activate agendas and implement institutionalized and autonomous policies. My work is organized
around three axes: the public action in the urban margins (genesis, devices, systems of actors); the
political practices of the populations; and the social effects of public action. Finally, the book
elaborates a model that identifies the conditions in which challengers and social movements can
