BAHAGHARI - EARIST
WHEREAS, The EARIST Student Handbook of 2021 clearly incite that TO FREELY
EXPRESS ONE’S TRULY GENDER PREFERENCE TO FOLLOW THE NORMS OF THE
INSTITUTION WITHOUT DUE PREJUDICE TO ANY PROVISION OF THIS
HANDBOOK’ (STUDENT HANDBOOK ARTICLE V, SECTION 1, CLAUSE 1.8);
WHEREAS, the Ordinance No. 8695 or Manila LGBTQI Protection of 2020 which
“protects the rights of lesbians, gays, bisexuals, transgenders, queers, and intersex (LGBTQI)
in the city of Manila against any and all forms of discrimination solely on the basis of sexual
orientation, gender identity, expression.”
WHEREAS, the Magna Carta for Student in Chapter V, Section 16. Freedom of
Expression that subject to existing laws and rules and regulations, students shall have the right
to freely express their view and opinions.
WHEREAS, the EARIST Gender and Development stated that “to construct and
upgrade facilities that will address gender concerns of the stakeholders”
WHEREAS, every individual has the right to express their gender identity through
their appearance, including hair and formal clothing choices.
WHEREAS, the Bahaghari - EARIST are requesting from your good office to allow
the LGBTQIA+ to enroll and enter our institution without restriction.

WHEREAS, all the officers of Bahaghari – EARIST conducted meeting with the
adviser Ms. Ruth Lareza A. Morales that resulting to formulated an agreement to LGBTQIA+
members to enroll and enter the institution without additional unnecessary requirements
NOW THEREFORE, this resolution shall remain effective until the revision of the
2021 Student Handbook to incorporate inclusive policies;
RESOLVED FURTHER, the Bahaghari - EARIST shall provide a safe and supportive
environment for all students to express their gender identity and will provide education and
training to faculty, staff, and students on gender identity and expression to ensure that all
members of the institute community are informed and respectful of each other's identities.

The meeting was called to order by the Adviser of Bahaghari -EARIST at 8:00 AM to
Discuss the agenda regarding the issue of enrollment this academic year 2023-2024 of this
second semester.

IV. AGENDA
The officers and Adviser of Bahaghari – EARIST discuss the current issue this
academic year 2023- 2024 regarding the complaint of LGBTQIA+ student who not enrolled
due to the hair and dress code policy of our Institution.
V. DISCUSSION
Ms. Ruth Lareza A. Morales, together with officers had a meeting in 1st week of March
2024, discuss about the enrollment on this second semester academic year 2023-2024. The
officers received a lot of complaint regarding the hair and dress policy of our institution. And,
Ms. Ruth Lareza A. Morales suggest to make a resolution to protect the rights of the student.
Mr. Wilfredito S. Riotoc Suggest that the resolution is shall remain effective until the
revision of the 2021 Student Handbook to incorporate inclusive policies.
Mx. John Paul B. Razon, the Head of Women’s Committee, opened up “Bakit sa Cavite
Campus allowed mag suot ng pambabaeng uniform based on their gender-affirmative”
The officers are suggesting to include the EARIST Cavite campus in this resolution
because they believe that we are have a same institutional policy and will be applied also to
Cavite campus.
The officers and adviser agreed and resolved that Bahaghari – EARIST will create a
resolution that protect the rights of the student and allowed to wear institutional uniform based
on their gender-affirmative and allow them to grow their hair according to their preferences.

Subject: Letter for immediately respond to our requesting to your approval for Bahaghari -
EARIST resolution no. 2024 – 02 “Resolution for the LGBTQIA+ To Enter and Enroll the
Institution to Utilize the Phrase to Freely Express One’s Truly Gender Preference To
Follow The Norms Of The Institution Without Due Prejudice To Any Provision Of This
Handbook’ (Student Handbook Article V, Section 1, Clause 1.8)
We understand that the current policy was designed to maintain a professional and conservative
appearance. However, we believe that it is possible to achieve this without imposing restrictive
guidelines that limit the self-expression of our students. Therefore, we propose that our hair
and dress code policy be revised to accommodate the needs and preferences of our diverse
community.

Specifically, we propose that the policy be amended to allow for hairstyles and clothing that
are reflective of one's gender identity and expression. This includes, but is not limited to,
hairstyles traditionally associated with certain genders, as well as clothing that aligns with one's
gender expression.
We hope that you will consider our proposal and work with us to make our institution a more
welcoming and inclusive environment for all members of our community.
