This topic has a lot of historical background. This subject has been prominently included in

the TSPSC groups syllabus. So those preparing for competitive exams should prepare this

topic divided into three parts. The cabinet formed under the leadership of Burgula
Ramakrishna Rao should be studied mainly. The Mulki agitations of 1952 should also be

given priority. In order to know about these three things should be fully understood. They

are..

the Congress party won a great victory in the state of Hyderabad. Burgula Ramakrishna Rao
took charge as Chief Minister. He won from Shadnagar constituency in Mahbubnagar

During the tenure of Burgula Ramakrishna Rao as the Chief Minister of Hyderabad State,
the gair mulki (non-local) movement took root in Warangal.
Hyderabad State Leader of Opposition V.D. Deshmukh (Marathwada Suba). The name of
the opposition party is 'People's Democratic Federation'.
VB Raju is the only Andhra leader who served in B. Ramakrishna Rao's cabinet. He was
elected to Secunderabad Legislative Assembly seat.
T. The first Visalandhra Mahasabha was held in Warangal in 1950 under the chairmanship
of Hayagrivachari. In this Mahasabha, it was insisted that Visalandhra should be
established as the capital of Hyderabad immediately.
The second Vishalandhra Mahasabha was held in Hyderabad in 1954 under the
chairmanship of Sri Sri.
In 1956, B. Ramakrishna Rao participated in the Big Men's Agreement held in Delhi as the
Chief Minister of Hyderabad State. He continued as Chief Minister till October 31, 1956.
Andhra Pradesh was formed on 1 November 1956 after the Big Man Agreement. B. ^
Ramakrishna Rao was appointed as the Governor of Kerala.
 

- Mulki Movement (1952 ) SUCCESS STORIES BIT BANK SYLLABU

After police action in 1948, the state of Hyderabad merged with India. After that, non-locals
ruled Hyderabad for about four years. There was military rule for two years, and officers
ruled the state of Hyderabad for another two years. During this period, many locals were
dismissed from their jobs on the pretext of not being able to speak English and Telugu
clearly. Many people were brought from Madras and outside areas. From Tahsildars to
secretaries, non-locals were appointed in many jobs. Thus a parallel system was
established and the administration continued for four years. Officials from other areas
issued Donga Mulki certificates and hired outsiders in jobs. The Gair Mulkis (non-locals)

used to show arrogance and humiliate the people here. They used to talk scornfully with
them
 here. Consciousness has increased among the locals who have been humiliated by
high officials. In 1951, the central government revised the definition of Mulkis. According to

this amendment, all those who have been resident locally for 15 consecutive years will

become Mulkis. No affidavit is required for this. After that, the Center again reduced Mulki's
eligibility
 to 12 years. This caused anger among the locals.

The people of Telangana felt that they should achieve their rights in the first general
election. Burgula Ramakrishna Rao's government, which came to power in 1952, followed
restraint and did not go into Mulki's reforms. After taking charge as Chief Minister of
Burgula in March 1952, people demanded that Mulki's rights should be restored and
employment opportunities should be provided to educated locals. The Gair Mulki
movement gradually expanded. As the consciousness of the people increased, they moved
for the realization of their rights.

'Madrasi Go Back, Idli Sambar-Go Back' was the main slogan of the Gair Mulki movement.
On 26 June 1952, the Gair Mulki movement was started in Warangal under the leadership of
students. It continued continuously for five days. On July 31, 1952, all the students passed
a resolution and called off the agitation.

United Students Union.

Warangal Congress Party Municipal Councilor A. Buchaiah introduced this resolution. The
students worked hard to accept it. Due to his efforts, the students of Hanmakonda High
School also agreed to this resolution. In this way the local unemployed youth became
conscious and mobilized for their rights. On August 7, 1952, the Gair Mulki movement also
arose in Khammam region. All these movements were against the injustices done to the
natives and the insults they faced. All these movements that emerged in Telangana society

of that time came from the spirit of consciousness. There is no incentive behind this. For
giving
 opportunity to people from other regions and other government employees in
government jobs; Local students went on strike for two days in protest against the

admission of other state students in schools and colleges here. On August 8, 1952, in

Warangal district Manukota (Mahabubabad), around a thousand students staged a
demonstration
 without going to schools and colleges and raised slogans of 'Bay Mulkilu
Vapasu Povali'. A strong movement was organized under the leadership of the students.
This movement was held on a large scale on the call of the Warangal Student Union. On
August 10, 1952, it was reported in all the newspapers that the government was planning to
set up a ministerial sub-committee to revise and tighten the Mulki rules.
