Dear The proposal given by concessionaire includes 2 at grade junctions at very close proximity which can be a serious safety concem especially as it caters mainly to the city traffic. The traffic moving on NH-87 at a high speed of 80 to 100kmph will have to slow down suddenly to avoid conflicting with the right turning traffic from Koyli village and this can result in accidents. Similarly, traffic taking right tur from Rampur city at the junction at km 84450 towards Bareilly will conflict with straight moving traffic from Rudrapur to Bareilly. The design of the proposed interchange by SAICPL provides smooth movement of traffic without any conflicts As per present scenario, providing a median opening on NH87 at km 8+320 and km 8+450 will create a chaos. The junction at km 8+367is on gradient because of bridge location at km 8+023 due to which it will become difficult for the traffic moving at 100kmph speed to slow down suddenty at the junetion.This was intimated to the Moradabad PIU vide letter no. SAICPL/Bharatmala/DPR/LOT- 4/PAK-2/2021/14481 dated 29.6.2021 along with the attachment of Junction plan for their review and suggestions and also discussed with the concerned Team Leader (LASA, AE) Mr. R.P.Singh through VC, but no objection was received from their end. Further, a site visit was also conductedfrom 1.9.2021 to 3.9.2021 with Peer Review at this junetion and no objection also raised from their end either. The access road from Koyli village has not been considered as it is very close (85m) to the down ramp of the loop and can result in accidents. Moreover, there are other access points from Koylivillage that Reuse)are being presently used by the vehicles and these are shown in the maps attached for ready reference and further discussed below: * For the traffic movement to/from Koyli village towards Rudrapur, internal road is presently being used for movement and a U-turn facility has been provided on NH-87. ‘© For traffic movement to/from Koyli Village towards Rampur and Bareilly, a route via Bagi already exists and the same is as shown in the map attached, But the final decision may take by the AE for the betterment of the Project by considering wr.t the safety of the road users. In this regard, it is bring to your notice that in the interchange proposed for the subject project at Km 12+300 -13+700, merging with NH- 87 (Rampur- Rudurpur Section), following has been observed & need clarification (i) Two connecting roads (one toward Rampur city & other towards Koyli Village) to NH 87 (Rampur- Rudurpur Section) exist at the interchange location, for which proper crossing facility has been taken care by NHAI PIU-Rudurpur (Junction plan with CAD file is enclosed for better appreciation). (ii) It appears that road toward Vill-Koyli has not been taken into account while designing of interchange proposed in the subject project as no provision mentioned in CA nor depicted in drawing of interchange. 2. __Inview of the above, it is requested to explain the reason why such major road was missed. Further, it is requested to review the interchange at Km 12+300-13+700 and furnish your prudent view/ comment (make site visit if required) with way forward for taken care of smooth traffic movement in all direction at this interchange proposed to be developed under subject project.
