1 SCOPE
The scope of this specification is to provide the technical requirements for the design,
manufacturing, inspection, factory tests, packing and shipping, delivery to site, installation and
commissioning the metering device, for using in the distribution networks of
TAQA/ADDC/AADC.

2 APPLICATION FIELD
This specification document covers digital metering (static) of accuracy Class 1 (Circuit Category
E5) for connected loads as specified in ANNEX A circuits connections.

3 REFERENCE DOCUMENTS
This chapter lists the reference documents.
In case of discrepancy among Documents, the following order of precedence shall apply:
1) TAQA/ADDC/AADC specifications.
2) Applicable reference standards.
3) Other documents.
The Bidder/Contractor shall note that compliance of the manufacturer with the provision of these
specifications do not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.

3.3 Regulation and law

4 SERVICE AND NETWORK CONDITIONS


All materials and equipment design shall follow IEC standards for use under the following service
conditions:
• Ambient Temperature range (-10°C to 60°C)
• Storage Temperature range (-25°C to 70°C)
• Relative Humidity range (0 to 95%)
Additional service conditions are provided in the specification S-GEN-SER.
The network conditions are specifying in S-GEN-NET.

5 TECHNICAL FEATURES AND RATINGS
The paragraphs describe the technical features and the ratings.
The Datasheet of this document covers the electrical characteristic D-MET-STEM-DC-3P-1C.
These are minimum specifications. A manufacturer may propose added features and or better
performance solutions.
5.1 Key features
• Accuracy - Class 1 active, Class 2 reactive for connections circuit category E5.
• 3-phase electronic meter for 3-phase 4 wire connection.
• Direct voltage connections.
• 5A(100A) 3x230V/400V, 50Hz.
• Tri – vector, four-quadrant metering, bi-directional metering.
• Load profile.
• Load disconnection/reconnection contactor.
Meters shall be of protective Class II as per applicable Technical Standards.
5.2 Measurements

5.2.1 Measurement quantities


Meter shall measure at least the following quantities:
• Energy – tri vector.
• Reactive energy in four quadrants.
• 4 metered quantities (active energy, reactive energy, apparent energy, power factor).
• Power Factor per phase with programmable averaging.
• Total active energy.
• Max. Demand for active & apparent power per phase.
• Instantaneous values for U, I, kW, kVAr, kVA, power factor.
• Absolute register of the consumed energy (=|ER|+|EY|+|EB|)
5.2.2 Measurement accuracy
Meter shall achieve the following accuracy for the measurement of electric energy:
• Three-phase active energy measurement over the reference conditions of applicable IEC Technical
Standards for Class 1.
• Three-phase reactive energy measurement over the reference conditions of applicable IEC Technical
Standards for Class 2.
5.2.3 Energy register
Meter shall have at least seven energy registers for Active Energy (kWh). Those registers shall be
programmable for multi-tariff purposes if necessary, the RTC handling register/rate changeover.
Only one register shall be active at the same time. However, the meter shall be capable of
displaying the energy readings without the need for any multiplying factors.
Energy registers shall reset to zero after it has reached its maximum display, i.e., after 9.999.999

5.2.4 Calendar
The meter calendar should manage the following time and date specific data: seconds, minutes,
hours, days, months, years, and leap years.
The meter calendar shall automatically manage leap years at the least 35 years.
Clock and calendar must support multiple display formats and dates.
Calendar update shall be possible from remote and via local portable handheld device.
Clock/calendar functions shall be the base for many functions. The most important of these are:
• Save into memory the data, calculated at the end of the pre-programmed recording period.
• Stamp with date/time of logged measurements.
• Stamp with date/time recorded events.
The meter should manage a minimum of 4 rates fully programmable and have specific rates for
holidays or specific events. The meter shall also manage the periods for periodic energy recording.
5.2.5 Storage periods
Meter shall have historical registers, which are copies of energy registers stored at the end of the
set recording periods.
Those registers serve to secure exact reading periods.
The meter shall store energy values for at least 12 Storage Periods.
5.2.6 Load profile
The meter, with the help of RTC, shall have the capability to integrate energy consumption on a
regular defined integration period & store all calculated values for further use/reading.
Furthermore, meters shall be capable of registering two channels load profile for a minimum of
180 days at 30 minutes integral period or as conveyed by TAQA/ADDC/AADC before
configuration.
The length of the integration period must be configurable between 5 minutes and 60 minutes.
5.2.7 Maximum demand registration
The meter shall record Maximum Demand (MD) values for active energy, reactive energy and
apparent energy. The MD interval is identical to the load profile interval. The MD value and its
corresponding recording of date and time is for storage until the end of each recording period.
Meter shall store as many MD values as the number of the recording periods.
5.2.8 Pulse weight
Meter shall have pulse outputs for accuracy verification testing. Meters shall have metrological
LED pulse outputs as well as at least four electric pulse output, galvanic and passive ending at
corresponding terminals of the terminal block. The meter accuracy verification shall be possible
without removing the meter cover.
The characteristics of the pulse output device shall follow the standard IEC standards.
The pulse outputs shall be configurable for active and reactive energy. The pulse weight shall also
be configurable.

5.3 Effects of influence quantities
Meter shall achieve its rated accuracy even under the influence quantities considered by applicable
IEC Technical Standards. E.g.:
• One or two missing phases.
• Missing neutral.
• Wrong phase sequence.
• AC or DC magnetic field.
• Harmonics.
• Voltage variations.
• Overcurrent.
Voltage dips and short interruptions within limits considered by applicable IEC Technical
Standards shall have no effects on the meter.
In case of any interruption in line potential, meter circuits shall transit to an orderly shutdown and
data preservation. Critical meter configuration and key register data are for storing in non-volatile
memory not needing battery support. The microprocessor-based register shall have non-volatile
memory to keep data for five years.
5.4 Self-Diagnostic and recovery of clock faults
The meter shall perform diagnostic checks upon power-up, after a power outage, and at regular
intervals. However, upon an error detection, the meter shall display a message recognising it and
logging this in the event register. However, the meter shall raise fault indications under such
events.
Any fault of the RTC shall not affect the stored data.
If the hardware of the clock for any reason is not functioning properly, the meter shall log a critical
event and use back-up mechanism to be able to keep time synchronization.
The meter shall use a specific mechanism for detection and notification of clock inaccuracies.
Upon detection of this, the meter shall:
• Continue to record energies into total energy registers.
• Continue to register events, even with the wrong timestamp.
• Voltage changes and power failures are events, already included into entry above.
• Label datalogging of load profiles as possibly with inaccurate timing.
• Label record energies according TOU as possibly with inaccurate timing.
• Label assessment of the time stamp for maximum demand as possibly inaccurate timing.
5.4.1 Event logging
The meter support storage of not less than 200 events with time stamps. These logs shall include
such happenings as recording resets, demand resets, date and time of last reset, diagnostics, power
outages, date and time of last reading, date and time of overvoltage or undervoltage or low power
factor, set-up changes etc.

5.5 Security features
At all interfaces to the meter restrictions apply for any access to configuration and stored
information. Communications access to the meter shall adhere to the security standards as
TAQA/ADDC/AADC decides.
5.6 Local communications access
Meter shall support local communication through the optical port compliant to applicable IEC
Technical Standards. Minimum speed is 9.600 bauds.
Access through the communications port shall follow the security guidelines.
These are the only local communications access allowed, in line with the security guidelines.
5.7 Remote communications access capability
The meter may support remote communications capabilities for the remote access for data
collection and any service requirement, as TAQA/ADDC/AADC deems necessary.
TAQA/ADDC/AADC shall specify the type of communication needed per batch of meters.
Two approaches they have foreseen, with the decision left to TAQA/ADDC/AADC:
• Modular meters for a variety of communications solutions.
• Non-modular meters for a dedicated communications solution.
5.7.1 Communication protocols
Communications protocols of the meter shall adhere to the security standards as
TAQA/ADDC/AADC decides.

6 CONSTRUCTION AND DESIGN REQUIREMENTS

6.1 General
Meter dimensions and fitting provisions shall follow the requirements as TAQA/ADDC/AADC
decides. The meter design and construction shall avoid introducing any danger in normal use and
under normal conditions.
The meter shall have no exposed metal parts and shall not require any earthing connection. Its
protection degree shall be IP53 It shall have insulation Class II The I-P link shall be non-
removable. Terminal Board shall withstand continues temperatures up to 135°C and it shall pass
the glow wire test. The meter shall have a magnetic ring to steadily hold the optical probe.
6.2 Meter case
The meter shall have an adequate dustproof and moisture-proof case sealed in such a way that the
internal parts of the meter are accessible only after breaking the seals.
All case parts shall compose of self-extinguishing polycarbonate, as specified in Technical Data
Sheet D-MET-STEM-DC-3P-1C.
6.3 Meter base
The base of the meter shall compose of self-extinguishable polycarbonate, with adequate finishing
and free from all burrs and extra material etc. However, the design of the base shall be such that it
shall house the terminal block entirely.
6.4 Meter transparent cover
The use of ultraviolet stabilised, polycarbonate material for the transparent meter cover is
mandatory. The design shall secure any non-permanent deformation will not prevent the
satisfactory operation of the meter.
The design of the polycarbonate meter cover shall prevent bend/lift and press. In case reinforcing
ribs forms part of the cover, then it shall however not affect the visibility of the display.
6.5 Meter terminal

6.5.1 Terminal block


The terminals design arrangement is in one terminal block and is suitable for front connections
having adequate insulating properties and mechanical strength. The manner of fixing the
conductors to the terminals shall ensure adequate and durable contact so that there is no risk of
loosening or excessive heating of the conductors or the terminals. The material of the terminals
block shall have fire-resistance characteristics following applicable IEC Technical Standards.
The terminals shall allow for the connection of both solid and stranded Copper or Aluminium
Conductor of cross-sectional area up to 35mm2.
Terminal arrangements shall follow the IEC standards (symmetrical execution), and connection
scheme’s visible marking underneath the terminal cover is mandatory.
Barriers preventing short-circuiting of the adjacent terminals of the same or different potentials
under normal operating conditions are mandatory.

The terminals, the conductor fixing screws, or the external or internal conductors shall be
accurately isolated and separated from metal parts.
6.5.2 Terminal cover
The terminals shall have a separate polycarbonate cover, with sealing independent of the meter
cover. The cover fixing screws shall be of the captive type and shall be able to accommodate wire
seals.
6.5.3 Non-Flammability
The non-flammability shall follow S-GEN-ENC.
6.6 Indicator requirements
The meters shall have indicators to show that voltage is present to the meter even if the meter is in
tamper-mode or has the load disconnected.
Meter shall keep and display the following information in addition to all energy information:
• Manufacturer serial number of the meter.
• Customer serial number of the meter (up to 12 letters/digits).
• Current date and time.
• Current rate.
• Fault logging status.
• Presence of pending alarms.
• Status of Supply Control Switch (Connected, Disconnected, Ready-To-Reconnect).
• Per-phase presence of voltage.
• Phase rotation (forward, reverse).
6.7 Display requirements
The meter shall have a liquid crystal display (LCD) for multi-display purpose.
Digits of display shall be 7mm minimum height and be legible in normal daylight conditions from
150cm distance to an observer. The viewing angle shall be a minimum of +/- 15o from the front
of the meter face line of sight.
The display shall display represent measurement values with seven digits.
It shall be possible to display each value having an OBIS code, except the load profiles.
A permanently visible indicator of the supply phase condition and the phase sequence is a
mandatory requirement.
The meter shall support the free configuration of the values to be cyclic displayed, either with the
automatic changeover or via push-button.
The technical Datasheet D-MET-STEM-DC-3P-1C lists the necessary display possibility
requirements.

6.8 Nameplate
Each meter shall bear the following information on the nameplate:
• Manufacturer's name, year & country of manufacture.
• Designation of type.
• "Property of Abu Dhabi Distribution Company" (ADDC)/ "Property of Al Ain Distribution
Company" (AADC).
• The number of phases and the number of wires for which the meter is suitable, i.e., 3-phase, 4 wire.
• Manufacturer's serial number (also in barcode / QR code).
• Company serial number (also in barcode / QR code).
• Reference Voltage.
• Basic current & rated maximum current.
• Accuracy Classes, active and reactive.
• IEC standards with release years.
• Standard frequency: 50 Hz.
• LED meter constant (pulse/kWh, pulse/kVArh).
• Communication protocol and address
• Battery type
• Maximum allowed temperature & humidity
All nameplate data shall meet the requirements as specified in the Technical Data Sheet D-MET-
STEM-DC-3P-1C.
6.9 IP degree of protection
The meter IP degree of protection shall be IP 53.
6.10 Sealing – intrusion detection
The active part of the meter shall be factory sealed. It shall not be possible to remove or open the
meter without irreparable damage of the seals.
A tamper switch and detection for any cover opening are mandatory. Detection of any cover
opening shall also be possible without a power supply to the meter.
6.11 Load disconnection/reconnection switch
The meter shall include a switch, enclosed within the meter case, supporting supply
disconnection/reconnection in case adapted for advance systems. The state of the switch shall show
on the LCD display as Connected, Disconnected or Ready-To-Reconnect.
The Supply Control Switch (SCS) must be able to be operated, as well as the meter status to be
changed from any actual status to any desired status, remotely or through the optical port by
TAQA/ADDC/AADC.
6.11.1 Supply Control Switch rating
The SCS shall be rated to carry the maximum rated current per phase, continuously at rated voltage
240/415 V, and have a minimum life of 5.000 switching operations at full rated load with unity
power factor.

6.11.2 Supply Control Switch type
The SCS shall be bi-stable, and in case of an interruption and the later restoration of the mains
supply, the SCS state shall remain unaltered. However, SCS shall be able to:
• support uninterrupted duty.
• occasional use: up to 3 operating cycles per day
6.11.3 Supply Control Switch operation
Load reconnection/disconnection shall be possible through remote communications or optical
port. Furthermore, reconnection shall be possible in the Automatic disconnection mode. In this
mode, the meter will disconnect the load, subject to a load limitation, whether this is a
programmed limit or a safety limit within the meter. The meter will be in a “Ready to reconnect”
status after this disconnection. Customer must be able to reconnect the load manually, after a
(programmable) time delay.
6.12 Real time clock (RTC)

6.12.1 Performance
A built-in clock shall supply all the necessary timing signals required for the correct operation of
the three-phase meter. It should keep date & time with the highest accuracy according to applicable
IEC Technical Standards.
• RTC Date format: DD/MM/YY.
• RTC Time format: 24 Hrs.
This clock should run along with a calendar that shall accommodate leap years and any changeover
dates through programmable options.
The RTC shall cater for synchronisation with an external source if applicable.
On normal operation mode, RTC is mains powered.
6.12.2 Back-up power supply
The RTC shall be working in case of a power outage. Supply may be from a battery and or
Supercapacitor so that RTC retains date & time until the restoration of power.
• The Supercapacitor shall have at least a capacity of 7 days in the continuous operation of supply of
RTC and an overall lifetime of min. 15 years.
• The lithium battery shall have at least a capacity of 4 years in the continuous operation of supply of
RTC and an overall lifetime of min. 15 years.
• Recharge of Supercapacitor should happen as soon as the power comes back and should not take
more than 24 hours for a complete recharge.

7 TESTS

7.1 Accelerated lifetime tests


Meters shall be type tested following applicable IEC Technical Standards to assess their
dependability and accuracy stability.
Meters shall have prescribed recertification period no shorter than 15 years.
7.2 Routine tests
Each meter shall be subject to routine tests following applicable IEC Technical Standards, prior to
sealing. Routine test certificates are for the submission adhering to TAQA/ADDC/AADC
requirements. The manufacturer's seal proves the meter’s test and conformance to the
specifications.
7.3 Type and special tests
Test certificates, released by internationally accredited Bodies under IAF (International
Accreditation Forum) and or ILAC (International Laboratory Accreditation Cooperation), as
evidence of successful completion of type tests under applicable IEC Technical Standards are for
submission as part of the Tender. Refer to D-MET-STEM-DC-3P-1C for the complete list.
7.4 Quality assurance plan
Within one month from the date of award of contract, the Contractor shall submit for approval a
test and inspection plan. Furthermore, the Contractor shall bear the costs of factory tests. Although,
no approval of tests or inspection shall relieve the Contractor of his responsibility to complete the
supply according to the specifications.
8 QUALITY AND CERTIFICATION

8.1 Documentation supplied during the tender


The technical documentation for the supplier’s offering shall include the following items:
• The Datasheet D-MET-STEM-DC-3P-1C filled in.
• The general arrangement of the meter with the main dimension and with detail of the terminal blocks.
• List of the meter manufactured, with the same ratings of that requested in the offer, in the last 3 years.
• Type test reports of the offered meter.
• Meter specific technical documentation (datasheets, technical manual).
• List of deviation from tender specification (if any).
• MID Certificate for Factory and Product
• Accelerated Life Test Certificate
• Battery Certificate
• Communication protocol certificate
• Document of Meter protocol that required to be able to communicate to the meter remotely and
optically covers the following:
o Start the communication and collecting the registers, statuses and alarms
o Send command, change schedule, change limit and D&T, etc.
o Configure the meter

8.2 Documentation for post order supply
The technical documentation for the supplier’s fulfilment of the order shall contain the following
items:
• The final data D-MET-STEM-DC-3P-1C sheet filled in.
• Detailed drawings of the meter.
• Manufacturing plan and Quality Assurance plan.
• Test schedules for factory tests.
• Operation and maintenance manual.
• Communication and Security suite solutions.

8.2.1 Documentation for homologation, certification, and approval (TCA)


The supplier, for each meter type code to be subjected to homologation, certification, or approval
procedure, shall make available complete documentation holding calculations, drawings, schemas,
pictures of the meter, internal and external, descriptions, list of characteristics, performances,
assembling, maintenance, and operational norms and whatever necessary for the complete
acknowledgement of the meter.
All the final technical documentation will deliver in electronic form.
Not reserved documentation is the documentation issued by the manufacturer that allows
verifying, directly or indirectly, the compliance of the meter with the prescription of this
specification. The manufacturer authorizes the diffusion and the reproduction of this
documentation within the TAQA/ADDC/AADC.
It shall cover at least:
• List of all the documents, including the list of the reserved documentation (type B).
• List of the suppliers of the main components and parts.
• Manual of the transport, installation, operation and maintenance.
• Drawing of the rating plates.
• Overall drawings and relevant details of both the completely assembled mater (as in operation) and
the meter transportation.
• Drawing of the auxiliary circuits.
• Test reports of the meters.
• Test reports and certifications of the subcomponents and materials used.
• External pictures.
• Calculation of the capability to withstand the short circuit (in the event the test is omitted).
• The data requested in the form D-MET-STEM-DC-3P-1C updated and validated after the
homologation, certification or approval process.
Together with each meter supply (compliant to the relevant approved type), the supplier shall
deliver.

The documentation considered reserved, of which the supplier does not authorize the diffusion,
used to identify the design and the manufacturing of the meter completely. It shall include all the
elements required in this specification and the documentation of the origins of the materials not
reported in “not-reserved documentation”. Such documentation will overview by the
TAQA/ADDC/AADC representatives or by the certification body during the homologation or
certification and archiving by the supplier.
For the identification of the prototype, the manufacturer shall prepare a report where the design of
the meter is describing, particularly referencing the construction solution adopted.
Moreover, a detail photographic documentation shall be prepared with the following phases of the
construction of the meter.

9 DELIVERY, HANDLING AND LOGISTIC ISSUE

9.1 Packaging and transportation


The supplier is responsible for all the delivery procedures and provisions for the storage of the
equipment in the factory after the tests and until the transport operations.
The supplier shall pack the equipment with suitable cases and protective measures granting the
safe delivery of the good at the final place of installation.
9.2 Storage
The manufacturer shall provide storage and preservation procedures to allow
TAQA/ADDC/AADC adequate storage of the meters prior to installation.

10 EXCEPTIONS
Exceptions to the present prescriptions, concerning the adoption of technical and or manufacturing
aspects different from the ones prescribed in the present specification, is for the evaluation by
TAQA/ADDC/AADC on a case-by-case basis.
In such a case, TAQA/ADDC/AADC will consider the opportunity to require additional tests about
the technical/manufacturing proposed solutions. Such exceptions are for approval by
TAQA/ADDC/AADC.
