IC/HOD, Operation Head/Head O&M,
and Business controller/CFO.
 Consumption of heap to be done FIFO basis for a same material.(i.e. for a same material, more
than one heaps to be clear based on FIFO, First In First Out)
 If overall difference of all heaps during a month is shortage then approval is required to be taken
from higher authority as per company write off policy. Currently it is that, for shortage below 1%
approval from CHP IC/HOD, Head operation/Head O&M, Business controller COO, CFO, CEO &
above 1% shortage approval to be forwarded to group CEO/CFO. (To be followed as per recent
group policy at the time of reconciliation.)
 To calculate overall difference of cleared heaps in a particular month, any quantity movement
with specific known reasons and that is not part of any heap, to be exclude from difference
quantity to derive % for approval.
 However in case any particular heap is not able to maintain as separate for reason of practical
purpose i.e space constraint, more stock and emergencies a note to be approved with all the
relevant details of deviation by competent authority (plant head, finance head )
 If specific variety of coal stock is exhausted fully and while restoration of supply of the same it is
understood that for the purpose of heap clearance avoiding of feeding may not be possible and
in such cases parallel operations of stacking and feeding can be carried out till some stock builds
up and a fresh heap can be started for stacking of fresh heap.
 There is no parallel heap to be considered for consumption & Receipt purpose for a same
material. In case of any such deviations needs to be approved by COO only. In case Parallel
consumption is carried out the details to be mentioned clearly in the format.
 As stacker reclaimer cannot reclaim coal from bottom layer of coal, which need to collect and
heaping using dozer. During this process, it is required to feed coal. This required to start

consumption from next heap(according to FIFO for the same type of material) and till complete
evacuation of previous heap coal, parallel consumption of both heap will be allowed.
 Above practice allowed only in case above technical line that to be confirmed by Head O&M.

10.3 COAL CONSUMPTION

 Coal consumption process to be followed as per SOP of Coal consumption.


 Coal feed quantity of the day will be declared as total coal consumption of a particular day.
 Quantity of feeding to be taken from belt weigh scale installed on coal conveyor C12.
 Record of belt scale reading to be maintained day wise, the same needs to be printed and duly
signed by shift in charge CHP, In charge CHP, head CHP, Shift in charge Operation, head
operation.
 Any deviation of consumption quantity than belt weigh scale, appropriate reasons should be
mentioned and to be approved from O&M head.

10.4 Preparation and pre check list for PV :-

 Coal PV to be held on date 27th & 28th of each month, in case of any holiday, the change in date
to be decided in advance with consent of surveyor, auditor and plant PV in charge.
 Information mail of coal survey date to be circulated to all concerned. (Auditor, PV in-charge,
head CHP, head operation, Head O&M, Finance team,MIS coordinators by PV coordinator
(TSPL).
 Audit schedule will be supplied by auditor.
 Representative of finance, operation and auditor should be available at location on time
(Normally 9.30 to 10.00 am on PV date).
 All representatives to be sign the format of presence given by auditor.
 Documents to be provided to auditor duly signed by PV in charge, finance representative before
PV as per predefined checklist.
 Summary of all available coal with heap detail, including any coal available in wagon tippler
Hopper or elsewhere for the beginning of PV day, should be provided by CHP operation I/C
before PV.
 Detailed report of coal receipt, stocking and consumed day wise and heap wise should be
available.
 Stock detail as per SAP (T code - MC.9 & MB5B for all consumption and receipt movements like
261/262,101/102) for the beginning of the PV day should be available.
 Detail of any pending entry of consumption as well as Receipt GRN should be available.(Store
report)
 Belt weigh scale readings at beginning of day (at 00:00 hrs) to be noted down as per CHP
logbook and to be provided to auditor and surveyor.

 All available coal is properly stacked in different well trapezoid shaped heaps as per material
code, separated with approximate 5 meter gap away from nearby other heap on any side.
 Identification of each heap should be indicated in yard & a chart to be made available to auditor
and all representatives.
 Tools of PV like Total Station, measuring tap (50mts, plastic coated), square box, weigh scale
should be available.
 All coal movement to be stopped before starting of PV & ensure no movement during PV.
 Record any movement of coal, if necessary, to run the plant & to be considered in PV report
(remark with detail).
 Record receipt & /or consumption of coal from beginning of day to time of PV.

10.5 Verification of tools.


 Confirm that measuring tape and weigh scale is free from error or any damage.
 Check weight of empty box & calculate volume of empty box.

10.6 Group formation.


 Make two groups of total team members.
 One group will take measurement of heap.
 One group will take bulk density of coal from each coal heap, and will consist of workmen also.

10.7 Measurement process.


 Set total station at a fix place in yard.
 Note down heap number.
 Take maximum coordinates of heap from different points in periphery at ground level as well as
different level of height to cover total shape of heap using TOTAL STATION& reflectors.
 Note down heap number, detail numbers of points taken for that heap.
 Note down point detail reading randomly in presence of auditor for each heap (minimum 3
readings or as per required by auditor).
 Capture all data for each heap separately, including stone’s heap (if available) also through
TOTAL STATION.

 Take thickness of carpet bed from different places in this yard/s as many possible points
(minimum 6 points for each yard).
 Take average thickness reading for calculation purpose.
 Separate PV for stone needs to be done, accounting of write off should be as per group norms.
10.8 Measuring bulk density.
 Note down empty box weight (kg)
 Take length, height and width of empty box in meter.
 Calculate volume of empty box by multiplying length, height and width of empty box.(M 3)
 Note down heap number.
 Take coal with the use of shovel from different location of heap and fill in the empty box till it
get full.
 There will be 3 different way for density reading to be taken
 1) Free flow :- Fill the coal material in box as free flow to represent loosely stacked material,
 2) Semi compact:- Fill the coal and simultaneously vibrate the box for each increment taken till
box get filled, to get properly settling of particle will represent semi compact staked material in
heap.
 3) Compact: - Fill the coal by shovel to box and press the material in box tightly. Do it for every
increment taken till box is getting full and tight. This will represent compact material stacked in
heap.
 Bulk density = Gross weight of box with coal (Kg) - Empty box weight (kg)
1000 X Volume of box (M3)

 If heap is small (Approx quantity <1000mt), take readings for 3 samples otherwise take 6
readings
 Average of all readings of a single heap to be considered for calculation purpose of that heap
only.
 For different heap, use bulk density reading which is taken for respective heap.
 For carpet, readings to be taken from different yards by compact method only. If any yard is full
with coal, take more readings from available yards.
 For readings at different places by digging the carpet till coal bed disappear, use these material
for taking bulk density with compact method.
 Take minimum 6 readings for each yard.
 Take average value of all readings taken for carpet from all areas. Use this bulk density as final
bulk density for quantity calculation of carpet.

10.9 Data submission.


 All sheet of recorded readings/observation needs to be signed by all representatives including
auditor & surveyor. Heap measurement readings sheet, bulk density readings
 One copy of all Sheets (signed) to be submitted to auditor.
 Receipt of all data of measurements & PV checklist (as per annexure-1) to be signed by auditor
and to be submit to PV in charge.

10.10 Survey report :


 Captured data in total station during survey to be downloaded through standard software.
 Calculate the sectional volume by 3D map or Contour map.
 Surveyor will have to calculate volume of each heap separately from the total station reading of
that heap using standard software through Contour map/sectional volume analysis.
 Surveyor will have to calculate Bulk density of each heap separately from the readings of that
heap.
 Surveyor will have to calculate quantity of each heap & carpet (QTY= Volume X Bulk Density) .
 Detailed report of all calculations for each heap to be made ready and to be emailed to auditor
before 1st of next month of PV date. Copy to be marked to respective plant PV in charges. The
report must be signed & with the seal of surveyor company. Scan copy to be mail in PDF format
to auditor and PVin charge.
 Report format of survey should include row data of survey, any map/contour/3d sectional
volume graph, calculation of volume based on these, all readings and average reading of bulk
density of individual/all heaps and Calculation of quantity of each heap in MT. Cover page
showing quantity of coal heap wise with total, bunker stock, carpet stock and grand total. Also
mention all readings of bunker level taken at the time of PV and @ 6am of the pv day. Detail of
any movement of material during PV from 6am as per CHP logbook.

10.11 PV RECONCILATION REPORT.

 On 1st of next month of PV date, a reconciliation statement showing coal stock at the end of
month based on Surveyor report and as per Book stock to be prepared in the format as per .
Also it should include detail of opening stock of the month, total receipt, total consumption and
balance of stock compared with PV stock and difference between.
 This report should be e-mailed to auditor and all concerns department heads, plant head,
Business controller, finance head with forwarded surveyor report.
 Auditor will audit all documents, surveyor report and PV report with book stock data and give
their observations&/noncompliance of policy, error of process, or suggest improvement if any
scope.
 Accordingly Management improvement plan for each observation to be submitted by PV
owner.
 Final audit report to be submitted by auditor for management review.
 No adjustment should be given in SAP for PV survey results. This method is just for cross check
only. The differences as calculated with the heap clearance process will be adjusted in SAP
during the same month before SAP period closing.
 Stone write-off policy will be separately dealt with if any required.
Consumption SOP will be dealt with material from plant to be covered under closing stock

15: SAFETY MEASURES &ENVIRONMENT :


 Care has to be taken when moving on height of coal heap partially used.
 Person should not go to edge of consuming side of heap because there is possibility of
sliding of coal.

 During bulk density sampling process, while lifting of filled box for weight
measurement, care has to be taken that its hanging rope strength is ok and keep safe
distance from body of working persons.
 Be careful of moving vehicle and keep safe distance of 2-3 Mtr.
 Do not touch any coal machine /equipment part as it can start in auto.
 Do not walk over rail lines.
 Wear all safety PPE like dust mask , safety goggles, safety shoes, helmet, hand gloves
during the process to avoid dust inhalation, save eye contact from dust and to save self
from falling material from height .
