EXECUTIVE ORDER NO. 04


SERIES OF 2022

AN ORDER REORGANIZING THE BARANGAY DISASTER RISK REDUCTION AND


MANAGEMENT COUNCIL OF BARANGAY TABANGKA, NUMANCIA, AKLAN

WHEREAS, The Philippines is located in the so-called Circum Pacific of fire and typhoon and has always been
subject to constant natural disaster and calamities;

WHEREAS, pursuant to RA 10121 There shall be organized in every local government unit a Disaster risk
Reduction and Management Council which shall be headed by the Municipal Mayor and Punong Barangay.

NOW THEREFORE, I HON. BELMA T. REGALADO, Punong Barangay of Tabangka, Numancia, Aklan, by
virtue of the power vested upon me by law do hereby order:

SECTION 1. RE-ORGANIZATION – THE BARANGAY DISASTER RISK REDUCTION AND


MANAGEMENT COUNCIL in the Barangay Tabangka, Numancia, Aklan is hereby re-organized.

SECTION 2. COMPOSITION – Membership in the BDRRMC shall be composed of the following:

SECTION 3. FUNCTIONS – The BDRRMC shall perform the following functions and task to wit:

1. Formulate a barangay disaster preparedness/contingency plan;


2. Shall oversee the status of the barangay preparedness programs, disaster operation and
rehabilitation activities by the government and private sectors;
3. Maintain an updated report of barangay residents;
4. Shall advise the Municipal Disaster Risk Reduction and Management Council (MDRRMC) on
disaster situation and recommend appropriate measures;
5. Shall submit damage assessment status report to the MDRRMC immediately after
disaster/calamity, copy furnished the local DILG Office; and
6. Perform other functions deemed required by the upper councils.

SECTION 4. TASKS, UNITS AND SERVICES – The Committee is further organized into task units/services.
These services shall formulate operation plans for particular disaster/ emergency which shall be consolidated for
the Council Barangay Disaster Plan.

9. WELFARE REHABILITATION SERVICE

SECTION 5 – FUNCTIONS OF STAFF ELEMENTS/SERVICES – The staff elements/services shall have the
following functions:

1. HEALTH SERVICE – To protect life through health and medical care of populace, to preserve life
through medical facilities and to minimize casualties though proper information and mobilization of
medical resources.

2. FIRE SERVICE – To assist existing the department on fire control and prevention.

3. POLICE SERVICE – To serve the PNP on the maintenance of peace and order and safeguarding
casualties elements.

4. TRANSPORTATION SERVICE – To provide service transport facilities needed by the disaster action
agencies immediately prior to during and after emergency or a calamity.

5. COMMUNICATION AND WARNING SERVICE – To provide, operate and maintain continuous and
reliable communications and adequate, warning system throughout the period of impending and/or
existing disaster and calamities.

6. PUBLIC INFORMATION SERVICE – To provide accurate information and instruction to the civilian
population aiming from the natural or man-made calamities.

7. PUBLIC INFORMATION SERVICE – To provide accurate information and instruction to the civilian
population aiming from the natural or man-made calamities.

8. PUBLIC INFORMATION SERVICE – To provide accurate information and instruction to the civilian
population aiming from the natural or man-made calamities.

9. RESCUE SERVICE – To gain access to and remove persons from immediate areas of damaged
structures, utilities and facilities.

10. RELIEF SERVICE – To provide relief goods/assistance and arranges for and supervise the
construction of temporary shelter, coordinate with other agencies integrating relief and rehabilitation
program.

11. WELFARE REHABILITATION SERVICE – To provide relief goods and supplies, prepares records
of case victims, provide emergency welfare services, receives and distribute donation from all sources
and priorities assistance for the rehabilitation of victims.

SECTION 6. EFFECTIVITY CLAUSE – This Executive Order shall take effect immediately.
