Dear Assistant Secretary de Leon,

This refers to the letter of DENR Undersecretary Atty. Analiza Rebuelta-Teh to

DILG Undersecretary Felicito A. Valmocina, dated 16 January 2024 and received by
DILG on 17 January 2024. The said letter is requesting the generous support of
Secretary Atty. Benjamin C. Abalos, Jr. by issuing a Memorandum Circular authorizing
the attendance on official business of select Local Government Officials, particularly
those in the Barangays and Sangguniang Kabataan in the following Conferences:

A. Environment and Climate Leadership Conference for Sangguniang Kabataan

Officials on April 17-20, 2024 at the Grand Regal Hotel, Davao City; and,

B. Environment and Climate Leadership Conference for Barangay Officials on April

22-25, 2024 at the Grand Regal Hotel, Davao City.

We already furnished your office a copy of the letter through your official email
address posted at the DILG website also on 17 January 2024.

In connection, we wish to respectfully request your facilitation in the early release

of the Memorandum Circular to maximize the participation of the target participants and
ensure sufficient preparations.
