SIBULAN INTER-BARANGAY
MEN’S & WOMEN’S VOLLEYBALL TOURNAMENT 2023

I. GUIDELINES

A. Eligibility of Players

1. A player must be a bona fide residents of the municipality of Sibulan and must be a
registered voter of the municipality upon the start of the tournament.
2. In the event that a player is underage upon the start of the tournament, only the
parent’s or legal guardian’s COMELEC registration shall be acknowledged and must
present his/her NSO birth certificate.
3. A player may only play under the barangay where he or she or his or her legal
guardian is a registered voter of. No player is allowed to represent another barangay
other than his own.
4. Team Managers must submit the complete player gallery on/before the scheduled
solidarity meeting. The screening committee must declare the team is cleared to play
before the team is allowed to participate.
5. The players, coaches, and staff must be FULLY VACCINATED against COVID-19 on or
before the start of competition.
6. All players shall be required to submit a waiver duly signed; players under the age of
18 shall be represented by a parent or legal guardian.

Team Composition

The team can field as much as 15 players in a match. If a team has more than 12 players
recorded in the scoresheet, the team must designate two (2) liberos in its team list.

 The coach can change the libero(s) between each match. The Team Manager/Head
Coach must inform the Technical Delegate no later than 15 minutes before the match if a
team wishes to change the libero.

Delegation Composition

The official team delegation is comprised of 15 athletes, 3 officials as follows:

• One (1) Team Manager
• One (1) Head Coach
• One (1) Team Medical Official or Assistant Coach

The Team officials must also be FULLY VACCINATED against COVID-19 on or before the start
of competition.

Official Volleyball Rules, Uniform and Net Height

1. The competition shall be played in accordance with the FIVB Rules. All necessary
interpretations will be made before the competition.
2. The playing uniform does not necessarily have to be the same design for all participants
or players. However, they must at least be of the same color except for the Libero. If the
players are wearing different colored playing uniforms, they relinquish the use of a
libero.
3. The jersey number for each player should be in conformity with the jersey number
written in the line-up sheet. Furthermore, each player in a team should have its unique
jersey number. No way shall two players have the same jersey number.
4. Since uniforms are not strictly implemented, the team captain or coach must inform the
table or referee as to who their libero/s is/are.
5. The players must wear proper playing attire during the games. Shoes, Shorts,
Accessories (glasses and jewelry) shall be strictly monitored. Failure to comply shall
result in disqualification.
6. The height of the net shall be the Men’s standard height of 2.42 meters.

Team Ranking System

To establish the ranking of teams after the preliminary round, the following criteria shall be
applied:
1. Total number of victories (matches won, matches lost)
2. In the event of a tie, the following first tiebreaker will apply with which team gains the
most points; the team will be ranked by the most points gained per match as follows:

Match won 2-0 3 points

Match won 2-1 2 points
Match lost 1-2 1 point
Match lost 0-2 0 points
 Match forfeited 0 points (25-0, 25-0)

3. If teams are still tied after examining the number of victories and points gained, then the
committee will examine the results in order to break the tie in the following order:
a. Set quotient: If two teams or more teams are tied on the number of wins, they
will be ranked by the quotient resulting from the division of the number of all
sets won by the number of all sets lost.
b. Points quotient: If the tie persists based on the set quotient, the teams will be
ranked by the quotient resulting from the division of all points scored by the total
points lost during all sets.
c. If the tie continues to persist based on the point quotient, the tie will be broken
based on the team that won the match on the Round Robin phase between the
tied teams. When the tie in point quotient is between three or more teams,
these teams ranked taking into consideration only the matches involving the
teams in question.
4. If a team voluntarily declares forfeit during a match, it will be excluded from the
competition and all the results of the matches already played by the forfeiting team will
be nullified. The opponent team will be declared winner of the match.

B. TOURNAMENT FORMAT

In the preliminary round, teams will be divided into 2 pools with 7 teams in each pool
and will play in a round robin format with the top 4 teams in each bracket advancing to the
quarterfinal round. Top 4 teams in the previous inter-barangay tournament will be seeded
accordingly.
In the quarterfinal round, the top 4 teams in each pool will be divided into 2 pools and
will play in a round robin format with top 2 teams in each pool advancing to the best of 3
games semifinal round.
Winners of the semifinal round will face-off in a best of 3 games championship round
while the losers will play for Bronze.
