1. PROJECT DESCRIPTION

1.1 Purpose
This work method statement is being submitted in connection with the requirement of project work
“NEW RAIL INSTALLATION ON SAQR PORT BERTH #5 by Quarry Mining

1.2 Scope
The scope of work to be executed under this Contract includes the installation of three rail lines
261m (quay) , 237m (middle rail) and 186m (land side) crane rail system, design, installation, and
commissioning crane rail system at Berth 5.

1.8 Duration of work


At this point, the proposed duration of works are envisaged as follows:

1.9 Responsibilities:

The primary responsibility of carrying out all the activities mentioned in this procedure rests
with the site- in-charge unless mentioned otherwise.

Project Manager: Overall execution and administration of the project as per contract
requirements, specifications and the PQP. Liaise with the Head (Quality & HSE) for
preparation and updating of PQP. Directly control the Site Engineers and Supervisors. He is
responsible to ensure that all the correct procedures are followed and all necessary permits
for the work are obtained in advance.

Site Engineer: Assess manpower, equipment or other resources required to ensure timely
completion of the project. Monitor availability of all materials as per schedule. Inform the
Project Manager for any non-availability of materials to take proper action. Carry out Ensure
that the drawings and documents are up to date and the latest drawing is available and is being
utilized in the project site works. Filled-up the check-sheet and submit the necessary IR to the
QA/QC function when the work is ready for inspection.

Supervisor/Foreman: Plan and obtain required manpower and resources in coordination


with the Site Engineer. Carry out all activities as per the planned schedule to achieve target
dates. Coordinate with respective disciplines of work and liaise with the site engineer for
day to day activities. Inform Discipline Engineer regarding site inspections when it is ready.
Ensure pre-task briefing is to be conducted prior to start of work at each session.

2. HEALTH, SAFETY AND ENVIRONMENTAL MEASURES

2.1 Work Permits


All necessary work permits shall be obtained prior to the commencement of any activity at site
and shall remain valid throughout the entire duration of the operation.
Safety Barriers and Site sign boards will be installed prior to the work commencement.

2.2 PPE Requirements

All personnel accessing their site will wear the mandatory PPE. All workmen and staff shall
wear the mandatory and job specific Personnel Protective Equipments. Pre-task briefing
shall be conducted on every day before starting the work. Experienced and HSE inducted
workmen shall be deployed for the work

2.3 Environmental Measures


a) Waste Management
• A waste management plan will be prepared for the project and available at the site office for
inspection
• Waste shall be controlled and managed at all times
• Waste shall be transferred by appropriately registered carriers and only removed to licensed
sites
• Wastes shall be kept in a secure manner, suitably contained and labeled
• Hazardous wastes shall be kept separately and securely labeled containers for the task and
disposed of inaccordance with the Hazardous Waste Regulations

b) Operations of vehicles, Equipments and plants


To ensure minimal impact from the operation of vehicles, equipments and plant, operators shall
give due regard and implement the following
• Minimize route and journey mileage to and from and around site
• Prevent nuisance to the community caused by parking, spoil from vehicle movements, noise
and access restrictions
• Ensure prevention of spillage of spoil, fuels, coolants, hydraulic oils and other vehicle fuels
• Maintain vehicles
• Ensure all vehicles and machinery are turned off when not in use

c) Noise and nuisance


Care shall be taken by the BemoMMP to ensure good image and relations with the local
community by the following
• The use of offensive language, behavior and or discourtesy to the public prohibited
• Excessive noise from plant, equipment, vehicles and employees being monitored
• Strict compliance with noise and working hour restrictions
• Excessive emissions of dust, fumes and odors
• BemoMMP will ensure a high standard of housekeeping and litter control on all sites at all
times

d) Sea Water Protection:


x Fuels, oils, greases and hydraulic fluids must be stored in bunded compounds a minimum of
30m from the coast.
x Diesel to be stored in double skinned tanks/diesel bowsers – refueling of plant to only take
place if drip trays are in position
x Refuelling of machinery will be carried out in bunded areas.
x Runoff from machine service and concrete mixing areas must not enter the sea;

2.4 Housekeeping
The equipment/tools/materials required for the work shall be stored /stacked
in such a manner so as to give a safe working atmosphere to the workforce at site.
All workplace areas shall be maintained clear of debris, waste and other rubbish, which shall
be disposed of in segregated containers for disposal. An adequate number of containers
marked appropriate labels for storage and disposal of waste materials shall be strategically
placed throughout the construction areas at all time.

Any spillages, such as oil or grease shall be immediately cleaned up, by absorption in inert
sand or other suitable materials. The materials for the particular work shall be stored at site
so that no obstructions to the work or access to the workforce.

Debris, waste oil containers etc shall be stacked and placed in a barricaded location away
from the work areas and access routes. Adequate fire precautions shall be in place. Before
leaving the site, it shall be ensured by the responsible person that the site area is cleaned and no
obstruction is encountered for next day work.

3. RAIL CONSTRUCTION

The rail construction for landside, seaside & Middle rail is shown below. The rail construction will be in
a concrete recess. The width of the recess is about 400mm and the depth is about 150mm.

A) Landside and quayside

The rail construction is composed out the following components:


1. Soleplates: the crane rail will be supported by a single soleplate of 20mm thickness and length of
5980mm. The width of the soleplates is 300mm. The soleplates are facilitated with pre-manufactured
tapped and drilled holes for fixation, anchoring and levelling purposes. The soleplates are protected by
means of hot dip galvanizing
2. Elastic rail pad: The crane rail will continuously be supported by the steel-reinforced elastic material of
size 195 x 7mm
3. Rail clips: The crane rail will be clamped by the rail clips (FM20 H31) and at the same regular distance
of 600mm

4. Anchors: The crane rail construction will be anchored by the anchors of size M20x250mm and at the
same regular distance of 600mm
5. Cementitious grout: cementitious grout will be used to fill the void between concrete foundation and
soleplate

B) Middle rail

The rail construction is composed out the following components:


6. Soleplates: the crane rail will be supported by a single soleplate of 20mm thickness and length of
200mm. The width of the soleplates is 300mm. The soleplates are facilitated with pre-manufactured
tapped and drilled holes for fixation, anchoring and levelling purposes. The soleplates are protected by
means of hot dip galvanizing
7. Elastic rail pad: The crane rail will continuously be supported by the steel-reinforced elastic material of
size 145 x 6mm
8. Rail clips: The crane rail will be clamped by the rail clips (FM20 H31) and at the same regular distance
of 600mm

4. SEQUENCE OF WORK/ METHOD STATEMENT

The installation works will be done in two phases. The first phase is 161m on the quayside and 186m on
the landside. The second phase will be 1 x 237m (middle rail).
Although the construction of the sea and land side is different as the middle rail construction, the
installation and sequence of working for both construction is similar
To ensure the quality of the works, safety, and planning the following site conditions are essential:
- The working location is free and no other activities take place at the same moment and place. This means
Berth 5 will be free during the complete first phase of the rail works and so on.
- Prior to each phase, BemoMMP will receive survey reports from the existing beams, both quay and
landside. The survey reports will show the dimensions of the existing concrete recesses (depth and
width), the depth related to the rail height reference, individual straightness, and center-to-center
alignment between both existing recesses.
- Reference points and offsets are marked on both the quay and land beam from the first day of the
installation of each phase.

4.1 Supply of material


The materials will be supplied by the customer. With use of a forklift and/ truck with crane the container and
material will be unloaded. The supervisor will check the materials according the freight documents and
packing lists. The results will be filled in on the checklist. In consultation with the client a storage space will
be determined.

4.2 Storage of material


Prior to the works, the crane rail and all other supporting and related materials will be delivered and unloaded
out of containers. A storage location would be close to working area. Soleplates and rails would be kept on berth
itself. Two containers either 20ft or 40ft will be at site for storage. One container would contains tools and
welding material and other would contain grout material.

4.3 Laying Rails for welding


The works will start by laying out the crane rail. The crane rail will be placed on both beams over the
complete length of each phase.
The crane rail will be moved by using a forklift or other lifting equipment and placed on wooden pieces, just
next to the recess (not into the recess).

4.4 Welding
The rail joints will be welded according to the puddle arc welding methodology, applied welding standard
ISO-NEN-EN 3834-4.
Puddle arc welding is a welding process in which electrodes are used to obtain lengths without disruptions.
The complete welding process is done by hand. The working sequence for the puddle arc welding process
will be as follows:

- Aligning rail joint in height and direction by using steel wedges. A copper plate will be under the rail
joint
- Pre-heating rail ends by using heaters, supplied by oxygen and propane
- Welding feet from the rail joint by using electrodes. Earthing cable, welding machine and torch are
the most common equipment and tools for this activity. A power aggregate will take care of the
required power supply of 400V-32A.
- Welding body and head from the rail joint by using electrodes. Earthing cable, welding machine and
torch and copper blocks are the most common equipment and tools for this activity. A power
aggregate will take care of the required power supply of 400V-32A
- Removing copper blocks and steel wedges. To ensure both the quality and safety the welding works
will be carried out outside defining exclusion zone
- Re- profiling crane rail by means of using an electrical driven grinding machine after the cooling
down period from the weld
- After completion of all the welding works, a visual inspection will be carried out to check the quality of
the welding.

4.5 Placing soleplates on concrete beam


Separately from the welding works, the steel soleplates will be placed into concrete recess. Similar to laying-out
the crane rail, a forklift or other lifting equipment will be used to place the soleplates into the recess.
Prior to the placing the soleplates, the concrete floor needs to roughened to ensure binding with the grout

4.6 Mounting and Level adjustment of crane rail system


According to the reference points, the height of the rail construction will be determined. By using the forklift
or other lifting equipment the welded crane rail will be placed on top of the soleplates into the recess.
Rubberpad would be layed on soleplates. Then crane rail will be mounted on the soleplates by using the rail
clips. Using the adjustment bolts and a leveling instrument the rails can be leveled.

4.7 Alignment of rail construction


According to the reference points, the alignment of the rail construction will be determined. Using a
theodolite and an alignment block the rails can be aligned. After alignment, the rails will be fixated with
wooden wedges. The crane rail construction will be aligned according to the standard ISO12488-1 class 2.
The corresponding tolerances are as follows:

The alignment works are briefly consisting of:


- Check on width, depth and alignment from concrete recess related to the reference points.
- Aligning the crane rail in height by using temporary hexagon bolts and the tapped holes in the
soleplate
- Aligning in horizontal direction by using temporary wedges between the soleplate sides and concrete
recess

BemoMMP will use both a levelling instrument, total station instrument and alignment tools to perform the
alignment works.
The alignment works can only be carried out by the availability of reference points. The reference points
will be provided from the first day of the installation.
Next to the reference points the client will also take care of a survey report from the existing concrete recess
prior to the works. The survey reports will show the dimensions of the concrete recesses (depth and width),
the depth related to the rail height reference, individual straightness and centre-to-centre alignment between
both recesses at each three meters

4.8 Fixing holding down (Anchor bolt)


With the use of electric drill or air hammers, the anchor holes are drilled with a diameter of 25 mm. After
drilling the holes will be cleaned and the anchors M20 are glued with special anchor mortar.

4.9 Fine adjustment of rail construction


After curing of the anchor mortar the alignment/adjustment of the rail construction will be checked If
necessary the rails will be adjusted. After this so called fine alignment the results will be noted on the
checklist

4.10 Grouting of rail construction with Cementitious grout


After approval of the alignment of the crane track, the construction is ready to be grouted with cementitious
grout.
Cement grout is a mixture of cement, water, with or without aggregate and with or without admixture.
The concrete under the soleplates must be cleaned by air blowing and high water pressure. The air being
used is free of oil. It is necessary the beam is dust free.

Mix the cementitious grout with hand and Grout the soleplates according to the product specification.

The grout must flow under the soleplates from one side of the construction. This is to prevent air holes under
the soleplates.

For middle rail, wooden formwork will be made for grouting.

4.11 Tighetning of holding down bolts


After hardening of the grout, approximately 24 hours. Remove the adjustment bolts.
The anchor bolt nuts and clips will be tightened.
The M20 clip bolts in quality 8.8 will be torqued to a minimum of 250 Nm
The M20 anchor bolts in quality 8.8 will be torqued after proper curing to a minimum of 125 Nm

4.12 Measurement Report


After the installation works the rails will be completely measured regarding the level and alignment. A
measurement report will be made by the surveyors team, checked by the supervisor and handed over to the
client

6. PROJECT MONITORING AND CONTROL

6.1 Performance reporting

The project performance reporting will be accomplished through established status meetings,
reports, and internal project tracking systems. The following are a list of mechanisms used
that provide performance reporting:
1. Daily Progress report (Standard)
2. Daily progress report (Graphical)
3. Weekly Status Meeting
4. Monthly Client Meeting (or as necessary)
5. Project Manager Monthly Status Report

6.2 Quality control and quality Assurance


The Quality Assurance and Control for the above mentioned activities shall be exercised and
recorded in accordance with the contract documents, ISO standards and the approved Project
Quality Plan for the project.

The quality assurance shall be ensured for workmanship, equipments and materials conformance
to the applicable standards and requirements at every stage of the construction. This shall be
monitored by quality control personnel or designated substitute on the site during the operation.

Quality assurance requirements shall also be imposed upon sub-contractors, suppliers,


manufacturers and any other parties associated and involved in the project. Non-conforming
materials shall be notified in writing to correct or remove the defective materials from the work
site.

All inspections and tests shall be conducted in accordance with written test procedures as
detailed in the Project Quality Plan and Inspection and Test Plan approved by the Employer.

Applicable documents with latest version such as Inspection & Test Plan, Method Statements
shall be readily available and used by inspection and test personnel at the time of inspection as
referring documents.

7. Risk analysis

Working without risks is not possible. Awareness and taking measurements will reduce the probability
and/or effects from the risks. This part of the method statement gives an overview of the appearing risks and
the specific (possible) measurements to take during the crane rail installation works.

The outlined risks can be divided into two themes; the risks which may impact the quality of the works (so-
called Q- risks) and the risks which may have an impact on the well-being/safety from the workers or the
environment (so called HSE- risks).

The risks will be discussed on the first day of the installation works.

7.1 Quality (Q) risks


Below an outline from the possible Q- risks. The specified risks are related to the crane rail installation.
