AN ORDER RECONSTITUTING THE COMPOSffiON OF MUNICIPAL NUTRITION
COMMITTEE (MNC) AND MUNICIPAL NUTRITION CLUSTER AND CREATING THE
TECHNICAL WORKING GROUP/MUNICIPAL NUTRITION EVALUATION TEAM
(MNC-TWG/MNET) AND FOR OTHER PURPOSES AND PRESCRIBING THE
DUTIES AND FUNCTIONS THEREOF

WHEREAS, nutrition plays a vital role In the physical and mental foundation of _an
individual, influencing the potential of the country to have an economically productive
human resource for development;

WHEREAS, the concern on nutrition is one of the targets of the now Sustainable
Development Goals (SDGs) particularly SDG No. 2: Zero Hunger which the municipality's
goal is parallel with it, such that: "Municipal Malnutrition Prevalence Rate (MPR) must be
5% or below," also aligned with the national MPR target;

WHEREAS, the Municipal Nutrition Committee (MNC) is among the 'special bodies' of the
Municipality of Narra with a policy formulation function on nutrition;

WHEREAS, the Municipal Nutrition Committee (MNC) is the mechanism for planning,
implementing, monitoring, evaluation and coordination of the municipal plan of action for
nutrition;

WHEREAS, some of the major duties and functions of the Municipal Nutrition Committee
(MNC) are to monitor the performance, assess progress of plan implementation and
recommend appropriate actions to local nutrition program including the barangay level;

WHEREAS, it is recommended that nutrition program implementation shall be monitored


quarterly and not just every month of July as part of the Nutrition Month Celebration;

WHEREAS, the National Nutrition Council Regional Nutrition Committee-MIMAROPA


Region has passed a RNC Resolution No. 2, Series of 2014 creating the Regional Nutrition
Cluster composed of members of the Regional Nutrition Committee to facilitate the
nutritional management and preparedness in times of disasters and emergencies;

WHEREAS, Section VI of the National Nutrition Council Governing Board Resolution No. 1
Series of 2009 adopts the National Policy on the Nutrition Management in Emergencies and
Disasters wherein the nutrition committees at the local level shall function as the local
nutrition duster and in the context of emergency management shall be considered a
structure of the local disaster coordinating council as provided in DOH Department Order
No. 2007-2492;

WHEREAS, the DILG-MIMAROPA has issued a Regional Memorandum Circular No. 002
dated January 22, 2015 to advise and enjoin the LGUs to organize a Local Nutrition Cluster ,,_
to be composed of the members of the Local Nutrition Committee with prescribed
functions in support to the RNC Resolution No. 2, Serles of 2014, the NNC Governing Jg
Board Resojon No. 1 Serles of 2009 and the DOH Department Order No. 2007-2492; ~ ~

NOW THEREFORE, I, GERANDY B. DANAO, Municipal Mayor of Narra, Palawan, by virtue of the powers
vested in me by law do hereby order the constitution of the composition of the MNC and the MNC-
TWG/MNET.

Section I. COMPQSmON. The Municipal Nutrition Committee and the Municipal Nutrition Cluster
shall be composed of the following:

Section rv. DIITIESAND FUNCTIONS.


A. The MNC shall have the following duties and functions:
1. Fonnulate the Municipal Nutrition Action Plan (MNAP) complementary to
and integrated with other plans of the LGU and higher level plans;
2. Advocate the adoption and financing of the plan;
3. Coordinate nutrition and nutrition-related activities of member agencies
and other agencies;

4. Monitor nutrition and nutrition-related activities of member agencies and


other agencies;
5. Mobilize resources to ensure the plan is implemented;
6. Conduct periodic visits and meetings with Barangay Nutrition Committees
(BNCs);
7. Monitor performance, assess progress of plan implementation and
recommend appropriate actions; .
8. Serve as resource persons to the barangays and provide technical
assistance as needed;
9. Hold regular quarterly meetings to assess plan Implementation; and
10. Introduce innovation in the management of nutrition program.

B. The MNC Chairperson shall have the following duties and functions:
l. Provides political, . moral and administrative leadership in the
implementation of the MNAP;
2. Convenes and presides overall meetings and deliberations of the
Committee;
3. Appoints/Designates a Municipal Nutrition Action Officer/ advocates the
creation of Plantilla position for nutrition officers and staff;
4. Leads in the formulation, implementation, supervision and evaluation of
the Municipal Nutrition Program;
5. Secures and provides funds for nutrition program implementation and
ensures that programs for nutrition improvement are integrated in the
municipal development plan and the municipal investment plan; and
6. Appoints/Designates a Barangay Nutrition Scholar (BNS).

C. The Secretariat shall have the following duties and functions:


1. Initiates regular quarterly meetings;
2. Keeps and submits records of the minutes of meetings;
3. Organizes and leads a planning core group within the MNC;
4. Coordinates the Implementation of the MNAP;
5. Conducts regular visits to barangays and assesses progress of program
implementation and provides technical assistance;
6. Supervises the nutrition committees of all barangays;
7. Acts as a resource person to barangay planning activities;
8. Prepares quarterly reports; and
9. Keeps records of the MNC.
D. The MNC member agencies/departments shall have the following duties and
functions:

1. Health
a. Deliver and promote nutrition-related health programs and
interventions to promote deslrable nutrition practices and healthy
lifestyle;
b. Rehabllitate malnourished chlldren;
c. Prevent, control and eliminate mlcronutrlent deficiencies particularly
Vitamin A Deficiency Disorder (VADD), Iron Deficiency Anemia (IDA)
and Iodine Deficiency Disorder (IDD);
d. care for the pregnant and newborn; and
e. Ensure and monitor sanitation programs and practices including
sanitary toilet and access to safe water.

2. Agriculture
a. Ensure household food security by Integrating nutrition considerations
In its policies, plans and programs aimed at increasing productivity
and real incomes of farmers and fisherfolks at nutritionally at-risk
barangays as priority in targeting interventions for agriculture; and
b. Provide technical assistance to the BLGUs in implementing the home
and community food production program working closely with
extension workers and volunteers of existing municipal and barangay
nurseries, fishponds, poultry and livestock production.

3. Social Welfare and Development


a. Integrate nutrition objectives in its policies, plans and programs that
address the total welfare and development of the individual, family
and community;
b. Allocate funds for supplementary feeding program for preschool
children especially in the Child Development Centers; and
c. Integrate nutrition education and information in the design of non-
formal training program for parents with preschoolers and
underweight children and for groups of disadvantaged women, out-
of-school youths, persons with disability and older persons.

4. Education
a. Conduct nutritional assessment of elementary school children at the
start of every school year and monitor changes in their nutritional
status;
b. Undertake school feeding activities to rehabilitate severely wasted
and wasted school children and promote the utilization if indigenous
food commodities; and
c. Supervise the management of school canteens and cafeterias to
ensure promotion of nutritious foods, proper eating and health
practices.

5. DILG
a. Issue directives through memorandum circulars encouraging the
MLGU and BLGUs to incorporate nutrition programs and projects in
the local development plans and annual investment plans; and
b. Organize local nutrition committees (MNC and BNCs).

6. Budget/Finance
a. Ensure effective and efficient management of funds for nutrition
program; and
b. Ensure timely release of funds for LGU programs Including nutrition.

7. Planning and Development


a. Integrate nutrition In the overall development plan;
b. Conduct studies, researches and trainings to Improve program
implementation;
c. Coordinate with the MNAO for the Implementation of the MNAP;
d. Monitor and evaluate MNAP as part of the development plan; and
e. Promote people participation.

8. Environment and Natural Resources


a. Provide extension services to beneficiaries of community-based
forestry projects;
b. Implement measures to prevent and control land, air and water
pollution focusing on solid waste management; and
c. Recommend measures relative to the projection, observation,
maximum utilization, application of appropriate technology and other
matters related to environment and natural resources considering
impact on families at-risk to malnutrition.

9. Disaster and Risk-Reduction Management


a. Integrate nutrition in emergency management in the DRRM plan and
programs;
b. Allocate funds for stockpiling of ready-to-use supplementary foods
and other items necessary in the NiE management program especially
during disasters and other emergency situations; and
c. Integrate nutrition education and information campaign and
capability enhancement in the design of non-formal trainings for
health and nutrition volunteers as well as other NIE stakeholders.

10. Legislative
a. Craft legislative measures in support to nutrition program;
b. Adopt national nutrition and nutrition-related policies for local level
implementation;
c. Provide for the allocation of funds for nutrition program and ensure
that programs for nutrition improvement are integrated in the
municipal development plan and the municipal investment plan; and
d. Create Plantilla positions for nutrition officers and staff.

11. Other Member Agencies/Private Sectors/NGOs


a. Assist in promoting good nutrition;
b. Undertake nutrition projects, researches and evaluative studies;
c. Test new approaches and strategies for nutrition Interventions; and
d. Participate In and support local nutrition programs.

E. The Municipal Nutrition Cluster shall have the following duties and functions:
1. Ensure that the nutritional status of the affected population will not
worsen;
2. Facilitate strategic collaboration and comprehensiveness of emergency
management, resource mobilization and integration of cross-cutting
nutrition concerns with other clusters;
3. conduct rapid nutritional assessment;
4. Ensure delivery of quality package of nutrition interventions;
s. Ensure that foods provided and distributed are nutritionally-adequate;
6. Conduct trainings and other various capacity building activities;
7. Provide nutrition counseling to affected populations; and
8. Establish and promote coordinative and management mechanism.

F. The MNC-lWG/MNET members shall have the following duties and


functions:
1. Monitor and evaluate barangay nutrition program Implementation of the
twenty-three (23) barangays In the municipality based on the MELLPI
PRO Tool and other criteria devised and found necessary in the effective
implementation of nutrition program;
2. Recommend appropriate actions based on the assessment conducted to
the barangay nutrition committees (BNCs) for further improvement of
the program implementation; and
3. Recognize all Implementers which perform best and/or outstanding in
different categories and other related citations.

Section V. INCENTIVES. The members of the MNC-lWG/MNET and the Secretariat are
entitled to Three Thousand Pesos (P3,000.00) cash incentive for the said functions,
subject to availability of funds and other regulations.

Section V. QRtlANIZA UQNAL RESPONSIBILITY. The Munlclpal Nutrition Action


Officer (MNAO) is a full-time member of the Municipal Nutrition committee (MNC) and is
under the direct supervision of the Office of the Munlclpal Mayor.

section VL EFFECTIVITY. This Exerutive Order shall take effect immediately.
