This report contains the results of the technical review of an application for LEED® certification submitted for the specified project. LEED
certification is an official recognition that a project complies with the requirements prescribed within the LEED rating systems as created
and maintained by the U.S. Green Building Council® (USGBC®). The LEED certifcation program is administered by the Green Building
Certification Institute (GBCI®).
The LEED Project Information Form indicates the intent to comply with all Minimum Program Requirements. The project Owner has
signed the form as required. The project will be located in Lima, Peru.
The LEED Project Information Form has been submitted including the following project summary details. There is one building in this
Precertification application with a total gross area of 394,193.2 square feet in the urban context. The total site area within the LEED
project boundary will be 41,895.61 square feet, and the building area to site area ratio will be 940.89%. The building will not be located
on a campus. There will be 742 parking spaces available to the occupants, 17 floors above grade and zero floors below grade
(excluding parking levels). The site was previously developed. The building will use energy from electricity, and will use water from a
municipal potable water system. The sewage will be conveyed to a municipal sewer system. The total project budget is
$72,429,187.08. The project building is located in a historic district (Miraflores) and the project building is on a historic registry (Batalla
de Miraflores, durante la Guerra del Pacif).
The LEED Project Information Form has been submitted including the following expected occupant and usage data. The occupant type
is a Profit Organization and the project consists primarily of Office: Administrative/Professional spaces. The occupancy has been
calculated using the LEED default occupancy counts. The total FTE value is 1,535, the transient value is zero, the total retail customer
value is 105 and the total building user value is 1,640. The total regularly occupied gross area will be 320,670 square feet and the total
unconditioned gross area will be 73,712 square feet. The building is intended to be speculative.
The LEED Project Information Form has been submitted including the design and construction schedule, and the substantial
completion of construction is noted as March 15, 2015. The following required documents have been uploaded: representative
renderings of the exterior of the project building, representative floor plans, sections, elevations and a site plan identifying the LEED
project boundary. Additionally, a project narrative has been provided describing the project building and site.
The LEED Project Information Form has been provided stating that the building developer will have control over all building systems
(including main lobby, main corridor, secondary lobby, secondary corridor, HVAC, electrical and plumbing), except for the buildouts,
which are not in the project scope. Additionally, the building systems narrative has been provided.
However, the form indicates that the owner will have complete control over the building fit-out. Please note that the Core and Shell rating
system is appropriate for buildings that that are undergoing new construction but not a complete interior fit-out. If the project is
undergoing a complete interior fit-out by the owner or developer, then the project should pursue certification under the New
Construction Rating System. If the interior fit-out for this project will indeed be performed by the future tenants, and not by the owner or
developer, the form should accurately indicate which aspects of the building the owner or developer will control and what aspects will be
controlled by future tenants.
TECHNICAL ADVICE:
Please provide a revised Form that accurately indicates which aspects of the building the owner or developer will control and what
aspects will be controlled by future tenants.
Alternately, if the owner will have complete control over the building fit-out, please contact GBCI and provide a clarification narrative
indicating the intent to pursue NC.
Sustainable Sites
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the project will create and
implement an Erosion and Sedimentation Control Plan that will conform to the 2003 EPA Construction General Permit. The form
narrative describes the erosion and sedimentation control measures that will be implemented.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the site is previously developed and does
not meet any of the prohibited criteria.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will be located within a one
half mile radius of at least ten community services and a residential community with a minimum density of ten units per acre. The form
narrative describes the previously developed site, any anticipated services, the residential density, and the pedestrian access to basic
services.
The LEED Credit Form indicates that the project is pursuing the Exemplary Performance option for this credit and that the project
reserves one point within the Innovation and Design Credit category for this strategy. However, projects must meet the requirements of
Option 1 in order to attempt exemplary performance for this credit.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will be located within a quarter
mile walking distance of at least two bus lines usable by building occupants. The form narrative describes the public transportation
access at the project site.
The LEED Credit Form indicates that the project is pursuing the Exemplary Performance option for this credit and that the project
reserves one point within the Innovation and Design Credit category for this strategy.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that bicycle storage facilities will be provided
to serve at least 3% of the occupants for up to 300,000 sf., then an additional 0.5% for the occupants of the space beyond the first
300,000 sf. Shower/changing facilities will be provided for at least 0.5% of the FTE building occupants. The form narrative describes the
bicycle storage and shower/changing facilities at the project site, including the installation location and estimated capacity.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that preferred parking spaces for low-emitting
and fuel-efficient vehicles will be provided on site, representing at least 5% of the total on-site parking. The form narrative describes the
intended parking facilities, preferred parking arrangements and provides information about planned signage.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the parking provided on site will not
exceed the minimum local zoning requirements. The form narrative describes the parking facilities that will be provided at the project
site, including parking capacity relative to local zoning requirements.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that a minimum of 50% of the site area that
does not fall within the building footprint or a minimum of 20% of the total site area (including building footprint) will be restored with
native or adapted planting. Vegetated roofs will be included in the restored or protected site area and SSc2 Development Density and
Community Connectivity will be earned as required. The form narrative describes the intended credit approach, including details related
to restoration that will occur at the project site.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will be developed in an area
with local zoning regulations which do not include minimum open space requirements. The project intends to provide open space to
equal to 20% of the site area. Vegetated roof area will be included in the open space calculations, and SSc2 Development Density and
Community Connectivity will be earned as required. The form narrative describes the site zoning requirements, the site area, and the
amount of open space the project intends to provide.
The LEED Credit Form indicates that the project is pursuing the Exemplary Performance option for this credit and that the project
reserves one point within the Innovation and Design Credit category for this strategy.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that prior to development of this LEED project,
the existing site imperviousness was less than or equal to 50%, and that the project stormwater management plan will be designed to
result in a post-development peak discharge and quantity that will not exceed the pre-development values for the 1- and 2-year 24-hour
design storms.
The form narrative states that due to minimal amounts of rainfall, no stormwater strategies have been put into place and special
circumstances preclude documentation of credit compliance with the submittal requirements.
However, this credit cannot be awarded based on lack of rainfall. Calculations showing that the post-development peak discharge and
quantity will not exceed the pre-development values for the 1- and 2-year 24-hour design storms must be provided.
TECHNICAL ADVICE:
Please provide a revised form indicating that for full certification the project will show that the post-development peak discharge and
quantity will not exceed the pre-development values for the 1- and 2-year 24-hour design storms.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that at least 50% of parking spaces will be
located underground, and that the roof over the covered parking spaces will have an SRI of at least 29. The form narrative describes the
strategies that will be employed to reduce the non-roof heat island effect at the project site.
The LEED Credit Form indicates that the project is pursuing the Exemplary Performance option for this credit and that the project
reserves one point within the Innovation and Design Credit category for this strategy.
Please note that the project has met the exemplary performance threshold for this credit should the project have an available ID credit
and have not already been awarded the maximum three points for exemplary performance.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that a combination of high-albedo materials
and vegetated roof will cover the minimum required roof area. The form narrative describes the reflective and vegetated roof systems to
be installed and the percentage of roof that each are anticipated to cover.
The LEED Credit Form indicates the intent to meet the interior and exterior requirements of this credit. The project will not have any
non-emergency interior lighting that will have a direct line of sight to openings in the building envelope.
The lighting power densities for the project building exterior tradeable and nontradeable surfaces will not exceed the allowable lighting
power densities for the classified zone listed in Addenda I of ANSI/ASHRAE/IESNA Standard 90.1-2007. All site and building mounted
luminaires will produce a maximum initial illuminance value no greater than 0.20 hfc and 0.20 vfc at the site boundary and no greater
than 0.01 hfc 15 feet beyond the boundary. No more than 5% of the total initial designed fixture lumens will be emitted at a 90 degree
angle or higher from nadir (straight down). The form narratives describe the interior and exterior lighting strategies that will be used to
reduce light trespass at the project site.
Please note that per the August 2011 Addenda to the Green Building Design and Construction Reference Guide, projects are required to
comply with the ANSI/ASHRAE/IESNA Standard 90.1-2007 Addenda I Lighting Power Density Requirements. The Certification Credit
Form (v04) has been updated to include the Addenda I calculations.
However, based on the drawings provided in Project Information Form 4 which illustrate the amount of glazing on the exterior of the
building and the use as an office building, it is unclear how there will be no interior lighting that will have a direct line of sight to
openings in the building envelope.
TECHNICAL ADVICE:
Please provide a narrative describing how non-emergency interior lighting that will not have a direct line of sight to openings in the
building envelope. Alternately, please provide a revised form indicating the Option that the project will use in order to achieve this credit.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the Tenant Design and Construction
Guidelines will be created. The Tenant Guidelines will fully meet the requirements of this credit by providing clear and project-specific
guidelines to tenants on how the strategies followed and credits achieved under LEED-CS can aid tenants in achieving LEED-CI
Certification. The form narrative describes the intended Tenant Design and Construction Guidelines.
Water Efficiency
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the project building will
employ strategies that in aggregate use at least 30% less water than the calculated IPC/UPC baseline case for the Core and Shell
building. A narrative which describes the fixture and fitting efficiency strategies that will be employed in the project building such that
aggregate water use is sufficiently lower than the IPC/UPC derived baseline has been provided. Assumptions about anticipated tenant
work have been included.
For LEED CS Certification, please note that that the provided supplemental calculations indicate baseline flow rates (lavatories and
showers), usage rates for (male water closets, urinals and showers) and uses per day that do not correspond to those outlined in the
LEED Reference Guide for Green Building Design and Construction, 2009 Edition and Water Use Reduction Additional Guidance
(http://www.usgbc.org/ShowFile.aspx?DocumentID=6493). At this time for Precertification, the Supplemental Water Calculations have
not been thoroughly reviewed and thus prerequisite compliance for Precertification is not affected.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the landscape and irrigation systems will
be designed to reduce irrigation potable water consumption from a calculated baseline by 50% and to reduce total water consumption
by 50%. The form narrative describes the landscape and irrigation strategies to be employed and provides information regarding the
source and available quantity of non-potable water supplies. A site plan indicating the vegetated areas has been provided.
However, the narrative states that green areas on the ground floor have not been considered. It is unclear why landscaped area on the
ground floor has not been included in the calculations.
TECHNICAL ADVICE:
Please provide a revised narrative including all irrigated landscaping or provide a narrative to explain why green area has been
excluded.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project building will employ
strategies that in aggregate use at least 30% less water than the calculated IPC/UPC baseline case for the Core and Shell building. A
narrative which describes the fixture and fitting efficiency strategies that will be employed in the project building such that aggregate
water use is sufficiently lower than the IPC/UPC derived baseline has been provided. Assumptions about anticipated tenant work have
been included.
Energy and Atmosphere
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the fundamental
commissioning requirements will be completed or will be under contract. The form narrative describes the intended commissioning
process activities.
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the project will comply with
the requirements of ASHRAE Standard 90.1-2007 and the mandatory provisions (sections 5.4, 6.4, 7.4, 8.4, 9.4, and 10.4). The form
indicates that a whole building simulation will be conducted using the performance rating method in Appendix G of ASHRAE Standard
90.1-2007 and that the anticipated energy savings is 12%. A supplemental narrative has been provided describing the intended credit
approach, including energy efficiency measures that will be incorporated into the project and the anticipated energy savings.
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the building HVAC and R
systems will use no CFC-based refrigerants. The form narrative describes the HVAC and R systems the project intends to install.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will have an anticipated
energy savings of 12% using the ASHRAE 90.1-2007 Appendix G methodology. A supplemental narrative has been provided describing
the intended credit approach, including energy efficiency measures that will be incorporated into the project and the anticipated energy
savings.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that enhanced commissioning activities will
be completed. The form narrative describes the intended enhanced commissioning process activities.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will select refrigerants and
HVAC and R equipment that minimize or eliminate the emission of compounds that contribute to ozone depletion and global warming.
The form indicates that fire suppression systems and HVAC and R systems containing ozone-depleting substances will not be
installed or operated within the project building or associated grounds. The form narrative describes the refrigeration management plan
to be implemented for the project building and associated grounds.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will develop and implement a
Measurement and Verification (M and V) Plan consistent with Option D of the IPMVP. The form narrative describes the M and V Plan for
the base project building.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will include a centrally
monitored electronic metering network that will be capable of being expanded to accommodate future tenant sub-metering. A tenant
Measurement and Verification (M and V) Plan that advises future tenants of this opportunity is also being developed. The form narrative
describes the metering equipment to be installed, and how tenant utility usage and cost will be measured and paid.
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the project will provide
appropriately sized dedicated areas for the collection and storage of recycling materials, including cardboard, paper, plastic, glass, and
metals. The form narrative describes the recycling storage and collection areas, as well as how tenant spaces will be addressed and
the intended recycling procedures for the project building and associated grounds.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project plans to divert 75% of on-site
generated construction waste from landfill. The form narrative describes the construction waste management plan that is to be
implemented, including the anticipated types and quantities of relevant construction debris and materials to be diverted paper,
cardboard, concrete, brick/CMU, steel, metals, wood, drywall, insulation, carpeting and flooring.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will achieve a combined
recycled content value of 20% of the total materials by cost. The form narrative indicates that the project intends to use steel, glass and
porcelain with recycled content.
While Precertification compliance is not affected, for LEED-CS Certification please note that float glass is generally not eligible for
recycled content as the "recycled" component of the material is typically made from cullet (glass waste from the glass manufacturing
process that is crushed, remelted, and put back into the same glass manufacturing process). Since this material does not meet the
LEED definition of pre- or post-consumer material, it would not contribute towards credit compliance. Note that float glass is commonly
used in numerous assemblies such as windows, doors, storefronts, and curtain walls. If float glass is included in the LEED-CS
Certification documentation for this credit, please ensure that manufacturer letters and/or product documentation to support the
recycled content claimed in the calculation for this material are provided.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that 20% of the total building materials value
will comprise building materials and/or products that have a total travel distance of less than 500 miles to the project site, as
determined using a weighted average. The form narrative indicates that the project intends to use concrete and steel that will be
extracted, harvested or recovered, and manufactured within 500 miles of the project site.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that 95% of the total new wood materials
used on the project, based on cost, will use FSC-certified wood. The form narrative describes the FSC-certified new wood-based
materials intended for use on the project.
Please note that the project has met the exemplary performance threshold for this credit should the project have an available ID credit
and have not already been awarded the maximum three points for exemplary performance.
Indoor Environmental Quality
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that the project will comply with
the minimum requirements of ASHRAE Standard 62.1-2007, Ventilation for Acceptable Indoor Air Quality, using the Ventilation Rate
Procedure. The form narrative describes the ventilation design of the project building and includes information regarding fresh air
intake.
The LEED Prerequisite Form indicates the intent to meet the requirements of this prerequisite, stating that smoking will be prohibited
inside the project building and within 25 feet of entries, outdoor intakes, and operable windows. Signage will be provided clearly
identifying the smoking policy for the project building and site. The form narrative describes how ETS control will be maintained
throughout the project building and site.
Please note for the full CS application that a city ordinance is insufficient to achieve this prerequisite. Signage must be provided to
communicate the building smoking policy to all occupants, visitors, and passersby, since many individuals may be unfamiliar with the
ordinance. Precertification is not affected, however.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will include permanent
monitoring systems that provide feedback on ventilation system performance to ensure that it maintains design minimum
requirements. All monitoring equipment will be configured to generate an alarm when the conditions either airflow values or CO2 level
vary by 10% or more from the design values. Carbon dioxide concentrations in the project building will be monitored within all densely
occupied spaces and the project will include a direct outdoor airflow measurement device capable of measuring the minimum outdoor
air intake flow with an accuracy of plus or minus 15% of the design minimum outdoor air rate for mechanical ventilation systems where
20% or more of the design supply airflow serves non densely occupied spaces. The form narrative describes the ventilation design of
the project building and how CO2 and outdoor airflow will be monitored in the project.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that the project will increase breathing zone
outdoor air ventilation rates to all occupied spaces by at least 30% above the minimum rates required by ASHRAE Standard 62.1-2007,
as determined by EQp1 Minimum Indoor Air Quality Performance. The form narrative describes the design strategies that will be
employed to increase outdoor air delivery rates in occupied spaces.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that a construction IAQ management plan
following the referenced SMACNA Guidelines will be developed and implemented for the project, and that permanently installed air
handling units will not be operated during construction. The form narrative describes the construction Indoor Air Quality Management
Plan.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that all adhesives, sealant products, and
aerosol adhesives used on the interior of the building will comply with the VOC limits of the referenced standards for this credit. The
form narrative describes the intended credit approach.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that all indoor paints and coatings used on
the building interior will comply with the VOC limits of the referenced standards for this credit. The form narrative describes the intended
credit approach.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that all installed interior flooring materials and
finishes will meet or exceed applicable criteria for the Carpet and Rug Institute, South Coast Air Quality Management District or
FloorScore. All carpet adhesives will comply with the requirements of EQc4.1 Low-Emitting Materials-Adhesives and Sealants. The form

The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that all wood and agrifiber products used on
the interior of the building will not contain added urea-formaldehyde resins. All laminating adhesives used to fabricate on site and shop-
applied composite wood and agrifiber assemblies will not contain urea-formaldehyde resins. The form narrative describes the intended
credit approach.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that indoor chemical and pollutant source
control measures will be completed per credit requirements. The form narrative describes the measures that are intended to be
implemented.
The LEED Credit Form indicates the intent to meet the requirements of this credit, stating that daylight simulation models will be used
to demonstrate that a minimum of 75% of all regularly occupied spaces will achieve a minimum daylight illumination level of 25
footcandles (fc) and a maximum of 500 fc at 9 a.m. and 3 p.m. on September 21. The form narrative describes the project approach to
maximizing daylight and controlling glare.
The LEED Credit form indicates the intent to meet the requirements of this credit, stating that direct line of sight views will be provided
from 90% of all regularly occupied areas. The project will develop a feasible tenant layout per default occupancy count and provide
representative section drawings. The form narrative describes the project approach to maximizing views.
Innovation in Design
The LEED Credit Form has been submitted indicating the intent to meet the exemplary performance requirements for SSc4.1 Alternative
Transportation: Public Transportation Access, as specified in the LEED Reference Guide for Green Building Design and Construction,
2009 Edition. The documentation provided for SSc4.1 demonstrates a quadrupling of the transit service intended for the base credit in
order to achieve a doubling of transit ridership as required.
The LEED Credit Form has been submitted, indicating the intent to meet the exemplary performance requirements for SSc5.2 Site
Development — Maximize Open Space, as specified in the LEED Reference Guide for Green Building Design and Construction, 2009
Edition. The documentation provided for SSc5.2 demonstrates that the project has doubled the amount of open space required for
credit achievement. The project intends to provide open space greater than 40% of the site area.
The LEED Credit Form has been submitted indicating the intent to meet the exemplary performance requirements for EAc5.1:
Measurement and Verification — Base Building as specified in the LEED Reference Guide for Green Building Design and Construction,
2009 Edition (Updated June 2010).
The LEED Credit Form has been submitted stating that a LEED AP will be a participant on the project development team. A copy of the
LEED AP award certification for Ronald Dean has been included as required.
Please note that the certificate for Ronald Dean expired on May 19, 2012. Due to the fact that the LEED Online Directory confirms that
Ronald Dean is currently in good standing compliance is not affected. For future submittals please provide a current certification to
confirm that the individual is a current LEED AP.
