BEVEZETÉS
A GESTAPO MEGSZÜLETÉSE

A Gestapo ötvennégy regionális irodát működtetett a szövetségi
tartományokban. Ezeknek a hivataloknak a vezetői karrierista
tisztviselők voltak, és hasonló háttérrel rendelkeztek, mint a berlini
központban dolgozók. Csupa középosztálybeli, egyetemet végzett
fiatalember. A többségük jogot tanult és doktori címet is szerzett.
Csak kevesen származtak abból a helyi közösségből, ahol munkát
vállaltak. Néhányan elvégeztek Berlinben egy különleges biztonsági
rendőrségi kiképzőiskolát. Ezek a regionális vezetők elképesztő
döntéshozatali jogkörrel rendelkeztek a helyi Gestapo-hivatal felett,
amit irányítottak. Ők dönthették el, mely eseteket vizsgálják ki, és
ahhoz válogatták össze a leginkább alkalmas ügynököket.
A regionális Gestapo-parancsnokok általában lelkes és
elkötelezett nácik voltak. Tipikus példa az 1900-ban született dr.
Emanuel Schäfer, a kölni Gestapo vezetője, Reinhard Heydrich
pártfogoltja. Apja hoteltulajdonos volt, ő maga a Boroszlói
Egyetemen szerzett jogi diplomát, majd polgárjogból doktorált.
1926-ban csatlakozott a potsdami bűnügyi rendőrséghez. 1928-ban
a boroszlói rendőrség gyilkossági csoportjának vezetője lett. 1933
februárjában átvette a város politikai rendőrségének irányítását.
1933. május elsején belépett a náci pártba, majd az SS-be és az SD-
be is. 1934 májusában Oppeln városának Gestapo-parancsnokává
nevezték ki. Éves értékelésében azt írták, „nagyon szilárd
nemzetiszocialista világképpel” rendelkezik. 1940 októberében a
kölni Gestapo vezetője lett. 1941 októberétől ő szervezte meg a
kölni zsidók deportálását a koncentrációs táborokba. Mindenki, aki
ismerte, említést tett mély nemzetiszocialista elkötelezettségéről.20

Egy Emanuel Schäferhez hasonló ambiciózus, ideológiailag
elkötelezett, egyetemi végzettséggel rendelkező ember számára a
Gestapónál csak a csillagos ég volt a határ. Ezek nélkül viszont
könnyen el lehetett akadni, amire jó példa az 1910-es születésű
Ludwig Jung, a krefeldi Gestapo vezetője. Apjának saját hentesboltja
volt, és ő maga ugyan nem szerzett egyetemi végzettséget, de mivel
a krefeldi irodában nem akadt más Gestapo-tisztviselő, aki valaha
járt volna egyetemre, iskolázatlanabb társaihoz képest viszonylag
figyelemre méltó karriert futhatott be. Ebben segített az is, hogy
szenvedélyesen támogatta a nemzetiszocialista ügyet. 1930-ban
lépett be a náci pártba, és a meghallgatásoknál sokat segített neki,
hogy már Hitler hatalomra kerülése előtt is párttag volt. Miután
1938 márciusában elvégzett egy speciális rendőrségi vezetői kurzust
Berlinben, mindössze huszonnyolc évesen kijelölték a krefeldi iroda
élére. Ennél feljebb azonban nem jutott a Gestapo ranglétráján,
megakadályozta benne egyetemi végzettsége hiánya és alsó
középosztálybeli származása.21
1938-ban a Gestapo regionális vezetőinek 95 százaléka
rendelkezett középiskolai végzettséggel (Abitur),22 87 százalékuk
jogi egyetemen tanult, és csaknem felük ledoktorált. A szervezet
felső vezetése sokkal inkább hasonlított egyetemi végzős
találkozóra, mint rendőrőrsre. Mindenki fiatalabb volt negyvennél.
A rendőrségi háttér az 1930-as évek végére egyre kisebb
jelentőséggel bírt a kinevezéseknél. A jogi egyetem elvégzése
közvetlen belépőt jelentett a Gestapóhoz. Mindennapossá vált, hogy
az új embereket gyorsan előléptették az idősebb, tapasztaltabb, de
alacsonyabb végzettségű rendőrségi nyomozók feje felett.23 Dr.
Werner Best, a Gestapo-központ személyzeti vezetője úgy gondolta,
a jogi végzettség megszerzéséhez szükséges kemény munka jól illik a
Gestapo nyomozási feladataihoz, ezért 1936-tól már ő javasolta,
hogy a jogi diplomásokat helyezzék a legmagasabb pozíciókba.
A hétköznapi Gestapo-ügynökök sok mindenben különböztek
magasan iskolázott vezetőiktől. Az állomány két kategóriára oszlott:
bűnügyi asszisztens (Kriminalassistent) és bűnügyi titkár
(Kriminalsekretär). A legtöbben munkás- vagy az alsó
középosztálybeli családból érkeztek. Majdnem mindegyikük
otthagyta az iskolát tizenhat éves korában, hivatalos végzettség
nélkül. Alig néhányan rendelkeztek egyetemi diplomával, ezért a
ranglétrán sem nagyon jutottak feljebb. A becslések szerint az 1933
előtti hivatásos rendőröknek, akik csatlakoztak a Gestapóhoz,
körülbelül 50 százalékuk még 1945-ben is ugyanazon a poszton
szolgált.24
A későbbi háborús perek során a gestapósok hétköznapi
hivatásos rendőröknek mondták magukat, akik a kihallgatások során
ugyanúgy jártak el, mint a bűnügyi nyomozók. A nürnbergi perben
tanúskodó alkalmazottak azt állították, a Gestapo 1933-ban a már
addig is létező rendőrség tagjaiból állt.25 Saját bevallásuk szerint
professzionális és hatékony rendőrök voltak, akik feljebbvalóik
parancsaira cselekedtek, és maguktól ritkán kezdeményeztek.26
Pragmatikusan igazodtak az új körülményekhez, és csatlakoztak a
náci párthoz, hogy megtarthassák a munkájukat. A háború utáni
nácitlanítási folyamat vizsgálatai során, amelyeket a szövetséges
megszállók tisztviselői folytattak le, az egykori gestapósok nagy
többségét „hétköznapi ember”, „nácitlanított”, „felmentett”
kategóriákba sorolták az „emberiesség elleni bűntettek”
szempontjából. A legtöbben még bőkezű nyugdíjra is jogosultak
voltak.
Erich Johnson történész ellenőrizte annak a tizenkilenc Gestapo-
ügynöknek a hátterét, akik Krefeldben szolgáltak 1937 és 1945
között. Kiderült, hogy mindannyian a weimari rendőrség tagjai
voltak. Munkás- vagy alsó középosztálybeli családból származtak,
tizenhat éves korukban, képesítés nélkül abbahagyták
tanulmányaikat, és egyikük sem végzett egyetemet. A legtöbben
pusztán karrier okokból csatlakoztak a náci párthoz. Jól végezték a
feladatukkal kapcsolatos irodai munkát. A jelentéseiket jó
helyesírással és fogalmazással írták meg. A későbbi perekben a
krefeldi Gestapo-ügynökök hangsúlyozták, hogy kényszerből léptek
be a szervezetbe és a náci pártba, de továbbra is tisztességes, a
szakmaiságot szem előtt tartó „átlagemberek” maradtak.27
Robert Gellately a Würzburgban szolgáló huszonkét Gestapo-
ügynök háttérének is utánanézett. Mindannyian hivatásos rendőrök
voltak. Gyakorlatilag mindegyikük belépett a náci pártba még 1937
előtt. Csak a részleg vezetője, az 1888-as születésű Joseph Gerum
volt „igazi” náci, 1934 áprilisában lett a würzburgi Gestapo
parancsnoka. 1920-ban csatlakozott a náci párthoz és részt vett a
híres müncheni sörpuccsban, amiért tizenöt hónap börtönbüntetést
kapott. Tapasztalt rendőr volt, aki már 1917 óta szolgált a
szervezetben. 1933-ban beállt a müncheni politikai rendőrséghez,
majd onnan került a würzburgi iroda élére.28
A „hétköznapi” jelzőt azért nem szabad túlzásba vinni a Gestapo-
ügynökökkel kapcsolatban. A német rendőrségnek a weimari
időszakban példátlan mértékű erőszakhullámmal kellett
megküzdenie, elsősorban a náciknak és a kommunistáknak
köszönhetően. A legtöbb bűnügyi nyomozó, aki csatlakozott a
Gestapóhoz, beleszokott a kemény rendőri munkába, és a
kegyetlenség sem állt tőlük távol. A nácik hatalomra kerülése előtt
nap mint nap találkoztak gyilkosokkal, erőszaktevőkkel, nehézsúlyú
bűnözőkkel, és értettek az alapos kikérdezéshez is.
A Gestapo az 1930-as évek végén is toborzott tagokat a munkás-
és alsó középosztályból, de érzékelhető volt a változás. A legtöbb
újonc még a harmincat sem töltötte be, és kevesen rendelkeztek
korábbi rendőri tapasztalattal. A Gestapo-ügynökökkel szemben új
alkalmassági elvárások lettek megfogalmazva: bizonyított német
vérvonal, jó általános műveltség, de végzettségi követelmény nélkül,
jó fizikai állapot, gyors- és gépírótudás. A tagság a náci pártban
vagy valamelyik alszervezetében „kívánatos” volt, viszont nem
kötelező.29 A fiatal, tapasztalatlan ügynököknek ez a beáramlása
kétségkívül megváltoztatta a Gestapo erkölcsi világképét. Az
újoncoknak nem volt könnyű megtanítani a jól bevált
rendőrnyomozói technikákat. A weimari korszak „régi iskolát
követő”, hivatásos rendőrei egyre nagyobb számban mentek
nyugdíjba. A háborús időszak alatt az ideológiailag elkötelezett,
fiatal Gestapo-ügynökök mind kegyetlenebb kihallgatási
módszerekhez folyamodtak.
A kinevezésekor minden Gestapo-ügynök részletes útmutatót
kapott azzal kapcsolatban, miként folytassa le a nyomozást, a
letartóztatást és a kihallgatást. Azt tanácsolták nekik, hogy ne
tartsanak maguknál azonosító okmányokat, és csak „civil ruhát
viseljenek saját alsóneművel”, amikor elindulnak őrizetbe venni
valakit.30 Azt is részletekbe menően elmagyarázták nekik, hogyan
használják az iránytűt, készítsék elő a térképet a hírszerzési
jelentéshez, folytassanak le felderítő műveletet, hajtsanak végre
rajtaütést, és hogyan állítsák össze a szükséges jelentéseket,
valamint gyűjtsék össze a nyomozás bizonyítékait.
Szintúgy ismertették velük, hogyan kell egy Gestapo-ügynöknek
bánnia az őrizetbe vett gyanúsítottakkal. Minden foglyot vagy egy
Gestapo-ügynöknek, vagy a Kripo valamelyik bűnügyi
nyomozójának kellett kihallgatnia, a vád természetétől függően.
Hangsúlyozták, hogy minden ügyhöz ki kell rendelni egy tartományi
jogászt és egy vizsgálóbírót. A Gestapo-ügynökök fő feladata az
összes bizonyíték begyűjtése és biztonságba helyezése, a tanúk
kikérdezése, a kihallgatások alapos dokumentálása és a minden
részletre kiterjedő nyomozás lefolytatása volt. Az útmutatóban
kitértek rá, hogy a nyomozás során „minden alkalmazható
kihallgatási technikát alkalmazni kell”.31 A későbbi fejezetekben
részletesen áttekintjük, hogyan kezelték az egyes ügyeket.
A feltételezés, hogy a Gestapo-ügynökök letartóztatták az
embereket, brutális vallatásnak vetették alá őket, majd mindegyiket
koncentrációs táborba küldték, puszta mítosz. Minden esetet
alaposan kivizsgáltak, mielőtt döntöttek bármiféle büntetésről. Az
őrizetbe vettek többsége a hagyományos igazságügyi rendszerbe
került, ahol megvádolták őket valamivel, és a bíróság lefolytatta az
eljárást. A koncentrációs tábor mindig a legutolsó lehetőség volt,
különösen az olyan német átlagpolgárok esetében, akiket nem
lehetett összefüggésbe hozni a kiválasztott ellenzéki
csoportosulásokkal. A többséget vádemelés nélkül elengedték.
A náci uralom első éveiben a koncentrációstábor-rendszer a
hagyományos börtönrendszerhez képest nagyon kicsi volt. 1935
nyarára mindössze 4000 fogoly maradt az SS által felügyelt náci
táborokban.32 Ez a szám gyorsan növekedett az 1930-as évek végén,
de ez főleg annak volt köszönhető, hogy az „állam ellenségei”
kategóriát kiszélesítették, és a „politikai” mellé most már a „faji”
jelző is bekerült. 1939. szeptember 1-én az SS 21 400 rabot tartott
fogva a következő hat koncentrációs táborban: Dachau,
Sachsenhausen, Buchenwald, Mauthausen, Flossenbürg és
Ravensbrück. Ezek a táborok, ahogy azt később látni fogjuk, az
újonnan definiált „aszociális” faji ellenségek gyűjtőhelyeivé váltak.
Ehhez képest a német börtönökben a II. világháború előtt 120
000 embert tartottak fogva. A legtöbben a szokásos esetek voltak, de
gyakran a vallási és politikai ellenfelek is ott kötöttek ki. A Gestapo
és a börtöntisztviselők között szoros együttműködés alakult ki. A
börtönökben raboskodó politikai elítéltek így gyakran nagyon
nehezen szabadultak a Gestapo markából. A börtönigazgatók –
többnyire maguk is régi vágású, konzervatív bürokraták – mindig
jelentést tettek a szabadulás előtt álló politikai és vallási ellenségről,
és ezt továbbították a Gestapóhoz. Egyes esetekben, ha az igazgató
jelentése nagyon kedvező volt, a rabot elengedték, hogy aztán a
kapuban a Gestapo gyorsan „védőőrizet” alá is helyezze. Tipikus
eset volt egy Max nevű kommunistáé. 1934 júniusában huszonhat
hónap szabadságvesztésre ítélték, mert vezető szerepet töltött be egy
illegális kommunista mozgalomban. A rabsága alatt kifogástalanul
viselkedett, azonban három hónappal a szabadulása előtt a
börtönigazgató tájékoztatta a Gestapót:

Végül értem jöttek, és már senki sem maradt, aki kiállt volna
mellettem.19
VADÁSZAT A KOMMUNISTÁKRA
1933-ban, alig hat hónap leforgása alatt Európa nagy ipari nemzetei
közül a legnagyobb és legjobban szervezett munkásosztály drámai
módon meggyengült. Hannah Galm, egy mélyen elkötelezett
kommunista látta, milyen változásokat idézett elő saját
szülővárosában a náci uralom:
