EHS Requirements for Contracting Works

General
 The contractor undertakes university principles on “workplace and environmental
protection” place the highest priority on protecting the life and health of employees and
are aimed at preventing physical and psychological injury to persons while at work.

 Compliance with the instructions stipulated in these HSE requirements shall be


monitored by both the HSE team and the contractor.

 The contractor has examined the work site to identify any hazards and prepare risk
assessment/ job hazard analysis.

 During Acutely Hazardous Situations, work shall be immediately suspended and the
hazard promptly eliminated. Work may not commence until all unsafe conditions have
been eliminated.

 The contractors should provide AUC HSE Office at least a week before the work with a
list of all equipment / vehicles which will be used by his employees to perform the
contract terms.
Crane Operation, Hoisting and Pulling Tasks
 Before using a mobile crane, the contractor must present the inspection certificate for
the crane as well as proof of qualification to perform crane and backstop work.

 Cranes, Hoist, Forklift, Loader…...etc operated only by trained and authorized persons.

 Persons are not permitted to stand under suspended loads.

 Load-handling equipment may not be used for transporting persons.

 It is not permissible to ride on loads being hoisted by crane.

 It is not permissible to use lifting tackle or load-bearing equipment that does not have a
load-capacity notice and visible and valid inspection sticker.

 Persons in hoist able personnel lifting devices must be secured against falling by using
PPE.

Scaffolding and Ladders Work
 The contractor shall be use an approval and acceptable scaffolding.

 All scaffolds used by contractors must be erected properly to an approved safety


standard and shall have toes boards, mid and upper rails.

 Any time scaffolding is not available for use -- in particular while being assembled,
disassembled or modified - the scaffolding shall be labeled at all access points and stairs
with “No Entrance”

 Install appropriately barriers that prevent access to the hazard zone.

 All scaffolding works do by certified and qualified person.

 All portable ladders used by contractor’s personnel must be in good working conditions
and equipped with ladder safety feet.
Electro-Technical Work
 Equipment and supplies brought in by the contractor must be safe and tested and
comply with applicable statutory requirements.

 A permit is required prior to commencing work in order to perform work on electrical


systems. A separate written approval process is required for live-line work.

 The electrician-in-charge or the AUC may stipulate additional requirements and has
decision-making authority in all electro-technical matters. Instructions of the electrician-
in-charge relating to electrical safety shall be adhered to by all employees.
Hot Works
 If hot work must be performed, a (supplement to work permit) must be obtained from
the HSE dept. and appropriate safety measures must be taken.

 All conditions and limitations mentioned in the permit must be strictly followed by the
contractor’s personnel.

 When performing welding work over gratings or on open platforms, fire-resistant covers
must be placed on the areas below where welding is being done. Flammable materials
shall be removed or properly covered (e.g. fire-control tarp).

 The contractor shall secure all compressed gas cylinders to stationary object in an
upright position during use and storage.

Confined Spaces
 When performing work in containers or confined spaces, special attention should be
given to the safety of personnel who are performing such work. Access authorization
with gas Test/analysis is required.

 When performing work in containers and confined spaces and when working with
breathing apparatus, at least one watcher must be stationed outside the hazard zone.

 The particular safety features of tools and equipment used in containers and confined
spaces shall be checked every time before work.
Excavation Works
 The contractor shall obtain all underground utilities drawings to determine potential
interference in the vicinity of the excavation.

 The excavation must be barricaded and these barricades should be equipped with
flashers to warn during night.
Chemical Materials
 HSE should capture the chemicals inventory of the contractor.

 The contractor should provide list of inventory of all chemicals.

 He must provide MSDS of the entire chemical inventory.

 HSE approval is required before using the chemical material.

 Determine who has the authority to approve certain chemicals and what is allowed on
site.

 Does contractor know Emergency Response Plans, Spill Response and hazardous waste
plans based on their site and inventory?

 Contractor shall not dispose of any materials into AUC storm and / or sanitary sewers.
Transports
 Drivers should be instructed prior to accessing the work site by vehicle.

 Deliveries shall take place only during regular daytime work hours.

 Routes used within the university and the sites shall be kept clear.

 Contractor shall not park equipment / vehicles front of any fire hydrants and access
doors of buildings so as to cause congestion.

 Reverse driving shall be avoided where possible.

 If reverse is necessary for operational reasons, it must be performed in such manner so
that it poses no hazard to people or things.

 The driver shall, in any event, proceed at walking speed.

 The university can deny the work for failure to comply.


Housekeeping
 Contractors are required to keep their work sites, storage facilities, depots and
accommodations in a clean and orderly condition.

 Contractors shall ensure that leftover materials, construction waste, rubbish, packaging,
etc. is promptly removed from their areas.

 Unless otherwise agreed by contract, rules on waste logistics and disposal that apply to
the specific site facility or the site shall be applied.
Tools and Equipment
 Tools and equipment shall be put away and stored securely after use.

 All tools and equipment shall be turned off or otherwise rendered safe immediately at
the end of the work day as well as during break periods.
Personal Protective Equipment (PPE)
 The contractor shall provide his employees with sufficient protective equipment and
clothing on the basis of the protective measures stipulated in the risk assessment.

 Reflective clothing (high-visibility clothing) – warning clothing intended to provide


conspicuity at all times

 All clothing and PPE must be high visibility (hi-vis).

 Anyone working in manufacturing, construction, logistics, waste management (or any


other sector with moving vehicles) needs to wear and using hi-vis clothing and PPE.

 Persons who lack PPE that accords with the regulations applicable to the university or
construction site (such as a safety helmet/safety shoes/safety goggles/etc.) may not
access the university and construction sites.
Safety Signs
 All safety warning signs posted at different AUC locations (for example: No Smoking)
must be observed and obeyed by contractor’s personnel.

 The contractor shall provide and install signs, barriers, etc. around work areas involved
overhead work. These items shall indicate overhead work and specify necessary caution
to be exercised in the area.

Emergency Cases
 In case of any accident or injury to any of the contractor’s employees during his work in
AUC locations, the injured person may be provided with first aid medical treatment by
AUC clinic. Any further treatment required will have to be provided by the contractor.
Contractor should immediately report any accident occurred to AUC Safety Office (ext.:
4170/ 0226154170).

 In case of fire in the area where the contractor is working, he should inform control
room immediately on telephone # 4170 or break the glass of any manual call points to
activate the sirens.

 In case of emergencies, contractor’s employees must not move to the area where
emergency exists. If the emergency is in the areas where the contractor is working, he
should ensure that his employees move out of the critical area immediately to the
nearest designated point and none of his equipment is left obstructing access to the
area.
