Introduction
As the famous quotation of Dr.Jose Rizal says,” children are the hopes of our country”, it just
right to support and provide children their needs to help them become the best of what they can
be in the future.But how the children help the country when they themselves cannot afford to
have quality education?Filipinos have deep regard when it comes to education ( Philippine EFA
2015).But the right education here in the Philippines has been hindered by poverty Filipinos
families who are deprived from their basic needs tends to let their children stop from school and
instead help them to find a job making to make a living.
According to the 1987 constitution, “The state shall protect and promote the right of all citizens
to quality education at all levels and shall take appropriate steps to make education accessible to
all”.And with this as the ground,the Philippine government is doing its best to help the poorest
families of the country.These families are being helped until they are able to provide for
themselves and become independent from government support. One help given by government is
the Pantawid Pamilyang Pilipino Program (4Ps) where cash cards are issued by the Department
of Social Welfare and Development (DSWD) for the classified poor.The 4Ps is a conditional cash
transfer program of the Philippine government and a poverty reduction strategy that provides
monthly allowance.
Cash grants are provided to beneficiaries in two ways:1) Health Grant of P500.00 per household
for every month, or total of P6,000.00 per year; 2) Education Grant of P300.00 per child in each
month for ten months or a total of P3,000.00 per year.An eligible household may register up to
three children(Catubig et am.,2015).Hence given this set up a household with three children may
receive P1,400.00 monthly cash grant or total of P15,000.00 every year for maximum of five
years if they are qualified to receive both health and educational grants which are provided
through bank payment scheme mainly, cash card. The amount of cash grants the beneficiary
household are entitled to receive are also compared and verified against the household
information data base (Fernandez,2009).The beneficiaries are selected through a Proxy Means
Test. It was started by the President Gloria Macapagal-Arroyo in 2008 and continued in massive
scale during the Aquino Administration.And to avail the said cash grant, children age 3-5 years
old must be enrolled in day care program or pre-school and attend at least 85 percent of the
required school days.While children age 6-18 years old must be enrolled in school and attend at
least 85 percent of the required school days.Indeed, this program is a great help for the poor
families and for their children to get a chance to quality education(Reyes et.el, 2015).
This study primarily focuses on the performance of the 4Ps students in Del Pilar Integrated High
School. Specifically this study answers the following questions:
1. Identify the profile of the responding 4Ps students in terms of;
1.1. Sex
2. Is there a dependency of 4Ps beneficiaries on government aid.
3.Is there funds being misused or not used as intended.
The Pantawid Pamilyang Pilipino Program (4Ps) provides financial aid to families focusing on
education. Some beneficiaries prioritize immediate needs over education, affecting students at
Del Pilar Integrated School. This can lead to irregular attendance and lack of supplies. The study
explores how parental decisions impact student outcomes and examines government aid
dependency. By analyzing these issues, actionable recommendations will be provided to enhance
the educational journey of 4Ps beneficiaries and promote holistic academic development.
