1.0 INTRODUCTION

Proper commissioning of ACSE / ABTS / TOP Scheme and Function check is an


important issue to prove that new ACSE / ABTS / TOP panels have been properly
shipped and correctly installed. This work instruction highlights the necessary steps
related to proper commissioning of new ACSE / ABTS / TOP panels in HV and EHV
substations.

All ACSE / ABTS / TOP panels must be tested in the factory before delivery to the
site and must be tested by commissioning contractor at site after installation for
processing to begin in the on-site Commissioning and testing phase. Commissioning
tests at site is done to prove that:

 No ACSE / ABTS / TOP panel was subjected to any damage during


transportation.
 Each ACSE / ABTS / TOP panel has been installed correctly.
 Each equipment in ACSE / ABTS / TOP panel is working in coordination with
other equipment, as specified.
 All equipment in ACSE / ABTS / TOP panels are safe for putting into service.
 The ACSE / ABTS / TOP Scheme and Function check is completely correct and
all equipment work as per checked scheme

Function Test

This Work Instruction has reference to Procedure PR-NG-6460-002 “Project


Commissioning”.

2.0 RESPONSIBLITIES
- Anyone working in testing location during commission stage must follow the safety
requirements as per SEC rules and CSD employees are responsible for applying
safety rules in all places which they working in.
- Project site engineer is responsible for committing the contractor to prepare
testing and commissioning places to be done in proper climate conditions as per
Company policies, procedures and accepted temperatures the relays, devices and
test equipment can be tested or operated within it.
- Any of CSD staff is responsible for testing activities according to approved
specification and design and he shall not start any test for any ACSE / ABTS /
TOP Scheme and Function check until providing the following:

o Approved test forms.


o Signed test formats of all activities which must be completed before ACSE / ABTS
/ TOP Scheme and Function check Factory Tests certificates.
o Updated Approved final settings.
o All relays must be configured.
o Relay manual.
o Approved schematic drawings.
o Protection requirement.
o Test equipment valid calibration certificates.
o Approved Contractor organization chart.
o Contractor staff approved qualification certificates.

- Its responsibility of the commissioning contractors to provide all testing ACSE /


ABTS / TOP Scheme and Function check with its valid calibration certificates that
will maybe require applying the testing / commissioning procedure in proper
manner.
- Its responsibility of the CSD Engineer/Technician to check and witness all
activities required for ACSE / ABTS / TOP Scheme and Function check following
all of this work instruction.
- CSD Engineer/Technician is responsible for recording status of any test for
ACSE / ABTS / TOP Scheme and Function check in its check list and test form as

per the following work instruction.


- Each check list and test form shall be signed by CSD engineer/technician and
testing contractor engineer.

2. Study the different schemes for automatic closing of the
standby or the parallel running Transformer incomer
Breakers or Bus section in case of tripping of any
transformer available in the Schematic diagram.
3. Study test format compared with schematic drawing and
protection requirement.
4. Check status of all related circuit breakers, devises,
equipments and protective relays for each simulation case.
5. Check 4 out of 5 interlocking scheme is achieved while DC
loss of PLC device.
6. Simulate operation cases one by one according to test
format and record results. (Check the Schemes by tripping
of the different transformers one by one and changeover of
the switchgears are according to the Scheme.)
Check the blocking of Changeover for the Blocking
Conditions of Auto Changeover of Switchgears.
Check the Scheme opening of Bus Couplers or Incomers

in case of energization of tripped Transformer.


7. Check LEDs, display messages and alarm annunciations
for each simulation case.
8. Check all cases and conditions at ACSE/ABTS ON and
ACSE/ABTS OFF positions.
And check all cases and conditions at TOP ON and TOP
OFF positions.
9. Check all cases and conditions at control mode and ECC
mode and segregation between each other.
10. Measure all time settings in PLC configuration.
11. Check panel indication for:
ACSE/ABTS ready
ACSE/ABTS close command failed
TOP scheme selected
