SOILS AND FOUNDATIONS
clfects of expansive soils; mitigation of the effects of
Tiquefaction, differential settlement and varying soil
werngih; and the effects of adjacent loads.
6, Expected total and differential settlement
7. Deep foundation information in accordance with Sec-
tion 1803.55.
8. Special design and construction provisions for foun-
‘dations of structures founded on expansive soils, as
necessary.
9. Compacted fill material properties and testing in
saeeordance with Section 1803.5.
10, Controlled low-strength material properties and test-
ing in accordance with Section 1803.5.9.
11. [OSHPD 2} The report shall consider the effects of
seismic hazard in accordance with Section 1803.7.
1803.7 Geohazard reports. [OSHPD 2] Geohazard reporis
shall be requived for all proposed construction
Exceptions:
1. Reports are not required far one-story, woodt-frome
«and lighe-steet-Srame buildings of Type V construc:
tion and 4,000 square feer (371 n2) or les is floor
area, not located within Earthquake Fault Zones or
Seismic Hezard Zanes as shown inthe most recently
published maps fram the California Geological Sus
vey (CGS); nonstruewral, associated structural or
voluntary ‘strucnurat alterasions and incidental
structural additions or alterations, and structural
repairs for other than earthquake damage.
2. A previous report for a specifie sire may be resubmit
ted, provided thas a reevaluation is made and the
report is found to be eurrenily appropriate
The purpose of the geohazardl report shall be to identify
geologic and seismic conditions that may require project
Initigations. The reports shall contain data which provide
‘an assessment of the nature of the site and potential for
earthquake damage based on appropriate investigations
of the regional and site geology, project foundation condi
tions aind the potential seismic’ shaking ot the site. The
report shall be prepared by a California-certified engi-
neering geologist in consultation with a Calfforniacregis
tered geotechnical engineer.
The preparation of the geohaczard report shall consider
the most recent COS Note 48; Checklist for the Review of
Engineering Geology and Seismology Reporis for Califor
hia Public School, Hospitals, and Essential Services
Buildings. In adldition, she most recent version of CGS
Special Publication 42, Fault Rupture Hazard Zones in
California, shall be considered for project sites proposed
within an Alguist-Priolo Earthguake Fault Zone. The most
recent version of CGS Special Publication 117, Guidelines
{for Evaluating and Mitigating Seismic Hazards in Califor.
‘nia, shall be considered for project sites proposed within a
Seismic Hazard Zone. All conclusions shall be fully sup-
ported by satisfactory data and analysis
146
In addition to requirements in Sections 1803.5.11 and
1803,5.12, the report shall include, but shall not be limited
10, the following
1. Site geology.
2, Evaluation of the knowa active and potentially active
‘faults, both regional and local,
3 Ground-motion parameters, as required by Section
1613 and ASCE?
SECTION 1804
EXCAVATION, GRADING AND FILL
1804.1 Excavation near foundations. Excavation for any
‘purpose shall not remove lateral support from any foundation
‘without first underpinning or protecting the foundation
against seitlement or lateral translation,
1804.2 Placement of backfill. The excavation outside the
Foundation shall be backfilled with soil that is free of organic
‘material, construction debris, cobbles and boulders or with &
controlled low-strength material (CLSM). The backfill shal
be placed in lifts and compacted in a manner that does not
damage the foundation or the waterproofing or dampproofing
material
Exception: CLSM need not be compacted.
1804.3 Site grading. The ground immediately adjacent to the
foundation shall be Sloped away from the building at a slope
‘of not less than one unit vertical in 20 units horizontal (-per-
cent slope) for a minimam distance of 10 feet (3048 mm)
measured perpendicular to the face of the wall. If physical
‘obstructions of Jot lines prohibit 10 feet (3048 mm) of hori-
zontal distance, a S-percent slope shall be provided to an
approved altemative method of diverting water away from
the foundation. Swales used for this purpose shall be sloped a
minimum of 2 percent where located within 10 feet G048
‘mm) of the building foundation. Lmpervious surfaces within
10 feet (3048 mm) of the building foundation shall be sloped
‘amninimum of 2 percent away from the building,
Exception: Where climatic or soil conditions warrant, the
slope of the ground away from the building foundation
shall be permitted to be reduced to not less than one unit
vertical in 48 units horizontal (2-percent slope).
‘The procedure used to establish the final ground level
adjacent to the foundation shall account for additional settle-
ment of the backfill
18043.1 [HCD 1} Construction plans. Construction
plans shall indicate how the site grading or drainage sys-
fem will manage all surface water flows t0 keep water
from entering buildings in aceordance with the California
Green Building Standards Code (CALGreen), Chapter 4,
Division 4.1.
1804.4 Grading and fill in lood hazard areas. In flood haz~
ard areas established in Section 1612.3, grading andéor fill
shall not be approved:
I. Unless such fill is placed, compacted and sloped to
minimize shifting, slumping and erosion during the rise
‘and fall of Nood water and, as applicable, wave action.
