MINUTES OF THE BIDS AND AWARDS COMMITTEE ON THE BID OPENING HELD AT THE
LIGA HALL, PASUQUIN, ILOCOS NORTE ON FEBRUARY 26, 2024 AT 2:00 O’CLOCK IN THE
AFTERNOON.

ORDER OF BUSINESS:

I. Call to Order:
The Meeting was called to order by the BAC Chairperson at 2:00 o’clock in the afternoon with
Jusilyn D. Garcia presiding over the session.
II. Opening Prayer:
BAC Member, Richard P. Guira, led the short prayer.
III. Singing of the Philippine National Anthem:
BAC Secretariat Head, Rhea P. Manrique conducted the singing of the Philippine National
Anthem.
IV. Roll Call:
BAC Secretariat Head, Edison L. Barneso called the roll and declared the presence of quorum.
V. Opening of Bids
Pursuant to the Procurement Timeline to earliest possible time, the meeting proceeded with the
opening of bids, to wit:

Purchase of Meals and Snacks for the Barangay Newly Elected Officials (BNEO) Towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT)
Barangays Program (Component 2: Jumpstarting Local Governance Basic Orientation
Course)
Project No.: 2024-02-02
Project Location: Paoay lake, JLP Resort, Paoay, Ilocos Norte
Appropriation/Source of Fund: Liga Fund
Approved Budget of the Contract: Php712,330.00

In line with this, the BAC Secretariat HEAD, Rhea P. Manrique informed the body that Paoay
Lake JLP Resort was the only bidder bought a bidding documents and submitted bid proposal for the
Purchase of Meals and Snacks for the Barangay Newly Elected Officials (BNEO) Towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT)
Barangays Program (Component 2: Jumpstarting Local Governance Basic Orientation
Course).
BAC Chairperson Jusilyn D. Garcia instructed the BAC Secretariat to assist her in the opening of
envelop proposed by the lone bidder- Paoay Lake JLP Resort, BAC Secretariat opened the submitted
envelope containing three sets of envelope, the original copy, copy 1 and copy 2, each envelope contained
the technical component folder and financial component folder. Technical component envelop was
opened first by the BAC Members and checked the Eligibility Requirements needed in the technical
aspect. BAC Chairperson and BAC Members found out that the bidder complied the requirements as per
checklists of technical proposal. BAC Vice Chairman Willie G. Viernes motioned for the approval and
declare Paoay Lake JLP Resort as complying bidder duly seconded by BAC Member Richard P. Guira
and carried.
BAC Secretariat HEAD, continued the opening of the second envelop which contained the
financial component. BAC Chairperson Jusilyn D. Garcia read the total amount of the bid proposal of
Paoay Lake JLP Resort on the Purchase of Meals and Snacks for the Barangay Newly Elected
Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and
Transparent (GREAT) Barangays Program (Component 2: Jumpstarting Local
Governance Basic Orientation Course) amounting Two Hundred Sixty One Thousand Six
Hundred Forty Pesos (PHP261,640.00). BAC Vice Chairman Willie G. Viernes moved for the
approval and declares Paoay Lake JLP Resort as complying bidder duly seconded by BAC Member
Jerald P. Rosario and carried.
BAC approved that the pages of Technical and Financial Envelops shall be initialed by the BAC
and the original copies of the bids envelop shall kept at the safe vault to ensure the integrity, security and
confidentiality of all submitted bids in accordance with Section 29 of the Revised IRR of R.A. 9184.
After ascertaining of the Technical and Financial Proposal of Paoay Lake JLP Resort, the BAC
Chairperson instructed the Secretariat to turn over all passed documents to the Technical Working Group
(TWG) for Bid Evaluation and notify the construction firm participated in the bidding of the Purchase
of Meals and Snacks for the Barangay Newly Elected Officials (BNEO) Towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT)
Barangays Program (Component 2: Jumpstarting Local Governance Basic Orientation
Course) in which bid proposal was submitted and received by the BAC on February 23, 2024 at 1:35 in
the afternoon.
There being no other bid to be read by the BAC and clarifications to be made as well as
comments and reaction from the Bidder’s Representative and Observers, BAC Member Melvin A.
Batuyong moved for the adjournment of the meeting at 4:10 in the afternoon, duly seconded and carried.
