LESSON 1: BACKGROUND, RATIONALE, AND DEVELOPMENT OF
MELCS
Activity 1
1. The closure of schools around the world due to the global pandemic posed
serious challenges on the delivery of quality basic education. As a teacher, what
do you think are the fundamental concerns in terms of curriculum standards
that need to be addressed in order to ensure learning continuity? Cite a specific
example. Do you think these concerns could be solved by teachers alone? Why or
why not?
The coronavirus pandemic has turned the spotlight on one of the problems that hasn’t
been resolved until now thus the government limits face-to-face interaction and
prohibits mass gatherings, DepEd proposed for a blended learning approach where
students learn from online, television, radio, and printed materials. There are many
schools struggling with closures, and just as many are posting strategies and solutions
online. Schools should not assume that synchronous teaching is required or even
desirable in order to support effective learning. The goal is not to try to re-create face-
to-face (F2F) classrooms, which is impossible to do. Online and blended learning
provide opportunities for learners to work more independently, expand their activity,
and learn to use tools and strategies. While it is not recommended to experiment in
emergency situations, innovation, creativity and resilience are required to make things
work. Most schools will discover they need to be adaptive and fast-thinking in order to
ensure that learning continues in a healthy way.
Teachers are not the only responsible person in this situation, higher officials like
superintendents, program supervisors and school heads need to work hand in hand to
reach also the learning partners at home and other local sectors in supporting this
continuity plan in education.

2. Even prior to the spread of COVID-19 that eventually led to the closure of
schools nationwide, the congested curriculum has been a perennial problem of
teachers (Andaya, 2018). This is perceived to be one of the hindering factors on
the poor performance of Filipino learners. Do you agree with this observation?
Why or why not?
I agree. In introducing K to 12 to the Philippines, the Department of Education made
the claim, "the sad state of basic education can be partly attributed to the congested
basic education curriculum.". Poor performance of our Filipino learners is due to
congested curriculum. This means that learners would only have a shorter time to digest
the lessons and yet, the teacher would proceed to the next lesson so to finish everything
after third quarter of the school year. This can be seen in the results in National
Achievement tests, low scores that yield to poor performance of the entire school. If
many learners are having a hard time in learning all the lessons in all four quarters, it is
much harder when it is taught in a fast forward manner.
Activity 2
Familiarize yourself with the course reading on the Development and Design of the
MELCs. After going through the document, provide a brief and concise response to the
following guide questions.
1. What are the general and specific purposes of the development of MELCs?
The simplified curriculum or MELCs is part of DepEd’s response to develop resilient
education systems during emergencies such as the COVID-19 pandemic by focusing
only on the most important lessons. The MELC will serve as primary reference of all
schools in determining and implementing learning delivery approaches that are suited
to the local context and diversity of learners. The release of MELCs is not just a
response addressing the challenges of the current pandemic but it is a long term
response call of SDG 4 which can be used under certain circumstances as a mechanism
to endure education continuity through curriculum dimension.

2. What is the difference between essential learning competencies and desirable


learning competencies?
Mapping of the essential and desirable learning competencies of the curriculum is one
of the major concerns in identifying the gaps across learning areas. Essential learning
competencies are defined as what the students need, considered indispensable, in the
teaching-learning process to building skills to equip learners for subsequent grade
levels and subsequently, for lifelong learning. On the other hand, desirable learning
competencies were defined as what may enhance education but may not necessary in
building foundational skills.
3. How were the most essential learning competencies identified? What were the
decisions made in order to trim down the number of the essential learning
competencies further?
The decisions were made due to the limited number of school days and the absence of
face-to-face instructions at this time of pandemic. Considering that MELCs were
identified according to the gaps, issues and concerns across learning areas and grade
levels.
Like in Kindergarten, MELCS identified may be taught repeatedly to help these young
learners acquire the necessary knowledge, skills and values. As a teacher, I can unpack
the MELCS into more specific learning competencies or objectives using the K CG.
4. What is the importance of the MELCs in ensuring the delivery of quality
instruction?
Endurance was considered to be the primary determining factor for the selection of
MELCs. A learning competency needs to be enduring and as long as it remains with
learners long after a unit is completed or studied. DepEd has also made sure that with
limited resources, time, and the absence of face-to-face instructions, learners would still
get the essential competencies the need to acquire through these MELCs.
Activity 3
Prepare a copy of your learning area’s original K-12 Curriculum Guide and
corresponding list of MELCs. Go to the sections of the curriculum guide and MELCs that
are relevant to your instructional needs. Copy and accomplish the following table in your
Study Notebook and compare the two documents to determine which learning
competencies were retained, dropped, or merged.

Reflection:
Competencies are critical for equipping our learners with the knowledge, skills and attitudes
that they will need to successfully direct their personal journeys in learning, living and working.
Students use and develop competencies when they encounter unfamiliar or challenging
situations. Competencies help students draw and build upon what they know, how they think
and what they can do. In school, students develop and apply competencies through subject-
area content and learning experiences.

It is a great help for us teachers to plan the implementation of school’s LCP. By

2. What considerations must be taken in unpacking and combining the MELCs?


Explain each.
The Most Essential Learning Competencies must be aligned to the content and
performance standards of the all the learning areas just like the previous content of the
Curriculum Guide released. It is also important to consider the learning needs of the
learners thus, they should be taught with the competencies they need to learn.
3. Do all the MELCs need to be unpacked or combined? Why or why not?
Unpacking the MELCs are essential in order to have a systematic learning activity so
that the competencies needed by the learners are not congested or repetitive.
