II. PROJECT RATIONALE AND OBJECTIVES

The Seal of Good Local Governance for Barangay (SGLGB) is a performance assessment and recognition
system that aims to give distinction to barangays with remarkable performance across various government
areas. It also intends to encourage barangays to continuously progress in delivering efficient, equitable and
quality public services. It puts primacy to integrity and good performance as pillars of meaningful local
autonomy and development.

Pursuant to DILG Memorandum Circular No. 2021-067, “Adoption of a Capacity development (CapDev)
Framework in the planning, Design and Implementation for LGUs, a team of Technical Working Group (TWG)
was created to capacitate the performances of the various barangay local bodies including the different Civil
Society Organizations in the 28 barangays of the municipality. It is a collaboration initiative of the
MLGOO/DILG, MPDC, MSWDO, PNP-WCPD, MHO, DepEd Representative.

These activities will be in the form of consultation dialogue in the barangay performances on Core
Governance Areas: (a) Financial Administration (b) Disaster Sustainability Preparedness (c) Safety,
Peace and Order; and the Essential Governance Areas: (a) Social Protection and Sensitivity (b) Business-
Friendliness and Competitiveness (c) Environmental Management.

Relative to this, the Municipal Government of Bayog will support this initiative through the provision of cash
incentives for the Resource Speakers and Facilitators on the conduct of said activities in the 28 barangays
and the logistical aspects such as; meals and snacks, preparation of venues, tables and chairs, sound system
and others.

III. OBJECTIVES:
 To assess performance of the barangays and generate information that are useful in policy program
development, both at the local and international levels.
 To look into the feasibility of the new SGLGB implementation arrangement
 To serve as additional information in the regular review and evaluation of the Council of Good Local
Governance (CGLG).
 To serve as one of the bases in determining capacity development interventions
 To endeavor “ONE AUDIT” for barangays, in response to the clamor of the DILG field offices and
barangays to integrate to the SGLGB the various Barangay-Based Institutionality audits.

II. PROJECT RATIONALE AND OBJECTIVES

The Retooled Community Support Program (RCSP) is an intensified peacebuilding effort used by the Local
RCSP Team, headed by the Municipal Mayor in ushering peace in a vulnerable, threatened, and affected
communities. It will serve as an approach to the identification and prioritization of development
interventions that are responsive to communities who are most in need. It will also bridge the gap between
the urbanized centers and well-served communities and the Geographically Isolated and Disadvantaged
Areas (GIDA).

The RCSP was formulated in order to strengthen the Community Support Program (CSP) initiatives of the
military and making the effort LGU driven. The Local Chief Executives (LCEs) will be champions of the RCSP
through their programs, projects, and activities (PPAs) that are geared towards institutionalizing sustainable
peace and development.

The RCSP is an inclusive program that aims to address identified issues of the community by closing the
governance and development gaps through provision of needed government PPAs while ensuring that
development is sustained and peace is being promoted.

Relative to this, the Municipal Government of Bayog together with other key stakeholders will take part in
the delivery of socio-economic services in conflict areas as well as vulnerable communities through the
provision of groceries and prime commodities. This will also be the conduct of Information Education
campaign (IEC) on VAW-C, Anti-trafficking in Persons and any violence against women and children through
LITES EN SHADES CARAVAN in the Municipality of Bayog.
III. OBJECTIVES

 To develop people’s capability to organize themselves and own development by bridging about
value-chain interventions to uplift their current condition.
 Ensuring social justice and mainstreaming peace and development thrusts in the LGU.
 To provide needed government services to the community, open and access available platform for
democratic participation, and harness nationalism and patriotism in bringing positive change to the
community.

The RCSP shall adhere to creating and sustaining peace through the eight (8) pillars of positive peace, to
wit:

a. Well-functioning government;
b. Sound business environment;
c. Equitable distribution of resources;
d. Acceptance of the rights of others;
e. Free-flowing and sharing of information;
f. High level of human capital;
g. Low level of corruption; and
h. Good and harmonious relationship with neighbors
