1.0 INTRODUCTION
The Regent of Selangor approved the establishment of a forest research institute (FRI) in an
area that was stripped of its original forest cover for vegetable farming and mining activities at
Kepong in 1925. Dr F.W. Foxworthy, the first forest research officer, began establishing a large-
scale experimental plantation and forest nursery a year later. After surveying 1,500 acres of
former mine property in Kepong using a plane-table survey in 1922, Messrs. McCartney and
Whitty proposed using the region as a potential location for experimental plants and a forest
school. In 1929, the Institute's main office building—which also housed staff quarters—was
occupied by laboratories, the library, the museum, and the herbarium. First approved in 1927,
the structure was constructed. The fields of study that were investigated were chemistry, botany,
silviculture, economy, and zoology.
The U-shaped building was designed in a tropical colonial style with thick pillars and high
ceilings. Founded in 1929, the institute’s nursery serves as the “first stop” for species that are
brought in from the wild and monitored before being suggested for field planting. In 1926, work
on establishing large experimental plants on the Kepong site commenced. The planting trials
included over 100 native and foreign plants. The Forestry Experimental Station, or Ringyo
Shikenjyo, was the name given to FRI/FRIM during the Japanese occupation of Malaya (1942–
1945). However, 37 employees of the Forest Department lost their lives in World War II. On
March 6, 1954, a war memorial monument with their names engraved was placed on FRI
property. On October 1st, 1985, the Forest Research Institute gained independence under the
Malaysian Forestry Research and Development Board (MFRDB) Act. Tan Sri Dr. Salleh Mohd
Nor was named the first Director-General of the Institute, which was renamed Forest Research
Institute Malaysia (FRIM).
1.2 PURPOSE SCOPE OF WORKS
The purpose of this inspection is to understand about the cause, symptoms, and treatment of
the building defects. In general, each building has its own characteristics and problems.
Nevertheless, building treatments are required to provide comfort for the occupants.
TAKIPP is a reputable childcare facility that understands the value of having him around,
especially for working parents. After being made aware of this, the Sponsor's Power of Attorney
the Institute of Forestry Research (IPP), now known as FRIM, staff provided strong support and
collaboration for the establishment's formation in 1982. Pn Salamah Selamat led the group,
which included several female members and staff from various levels of PWIPP (now known as
PWFRIM). The staff began serving on April 1, 1984. possesses a Welfare Department
registration. July 27, 1984, in society.
The QLASSIC field work is situated at Forest Research Institute Malaysia (FRIM), Kepong
Selangor. The building that we choose is Taman Asuhan Kanak-Kanak FRIM (TAKIPP) or we
call it Taska. This building started to build on 1970. However, the Taska was initially founded in
1980. The Germans had constructed the badminton court and club house before Taska were
named. Every five months, the building typically undergoes maintenance to ensure that the
gutters are clear of obstructions. In addition, this building maintains its infrastructure by
replacing its outdated toilets with new ones and enlarging its drain to prevent blockages.
DR. Abd Majid bin Jalil, who assumed is the leadership of KOFRIM at this time, is the most
recent chairman. Members of KOFRIM should be proud of the organisation since it sets the
highest standards for member and customer satisfaction, cost control, and the utilisation of
more effective resources. When Koperasi FRIM Berhad was first founded, its primary line of
business was multipurpose retail stores that offered everyday household goods on credit. In
order to better serve cooperative members, network goods and services have expanded.
FRIMBerhad offers a large selection of goods and services. Apart from making a profit and
providing members with competitive returns, Koperasi FRIM Berhad is a business organisation
whose members are among FRIM's civil officials. As for renovation, this Koperasi added
wooden partitions to the meeting area. Additionally, this place upgraded the toilet section.

The inspection is performed by a building inspector to make sure that the selected building
meets the building code requirement. The inspection is existed to establish the baseline
functionality of the structure. Besides that, it is also important to check for any health and safety
violations or an expose potential hazard that could put tenants and building occupants at risk. In
other words, an inspection can also validate stakeholder decisions about upgrading or repairing
specific aspects of the property.
From the selected building, we have been advised to use the latest Garis Panduan
Pemeriksaan dan Penilaian Bangunan (GPPPB), Malaysian Public Works Department (JKR),
and CIS:7 QLASSIC as a guide. We also refer to the code or Practice of Building Survey
(CPBS101) as a reference for the building physical details. This is because, a building surveyor
must comprehend the building faults and the reason of the arise problems and defects in
relation to the causes and treatment for a building before proposing appropriate solutions.
As a surveyor, we should familiarize with the district in which the property is situated. The
building is located and surrounded by the nature and other properties such as kindergarten by
the left side and the school on the right side. After surveying the area, we shall begin with the
preliminary survey that consist of gathering sufficient data to generate plan or a map that should
be utilized for planning and design.
Forest Research Institute Malaysia (FRIM) is a place dedicated to advancement of forestry and
forest-related research that established in 1926. Our inspection building is located within the
FRIM and has been called as a Pusat Asuhan Kanak-Kanak dan koperasi.
3.1.2 INSPECTION PROCEDURE
From the rough perspective, Pusat Asuhan kanak-kanak dan Koperasi does look a little too old
or real to standing by itself. While it may look a little uneasy from the inside, the defects shall not
too major from the damage of the old building has causes.
When it comes to the roof, we are quite not getting a lot of data because of the limitations
towards the access on the roof. The placement is quite height and the given equipment is not
enough and suitable to use.
Wall
We used the measuring tape and laser distance to measure the length and the width of the
wall surface for each side of each room.
Ceiling
The quality of the ceiling is mostly in great condition and a little too hard on spotted the stan
and a small crack

The floor is also in great condition while a few spotted lefts over stan because of the pandemic
before.

There is a few important equipment that has been provided by the university while doing the
inspection:
1. Measuring Tape
A measuring tape is used by a hand to measure the distance or size in any of the element in a
building whether it’s a wall or a door. The tape as the figure shown is using imperial
measurements where it’s in feet, inches and fractions of inches. However, it’s also shown a
metric measurement which is displayed in millimetres, centimetres and meters to personal
preference.

The 4 in 1 meter is designed to measure humidity, temperature, air velocity and light. The way
it’s operate is simple by switch on the power button and press on the function button on the next
step to record an air flow mode which air velocity. Then, press again the function button to
record a humidity of the area and the steps keep going until we got the data for temperature and
light.
3. Moisture meter
Moisture meters are used to measure the percentage of water in a given substance. As the
information from the data has been gathered, it can be used to determine whether the material
is unexpectedly dry or wet.
Laser measurement tools are function based on reflection of a laser beam principle. The time is
necessary for the laser beam to get to the object and go back to determines the distance. Other
than measuring tape, laser distance meter can be used suitably to calculate the surfaces of a
height place that impossible to reach.
5. Digital Caliper
A digital caliper is a tool used to take a very accurate measure on the outside diameter of the
tub, the inside diameter of the hole and the depth of it. Digital calipers often have the ability to
convert between metric and imperial while it also has the ability to zero distance and any point.
Digital angle rules known to measure the standard angles within the inside and outside corners.
The position of the corner that will be measured will determine whether it will be more

Based on the building itself, which is a combination of two different space work
between Pusat Asuhan Kanak-Kanak and Koperasi. They are in need of an attention
especially the building is 24 hours used by human. From the perspective, the building is
quite old and most of the building material or finishing is dedicated of timber. The defect
amount is quite large but nothing too serious to clarify the building is in dangerous state.
The located defects for external can be shown for nothing too serious but a few more
than a little sign of cracking and damages towards the concrete. Since it’s near with the
drainage, some of the concrete surfaces is cover by the moss and the moisture level is
higher than any spot. The defect can be spotted easily since the damages has been left for
too long and some of the finishes is broken.
As for the internal, most of the damages can be spot by the ceiling, wall, and floor.
They are mostly cracking or rather a damage. From the component of a door to the
component of a window, they are mostly creating a sound and cover with rust on the iron
material. It is also common to spotted a stain mark or a damage by the bottom rail of the
door. And some ceiling can be spotted for the stain mark that causes by the leakage beyond
the blindsight.
As all of the mention defects above, it is yet mostly that the defects can be explained
to still in the category of good condition. Besides that, there’s also a component that needed
a further attention as it describes to be in a position of fair and some is delipidated. Respect
fully, maintaining the best condition for the building to keep on stand for years to years.
