2. INTRODUCTION:

Rig-IDC – 38 will move from ZB-481 to well ZB – 504 in Zubair


field. The total number of loads would be 19 Total distance between locations
is 21.4 Km with various road types from gravel road, graded road, and
blacktop asphalt road. We are expecting heavy trucks for construction
activities in some areas of the route, along with intersections. In view of
traffic density, it is mandatory that all wide loads move as a convoy and pilot
vehicles/escorts utilized during these operations. Each convoy shall consist
of 12 trucks maximum so as to minimize traffic back up during the move.

Rig and camp footprint will be marked a day prior to the move and this
area will be kept out of bound for all vehicles. All obstacles/objects shall be
cleared from this area.

This plan needs to be accepted and approved prior to being


implemented. Once approved, the plan will be discussed in detail with all
personnel involved or affected by the move such as the rig move contractor, Rig
team & security team, prior to move. Copies of t h e detailed rig move plan
will be given to personnel at both locations. Additionally, concerned
departments in ZFOD will be kept in the loop about the state of Rig move.

3. OBJECTIVE:

The main objective is to be able to accomplish a successful move of


all the components of the entire rig, camp and all related equipment from origin
to the destination in the safest and most effective manner.
A successful move is signified to be:

✓ No Accidents or incidents
✓ Time efficient
✓ Optimization of resources
✓ No miscommunication
✓ No hindrance to other operations

4. PREPARATIONS & PROCEDURES:


✓ The plan has to be discussed with all the parties involved in the rig
move.
✓ Coordinate with ZFOD to ensure that there is no other rig move in
progress on the route that is to be used by IDC Rig – 38
✓ A meeting with the rig mover will be arranged and all the details will
be agreed upon.
✓ An inspection of trucks, trailers, forklifts, cranes, and all lifting gear
will be done at the contractor’s yard prior to rig move. All lifting
equipment is to have proper & up to date certification and color-
coding. These documents are to be present and readily available.
✓ A daily “rig route” check will be performed by the truck pushers to
ensure that there are no issues or obstructions along the route due
to other concurrent operations along the route.
✓ Every morning prior to trucks & cranes beginning their duties, a
checklist pertaining to that piece of equipment will be filled out and
signed off by the immediate supervisor (Truck Pusher).
✓ Check weather conditions for the day of the rig move and alter the
plan accordingly.
✓ CRG guards will be posted at Warehouse, Taswib guards will be
utilized at the new location. They will only be utilized to ensure the
security of the equipment at the new location. The plan is to move the
camp and Slings, shackles, and taglines as well as a ladder will be
made available with the required certificates.

✓ A toolbox meeting will be conducted prior to all “critical” lifts with


persons involved. They will also be under the direct supervision of the
Rig Manager, Safety Coordinator, and Truck Pusher.
✓ On the morning of the camp move - slings, shackles, and taglines,
as well as a ladder, will be made available at both locations.
✓ Two tankers of potable water to be available at the new
location at noon on the day of the camp move.
✓ All loads will be secured properly prior to moving the loads and
only “ratchet” style binders are permitted.
✓ Care will be taken while lifting the loads, which will include:
1. Using proper Mats for Crane Jacks (1.5 m x 1.5 m), if ground
seems to be soft,
2. Holding the loads for couple of minutes, few inches above the
ground before making the final lift and shift to ensure that
ground does not give way, under the jacks.
✓ No riding, standing beneath or holding of suspended loads is
permitted. Tag lines to be used irrespective of the height of load.
✓ Only qualified personal will give signal to the crane operators,
noting that these persons shall wear “rigger’s vests”.
✓ During the move, there will NOT be any unusual extrusion of pipe
work and other forms of steel out of the loads. If extrusion is
unavoidable, it would be highlighted with Red Flags/Cloth.
✓ Loading/Offloading operations will be suspended if wind speed
exceeds 33 KMPH.
✓ Provision of cold drinking water at both locations in view of heat
during the day.

5. MOVE DETAILS:

MEDICAL COVERAGE PLAN:

There will be an ambulance on the location ZB-598 MBC doctor will


cover medical emergencies on one location while the other location will be
covered by the APT leader who is a Medic trained to handle medical
emergencies. In case of a MEDIVAC situation – the Medical Emergency
Flowchart will adhere.

7. RIG MOVER REQUIREMENTS:


The Rig Mover to provide the desired number of trucks and cranes
as per the rig move daily move plan/matrix and be available ready for
loading at 06:00 hrs. We will only operate during daylight.
The rig mover wi ll supply only certified operators (crane, forklift
& truck drivers). All equipment will have relevant up to date inspections.
(Crane & forklift & operators must be certified and so does the lifting gear)
and all certificates are to be in possession of the operator.
The Rig Mover to provide 2 truck pushers – one for loading
operations and the other for offloading.
The Rig Mover has to make a prior assessment of the route that is to
be used and address hazards.
Full PPE to be worn by all the truck drivers and helpers as well as
the crane operators and helpers.
Toolbox meeting has to be conducted prior to commencing loading
operations every morning.
Truck pushers will be responsible for the discipline of the truck and
crane operators and will enforce rules.
There has to be radio or cell phone communication between the truck
pushers and the rig move coordinator.
The speed limit for the convoys has to be controlled by the escort;
the speed limit will be 25 km/h
The rig mover will provide a large enough banner to be used on the
first wide load of the convoy.

To keep control, one of the competent local rig crew members will be
following the convoy on a soft skin to make sure Rig Mover follows the
convoy procedures.

8. HAZARD ANALYSIS:
A Route Assessment has been carried out and the hazards and
controls have been mentioned in the “Road Survey” section of this plan.

Identified hazards during the loading and offloading operation will


include:

Medical support to be available at both working locations. The Rig

numbers and a copy of the rig move plan. There is good mobile phone
communication in the area.
We will use radios while we are moving in convoy.
NOTE: ALL SUPERVISORS SHALL BE VIGILANT AT ALL
TIMES IN ORDER TO RECOGNIZE ANY NEW HAZARDS THAT
MAY NOT HAVE BEEN IDENTIFIED ABOVE AND BEFORE.
IT IS IMPORTANT TO ENSURE THAT EVERYONE INVOLVED
IN THE RIG MOVE UNDERSTANDS THAT EACH AND EVERY ONE
OF THEM IS EMPOWERED TO STOP THE JOB AT ANY TIME IF
THEY DEEM IT AS UNSAFE.

9. SAFE DRIVING PRACTICES:

• A PTW will be issued prior to start the rig move. JSA’s and toolbox
talk will be discussed along for each particular job.
• All hazards will be addressed in the Journey Management Plan of
the Road Hazard Analysis.
• All convoys will have a lead escort vehicle with flashing lights, a red
flag, and a sign that reads “WIDE LOADS”. They will also have
dipped headlights ON.
• Another vehicle with flashing lights will bring up the rear
• There will be radio communications between the lead vehicle and
the rear vehicle
• Types of communications will be radios and cell phones.
• Prior to commencing the move all drivers will be briefed on:
o SLB Driving Policy
o No overtaking when in a convoy
o Safe speed limits maximum 60km/hr. on t h e highway
and 30km/hr. on gravel roads for vehicles other than a
convoy.
o The safe distance between convoy vehicles will be 50
meters at 25 km/hr. speed with an average length of 14
meters.
o The trailer inspection checklist will be filled out
o Seat belts to be worn at all times
o Not using cell phone while driving
• There will be one person in charge of the convoy move and he will
have a second in command with who he will be in constant

communication. Overall convoy move will be monitored by the rig


move coordinator.
• The maximum convoy size will be limited to 8 loads in order not to
cause congestion on the roads along the route. With the stipulated
size we will occupy 400 meters of the road.
• The drivers and truck pushers will ensure that the loads are properly
secured to the truck prior to moving the vehicle.
• All drivers must be well rested prior to commencing the move
• There will be a doctor at the old location and an APT medic available
at the new location.

10. COMMUNICATIONS:

The main means of communication will be cellphones; however,


VHF radios will be used during convoy moves. All relevant numbers are
noted on the EMERGENCY RESPONSE PLAN. All concerned personnel
will be given emergency contact numbers will include the cell numbers of
the doctors/medics, SLB well site leader, moving coordinator, and any
other relevant contact number

3. Loads classification will be according to ZFOD
loads classification.
4. Escort vehicles with Banks men will be according
to ZFOD classification.
