Introduction:

During the pre-covid period, 2016-2019, Hanoi experienced a growth in the number of
tourists: 2016: 21.8 million; 2017: 23,83 million; 2018: 26,04 million; and peaked in 2019:
29 million. And despite the covid 19 pandemic, Hanoi is also seeing the recovery in the
number of tourists in the last 3 years: in 2020, this figure reduced to 8.65 million, account for
30% of the figure in 2019; in 2021, the number of domestic tourists falls to 4 million;
however, the number in 2022 returned to 18.7 million, a very fast recovery. These numbers
signify that, external factors aside, Hanoi has great tourism development conditions, ranging
from its numerous tourist attractions, the infrastructure allowing tourists to get to and stay in
Hanoi, the development policies and safety conditions, to the tourists’ subjective conditions.

A. General conditions:
1. Political security and social safety:
- The importance: A peaceful and stable political environment will certainly ensure
the expansion of economic, scientific - technical, cultural relations... between
countries. The peaceful atmosphere in the world has been increasingly improved,
countries have moved from confrontation to dialogue. This makes tourism grow
strongly in recent years.

2. Policies

- The importance: The development policy of the local government will play a
decisive role in tourism activities in that locality. A country, an area with rich and
diverse tourism resources, people's living standards are high, but the local
government does not support tourism activities, these activities are also difficult to
develop.
- A city's policies towards tourism development can vary depending on its
geographical location, economy and other factors. In the coming time, Hanoi needs
to focus on implementing key policies to develop tourism worthy of the capital's
strengths:
+ Invest in the construction of tourism infrastructure and technical facilities in
a synchronous, professional, modern and environmentally friendly direction.
Developing a variety of accommodation establishments, from a system of luxury
accommodation establishments to a system of 1-3 star hotels, tourist motels,
homestays,.. The Deputy director of the Hanoi Department of Tourism said that
according to The tourism development plan with orientation to 2030, Hanoi will
not develop accommodation establishments with a size of less than 10 rooms, but
prioritize the development of accommodation facilities from 3 stars or more and
type of tourism staying in homestays in tourist clusters in order to strengthen the
role of the State in managing the business of tourist accommodation services.
+ Promote the development of diverse, unique and high-quality tourism, in line
with market demands and world trends: The Capital has issued and
implemented Plan No. 63/KH-SDL to upgrade the quality of tourism products
and tourist destinations associated with heritage - relics, craft villages in districts,
towns and cities. in the area of Hanoi city in the period of 2021 - 2025, focusing
on improving knowledge and skills to serve tourists and deploying tourism
civilized behavior for local communities, upgrading tourism products, services to
serve tourists and propagating and promoting tourism products. The Hanoi
Department of Tourism has advised the City People's Committee to issue
Decision No. 3928/QD-UBND on piloting a set of criteria for evaluating high-
quality tourist sites and attractions in the city.
+ Invest in promotional campaigns to introduce tourist destinations and attract
tourists: In 2021, the Hanoi People's Committee has issued a Plan on promoting
Hanoi. Accordingly, actively propagate and promote Hanoi tourism on television
stations and LED screens with the hope that through short clips, visitors can learn
more about Hanoi.
+ Most important: Visa policy: The Government of Vietnam allows opening and
promoting the development of the tourism industry by allowing foreigners to
enter Vietnam for tourism purposes with simple procedures. Tourist visa is a type
of visa used for foreigners entering Vietnam for the purpose of making vacations

with a temporary stay of not more than 30 days. You can extend your temporary
stay to stay in Vietnam.
+ Conditions to enter Vietnam for tourism purposes
● Passport valid for at least 6 months
● Have a round-trip air ticket
● Have hotel room, tour booking
- The impact of those policies: the policies implemented by the government of
Vietnam have been effective in supporting the development of tourism in Hanoi.
The city has seen a significant increase in the number of tourists visiting each year,
and the tourism industry has become an important contributor to the city's economy.
Especially the government of Vietnam has implemented several policies to help the
tourism industry in Hanoi and the country as a whole recover from the impact of
COVID-19 such as provided financial support, launched several campaigns to
promote tourism, strict health and safety measures to ensure the safety of tourists
and prevent the spread of COVID-19, signed agreements with several countries to
allow for safe travel between them, including agreements with South Korea, Japan,
and China.

3. Economic conditions:
a. Agriculture & light industry:
● The importance:
- The food and beverage sector is an inseparable part of the tourism industry.
According to WFTA, a tourist spends 25% of their travel expense on food and
beverage. To ensure the operation of the said sector, the inputs (or ingredients)
from agriculture such as vegetable, wheat, rice, meat, etc.; and the food
processing industry: flour, butter, beverage are much needed.

● Agriculture & food processing industry:


- Hanoi has about 10 million people living, working and studying in the area,
and annually welcomes millions of domestic and foreign tourists to visit and
work. Therefore, the city's demand for agricultural products is very large.
- Overall, there has been an increase in the yield of Hanoi’s agricultural
products in the past few years:

- Logistic chains:
+ However, for poultry meat products, eggs, and other agricultural and food
products, the capability to self- supply Hanoi's agriculture is only about 14-
71%.
+ There are 946 chains that are connected to Hanoi (= 57% of the country’s),
the number grew by 160 chains compared to the 2016-2020 period.
+ According to the report, the chains, in the first 11 months of 2022, have
supplied Hanoi with: 162,500 tons of vegetables; 53,557 tons of fruit;
60,429 tons of meat; more than 130 million eggs; 7,597 tons of seafood
products; 19,500 tons of processed food; 49,129 tons of staple crop.
- Food processing industry:
+ As of May /2022: There are 250 processing plants, over a thousand
independent processing establishments, 113 frozen warehouses.
+ To improve the quality of the processing industry, there are currently many
plans and policies implemented: encourage investment, implementation of
technology in the production process, upgrade of plants, capital goods,…
- Light industry: Light industry supplies necessary amenities to tourism
suppliers, such as bed sheets and furniture in hotels, beverages in restaurants,
first-aid kit, etc. In Hanoi, there are many industrial areas that feature light
industry, such as:
+ Noi Bai Industrial area
+ Quang Minh Industrial area
+ North Thuong Tin Industrial area
- Textile industry
- Furniture
- Footwear industry
b. Construction industry:
- Infrastructure is considered to be among the most important factors in the
development of tourism. Accommodation facilities, road systems, bridges, etc. all
contribute to the industry in its own way, and that wouldn't be possible without
the constructions of the sites. Currently, in Hanoi, there are 658 construction
contractors and 148 construction companies. Among those, some of the most
prestigious organizations are:
- Hanoi Construction Joint Stock Company No.1 ( HACC1): The company has
constructed many shopping malls, such as Vincom Lang Son, Vincom Yen Bai,
the construction of 3 buildings: R1, R2, R3 of Royal city. For infrastructure, they
took part in the construction of the ring route no.2.

- Vinaconex: This company has completed multiple big projects such as the
construction of the T2 station of Noi Bai airport, the expansion and completion of
Lang - Hoa Lac expressway; . Some of its current projects are: the construction of
the Vinh Tuy bridge phase 2, the expansion of T2 apron.
c. Transportation sector:
● The importance:
- Transportation has been an integral part of the tourism industry; transportation
links tourists with various tourist attractions. There is a general agreement that
tourism expands more with better transportation systems. The current
condition of Hanoi’s transportation can be considered to be quite favorable to
the development of tourism.
● Roads system in Hanoi: Total length: 23.439,61 km
- General roads system of Hanoi:
+ 7 Ring routes: 5 urban belts: 1, 2, 3, 4, 5; 2 inter-regional belts: 2.5, 3.5

+ 9 expressways
+ 11 radial axes
+ 18 bridges over the Red River: Including 8 finished bridges, 1 currently in
construct.
+ 8 bridges over the Duong River;
+ 10 Urban railways: 1 finished, 1 in construction.
+ There are 5 national railways that connects Hanoi to other provinces/ cities:
The North - South railway, Hanoi - Lao Cai, Hanoi - Hai Phong, Hanoi -
Dong Dang, Hanoi -Thai Nguyen.
+ There are 8 national highways that connect Hanoi to other provinces/ cities:
No.1 (connects 4 big cities in Vietnam), No.2, No.3, No.5, No.6, No.18,
No.21.
- The continuous development of the roads system:
+ In 2023, currently, there are 35 traffic plans and projects being carried out.
+ The construction of the ring route no.4: currently, the project is in its
clearance phase, the progress is currently around 50%. According to plan,
the construction will start in June/2023, once the clearance progress is
approximately 70%.

+ The construction of Vinh Tuy bridge phase 2: the bridge connects Minh
Khai – Long Biên, with a length of 3 km, the construction started in 2021,
and is expected to be finished this September.
→ help combating traffic jams.
- The increase in quality of Hanoi’s traffic:
+ Organizing extra police forces to direct the traffic; adjusting the traffic
lights cycle, the infrastructure at the intersections; expansion of roads and
creation of new turning routes to reduce the number of vehicles waiting at
the intersections.
+ Encourage the use of public transportations.

- Safety of road:
+ Increase the inspection of road safety violations: during the first quarter
2023, the police forces have handled 74.000 cases of violations, among
which 18.000 cases are the abuse of alcohol; closely inspect other
violations: overspeeding, helmets violation, illegal parking; strictly handle
the violation of public transports’ illegal pick ups and drop offs…

● Transportation:
- The growth of vehicles:
+ In 2020: 6.4 million vehicles
+ In 2021: 7.53 million vehicles
+ In 2022: 7.78 million vehicles
→ Growth rate estimated to be 4-5% each year, signifying the growth of passenger carrying
capacity.

→ With more destinations being connected by the system and the cheap price at which bus
service is being provided, this means of transport acts as an incentive to tourists who want to
travel with a low budget. However, to attract more passengers, there must be an upgrade in
the quality
- Increase in quality of the bus system:
+ Review and resolve infrastructure problems, rearrange bus stops, carry out
surveys to rationalize bus routes in order to avoid traffic congestion and
reduce traveling/ waiting time for customers.
+ Bus companies’ plans on training their staff regarding the provision of
services.

- Other kinds of transportation being used in tourism:

+ There are many ways for tourists to travel in Hanoi and explore the city.
Tourists can choose the means of transport that are suitable for them
regarding their plans, budget, needs and time limit.

❖ Double decker bus:
- Air transportation:
+ Domestic: Vietnam Airline provides a total of 17 flight routes from Hanoi
to other provinces/cities
+ International: Currently there are 31 countries/regions reachable by air
travel from Hanoi, some of them are non-stop flights: flights to Korea,
Japan by VietJet; flights to France by Vietnam Airlines; Australia, England
by Bamboo Airways and many other direct flights to and from SEA
countries.
+ The benefits of non-stop flights:
❖ Reduce the risk of losing your luggage.
❖ Reduce the traveling time: delay might happen to the connecting flights,
usually, if fast, will be around 1 hour, but this process may take up to a
day or more. There will also be a risk of missing a connecting flight,
leading to increased time.
⇒ This is the reason many tourists are willing to pay a higher price to travel on a non-stop
flight.
+ The increase in international routes:
❖ Last month, 2 extra flight routes from China to Noi Bai airport.
❖ From 20/5 this year, Vietnam Airlines will initiate the flight routes from
Hanoi and Ho Chi Minh City to Mumbai.
❖ 15/6 this year, Vietnam Airlines will initiate the non-stop flight from
Hanoi to Melbourne
→ More opportunities for foreign tourists to come to Ha Noi.
B. Subjective condition:
1. Leisure time:
- Leisure time is an indispensable condition of tourism. Most tourism activities like
vacations, trips, and travel require people to have enough leisure time away from
work or school like holidays or paid leave. Therefore, when people have more
leisure time, tourism has more favorable conditions for development.
- Traveling is a beneficial way for people to spend their spare time as they can
relax, broaden their mind, and improve their health.
- In Vietnam, The Labor Code stipulates that employees have 5 public holidays
and New Year holidays in a year: New Year's Day, Lunar New Year, Hung Kings
Commemoration, victory 30/4 & International Labor Day Anniversary 1/5

holidays, and Independence Day 2/9 and the number of tourists in Hanoi often
rise during the holidays.

- Leisure time also affects the seasonality of tourism. If the vacation period is short,
tourists usually travel once a year in the high season, which leads to the
increasing intensity of tourism during this time. On the contrary, when the
vacation period is long, tourists will choose to travel many times a year. The
proportion of demand focusing on the high season will decrease, contributing to
reducing the intensity of tourism in the high season and attracting off-season
demand.
2. Financial status of potential tourists:
- People's income is an important indicator and a material condition for them to
participate in tourism. It is a necessary condition to turn the general demand for
travel into a demand for payment. People who want to travel not only need time
but also have enough money to be able to fulfill that desire.
- When leaving a regular place of residence to travel, tourists are always consumers
of a variety of services and goods. Their expenditures are not only for daily needs
such as eating, shopping… at a higher rate than usual but also for emerging needs
like accommodation, transportation, sightseeing fees, attractions tickets…
Additionally, people tend to spend more when traveling.
- In 2019, international guests spent an average of 1,083.36 USD/pax, the length
of the trip was 8.02 days, and daily expenditure was 135 USD/day. The structure

- Therefore, the material welfare of the people is a condition of great


significance in the development of tourism. It has been established that when
people's income increases, tourism consumption and demand also increases.

In fact, before 1990, when people's income was low, domestic tourism in our
country was still underdeveloped, but now the average income per capita
GDP has increased, the number of domestic tourists has increased rapidly.

3. Academic standard

The development of tourism also depends heavily on the general cultural level of
people in a country. The intellectual level is expressed by actions, specific behavior
with the surrounding environment, by the attitude towards tourists of the local people,
by the behavior of tourists at the tourist destination...

If the academic standard is improved, the motivation of the people to travel there
increases markedly, the number of people traveling increases, the desire to know and
get acquainted with other countries also rises and the habit of traveling among the
people will form more clearly.

According to Robert W. Mcintosh, there is a certain relationship between the


cultural level of the head of the family and their travel rate.

On the other hand, if the general cultural level of a country is high, then that country
will easily ensure to serve tourists in a civilized manner and satisfy tourists coming
there.

C. Tourism potential
1. Natural resources:
- Definition: Natural tourism resources include natural landscapes, geological,
geomorphological, climate, hydrological, ecological and other natural factors that
can be used for tourism development purposes.
- Importance: These are the foundation for the formation of different tourism
products, development of different types of tourism.
● Geographical location:
- Hanoi is a destination with good accessibility and is suitable for developing and
welcoming tourists.
● Climate:
Hanoi's climate falls within the region of a tropical climate, with hot and rainy summers and
cold and dry winters. The four distinct seasons contribute to the diversity of tourism in Hanoi.
- The autumn season in Hanoi is considered an ideal time for tourism because the
weather during this time is usually pleasant and cool, not too hot or too cold. The
average temperature in autumn ranges from 20 to 25 degrees Celsius, with lower
humidity compared to the rainy season.
- Moreover, autumn is an opportunity for visitors to admire the beautiful
landscapes of Hanoi during the season of falling leaves. The streets, parks, lakes,
and historical sites such as the Imperial Citadel of Thang Long, Temple of
Literature, The Huc Bridge, Hoan Kiem Lake, Ho Chi Minh Mausoleum... all
have their own unique beauty when autumn comes.
- Autumn in Hanoi is also a time for many cultural, entertainment, and sporting
events such as the Hanoi Flower Festival, Thay Pagoda Festival, Hanoi
International Marathon, Hanoi Open Math Competition, etc.
● Hydrological:

- According to Hanoi's electronic portal, there are currently 9 rivers flowing
through the capital city, including the Hong, Duong, Da, Nhue, Cau, Day, Ca Lo,
Tich, and To Lich rivers.
- There are around 100 lakes in Hanoi, some of the most popular and have the
potential to develop tourism must be:
+ Hoan Kiem Lake is one of the most significant cultural and historical symbols of
Hanoi. The lake is associated with many fascinating legends and myths of the
Vietnamese people. Tourists come to this destination to not only learn about the
history, but to also enjoy the scenery and the atmosphere.
+ West Lake is one of the most beautiful and important landmarks in Hanoi, with a
long-lasting cultural and historical value. When visiting West Lake, tourists can
admire the historical relics such as Quan Thanh Temple, Tran Vu Temple, and Thang
Long Royal Citadel. West Lake is also a place for many cultural and entertainment
activities, such as the Cherry Blossom Festival, the International Fireworks Festival,
and sports activities such as running and boat racing.
+ Other popular lakes: Den Lu, Linh Dam feature amusement parks, playgrounds, and
sports facilities, which is great for the development of leisure tourism.
● Ecological:
Hanoi has several distinctive ecosystem types such as the hill and mountain ecosystem in Sóc
Sơn and the lake ecosystem, exemplified by West Lake, the agricultural ecosystem, the urban
ecosystem, and more..
- In Soc Son district, there are diverse ecosystems characterized by rocky
mountains and forests, along with a system of lakes, dams and streams with
beautiful natural landscapes such as Huong Tich, Long Van, and Tuyet Son lakes.
→ Suitable for the development of eco-tourism.
- The Huong Son forest is a famous spiritual tourist place in the country, the forest
is associated with the complex of landscape relics of Huong Pagoda, attracting
1.4 - 1.5 million visitors to the forest every year.
- Organizations, individuals and forest owners have deployed many eco-tourism
services: sports tourism (running, golfing), cable car, nature discovery tourism,
spiritual tourism, food service, tent rental, tarpaulin, grill, mini gas stove,
specialty trading. In particular, during the festival season of Huong pagoda and
Giong temple festival, there are many households doing tourism services such as
selling souvenirs, staying in accommodation, doing business on ceremony routes.
2. Humanistic tourism resources:
- Definition:
Humanistic tourism resources are the cultural and social elements of a destination that are
considered to have intrinsic value and are worthy of preservation and promotion. These
resources include the traditions, customs, beliefs, and practices of the local community, as
well as the natural and built environment that reflects the cultural identity of the destination.

- The importance:
+ Humanistic tourism resources are an essential component of tourism development as
they play a significant role in attracting and retaining visitors.

+ One of the primary importance of humanistic tourism resources is that they offer
visitors a unique and authentic travel experience. Tourists are increasingly seeking
immersive experiences that allow them to learn about and engage with local cultures
and communities.
+ Moreover, humanistic tourism resources can also contribute to the socio-economic
development of a destination as they can create jobs and generate income for local
communities. Humanistic tourism resources can also help to preserve and promote
local traditions, cultures, and heritage, thus supporting the preservation of cultural
diversity and identity.
+ Furthermore, humanistic tourism resources can also help to foster understanding and
respect between different cultures and nations. By experiencing other cultures
firsthand, tourists can develop a deeper appreciation and respect for the differences
and similarities between people and cultures.
a. Tangible:
According to statistics, as of May 2023, Hanoi has over 5000 relics including temples,
pagodas, mausoleums, palaces, museums, churches, old quarters and intangible cultural
heritages. Currently, Hanoi has 18 recognized national monuments.
- Quoc Tu Giam Temple:
+ Temple of Literature - Quoc Tu Giam is a national cultural heritage of
Vietnam located in the center of Hanoi capital. Originally, this was a place
reserved for emperors and emperors' children to study and take exams.
Later, the temple was expanded to accommodate gods of wealth, writers,
mandarins and people with outstanding achievements. Temple of Literature
- Quoc Tu Giam is decorated with stone steles carved with pictures of
people who passed the exams deployed from the 15th to the 19th century.
This place is now a famous tourist destination, attracting a large number of
domestic and foreign tourists to visit and learn about the history and culture
of the country.
+ According to statistics of the Hanoi Department of Culture, Sports and
Tourism, the number of visitors to the Temple of Literature - Quoc Tu
Giam in the last three years:
❖ In 2020: about 1.1 million visitors (affected by the COVID-19 epidemic)
❖ In 2019: about 2.4 million visitors
❖ In 2018: about 2.3 million visitors
- Imperial Citadel of Thang Long:
+ Imperial Citadel of Thang Long is a complex of relics associated with the
history of Thang Long citadel from the time of Annam's domination of the
7th century. In 2010, this relic was recognized by UNESCO as a World
Cultural Heritage, becoming a proud wonder for its cultural and historical
value of over 1000 years, attracting tourists to visit and learn.
+ According to statistics of the Hanoi Department of Tourism, the number of
visitors to the Imperial Citadel of Thang Long in the last three years is:
❖ In 2020: 1.26 million visitors (affected by COVID-19)
❖ In 2019: 3.3 million visitors

❖ In 2018: 2.4 million visitors
- Cuisine, specialties:
+ Hanoi is a famous culinary place with many rich, diverse and typical dishes
and specialties of the North of Vietnam such as: com, pho, bun thang, La
Vong fish cakes, shrimp cakes, egg coffee, Trang Tien ice cream, Thanh Tri
roll cake...

b. Intangible:
● Festivals:
- Hanoi is one of the cities with the most festivals in the country. In 2016, Hanoi
completed the statistics of the number of festivals in the city, indicating that
there are more than 1,000 festivals with different themes, sizes and forms. In
which the festivals mainly focus on the occasion of spring.
- Giong Festival: Associated with the legend of the national hero - Saint Giong,
the festival is an occasion to commemorate the merits of fighting the An
enemy of the Vietnamese people. Giong Festival is also held in January,
specifically on the 6th to 8th lunar month every year with many solemn rituals
imbued with folklore: Elephant procession, clearing, flower offering to
Thuong temple... In particular, within the framework of the festival, local
people will be transformed into Ong Hieu, Co General, ward in black, ward in
red to perform sacred rituals and perform folk theater. Along with that, the
preparation of sacrifices at this traditional festival in Hanoi is also very
elaborate: knitting elephants, procession of elephants, procession of elephant
grass, procession of bamboo flowers...
- Perfume Pagoda Festival: The Perfume Pagoda Festival is one of the largest
festivals in Hanoi attracting a large number of tourists from all over the world.
In particular, during the pilgrimage to the temple, visitors will sit on a boat
down the romantic Yen River, cross each stone step to reach Huong Tich
cave... Therefore, visitors can easily feel the beauty of nature and people here
as well as immersing in the vibrant atmosphere with many attractive activities:
Listening to Ca Tru singing, Son opening ceremony... These are also the main
activities often seen at festivals in Vietnam, Hanoi.
● Craft village: Out of nearly 5,400 craft villages in Vietnam, Hanoi accounts for a third
with about 1,350 craft villages. By the end of 2021, Hanoi has 318 typical recognized
traditional craft villages, of which 48 villages have been recognized as traditional
craft villages, and 270 villages have been recognized as traditional craft villages
receive the title of Craft Village

+ Bat Trang Pottery Village is one of the oldest traditional craft villages in
Hanoi, famous for producing ceramics, dishes and home decoration items.
Bat Trang has a long history of traditional ceramic production, dating back
to the 14th century and is considered one of the largest ceramic capitals of
Vietnam. Every year, Bat Trang pottery village attracts a lot of tourists to
visit, experience and buy high quality ceramic products.

+ Dao Thuc Water Puppet Village is one of the interesting destinations in

considered a traditional art of Vietnam. At Dao Thuc Water Puppet Village,

rice flakes), "bún chả" (grilled pork with noodles), "bún thang" (noodle soup

The water supply and electricity distribution systems for residential and industrial purposes
are being gradually upgraded and newly constructed to better serve the daily lives of the
people as well as business and production activities.

In March 2023, the total electricity production of the entire system reached 23.22 billion
kWh, cumulatively for the first quarter, the total electricity production of the entire system
reached 61.83 billion kWh.
The electricity transmission system in Hanoi utilizes high voltage, medium voltage, and low
voltage levels to transmit electricity from power plants and sources to substations and

distribution networks. High voltage transmission typically operates at 110kV, 220kV, or
500kV.

According to the Hanoi Department of Construction, currently, the total water supply
capacity from centralized plants in the city is approximately 1,530,000 cubic meters per day
and night. Among them, three major sources are the Hanoi Clean Water Limited Liability
Company; the surface water supply from the Da River Surface Water Plant; the Duong River
Surface Water Plant (Phase 1).
