BARANGAY EXECUTIVE ORDER NO. 06

“REACTIVATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)”

WHEREAS, the constitution mandates that the government shall promote the quality of
life of the people.

WHEREAS, Section 16 of the Local Government code of 1991 provides that Local
Government Unit shall pursue undertaking to maintain peace and order and other significant
concerns.

WHEREAS, the increasing use of illegal drugs has considerably contributed to the
incidence of heinous crime, hence, this problem has to be addressed much more effectively to
help ensure community peace and harmony.

NOW THEREFORE, I, , Punong Barangay of Barangay

, Picong, Lanao del Sur, by virtue of the powers vested in me by law, do hereby order
and direct the following:

Section 1. Composition. The Barangay Anti-Drug Abuse Council shall be composed of the
following:

Section 2. Powers and Functions. The Barangay Anti-Drug Abuse Council shall have the
following powers and functions:
a) Conduct regular meetings at least once a month and call for a special meeting whenever
necessary;
b) Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the Barangay;
c) Equip Barangay Tanod/ BPAT on their roles and functions in the campaign against
street-level illegal drug trade through seminars or training;
d) Coordinate and collaborate with other institutions’ implementing programs and projects
on drug abuse prevention at the Barangay level;
e) Continuously gather and update data on all drug related incidents and its effect on the
peace and order situation in the barangay including listing of suspected drug users and
pushers;
f) Submit a Monthly Report to the City/ Municipality Anti-Drug Abuse Council copy
furnished the DILG City/Municipality Field Officer;
g) Refer suspect drug users to the C/MADAC and other institutions for corresponding
counselling and/or rehabilitation;
h) Conduct an information Education Campaign (IEC) on illegal drug demand reduction;
i) Monitor disposition and progress of drug-related cases filed; and
j) Perform other related functions.

Section 3. BADAC Committees.

A. COMMITTEE ON OPERATIONS

1. Composition

2. Roles and Responsibilities

Prepare and maintain a confidential list of suspected users, pushers, financers
and/ or protectors of illegal drug trade found in BLGU’s area of jurisdiction to be
submitted to the City/ Municipal Anti-Drug Abuse Council copy furnished the
PNP Anti-Illegal Drugs Special Operations Task Force (AIDSOTF); and
Established referral desks and process applications for rehabilitation of drug
dependents.

PRE-OPERATIONS
Identification of drug affected house clusters, work places, streets, puroks and
report the same to the Philippine National Police or the Philippine Drug
Enforcement Agency (PDEA).
Conduct administrative searches of suspected drugs den/laboratories.
Conduct briefings, meetings prior to the launching of operations to ensure
positive results and safety of the operating teams and the community.

DURING OPERATIONS
Ensure safety of the community and regularity of the operations.
 Any elected barangay official present during the operation to witness the
inventory of seized drugs/paraphernalia.
Extends against illegal drugs including but not limited to the preservation of
evidence and protection of witnesses and suspects against unlawful acts.

POST- OPERATIONS
The elected Barangay official present during the operations shall execute an
affidavit and act as witness in the court hearing in the prosecution of drug cases.
Submit reports of drug- clearing operations conducted, if any, to the City/
Municipal Anti-Drug Abuse Council copy furnished the DILG City/Municipal Field
Officer.
For operations, conducted/ initiated by the PDEA/PNP, an elected Barangay
Official should be involved immediately after the raid and thebe present to stand
as witness during the conduct of inventory.

B. COMMITTEE ON ADVOCACY

2. Roles and Responsibilities

Coordinate and collaborate with other institution in the Barangay, if any, in

implementing programs and project on anti-illegal drug abuse;
Conduct consultative meeting with organizations in the Barangay, such as the
Parents and Teachers Community Association (PTCA), Youth Groups, Boy and Girl
Scouts, Religious Organizations, Senior Citizens and other organizations existing in
the community to get their commitments to assist in curbing the drug menace in the
community.
Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/or use of prohibited drugs;
Strengthen the linkages of the Barangay Officials with the community, higher LGU’s,
Local Police and PDEA on anti-illegal drug campaign;
Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
Empower the community in reporting drug related cases through an award
commendation system; and
Identify and implement sustainable projects as a reintegration program to former
drug pushers and drug addicts.

Section 4. Effectivity. This order takes effect immediately.
