કમિશનરશ્રી મહિલા અને બાળ વિકાસ કચેરી (આઈસીડીએસ)

મહિલા અને બાળ વિકાસ વિભાગ દ્વારા ગુજરાતનું પ્રત્યેક બાળક સુપોષિત બને, દરેક માતા અને
કિશોરી સશક્ત અને સક્ષમ બને તે માટે સરકારશ્રી દ્વારા બાળકો, કિશોરીઓ અને મહિલાઓમાં
ફાળવવામાં આવતા બજેટમાં ઉત્તરોત્તર વધારો કરવામાં આવ્યો છે. પોષણ બાબતે ચિંતિત સરકારે
ગત ૧૫ વર્ષોની સરખામણીમાં પોષણ માટે રૂ.૧૩૦.૯૬ કરોડની સામે ૧૬૫૮.૬૪ કરોડ (૧૨૬૬%)
નો વધારો કર્યો છે.

મહિલા અને બાળ વિકાસ વિભાગ આઉટકમ બેઝ્ડ યોજનાઓના અસરકારક અમલીકરણ માટે
કેન્દ્રિત અભિગમ સાથે છેવાડાના વિસ્તારો સહિત બાળકો, માતાઓ અને કિશોરીઓ સુધી પહોંચવા
માટે સતત પ્રયત્નશીલ છે. સરકારશ્રીએ માનવ જીવનચક્રના પ્રથમ ૧૦૦૦ દિવસ (ગર્ભાવસ્થાથી
લઈને બાળકના ૨ વર્ષ સુધી) પર ધ્યાન કેન્દ્રિત કરવાના તમામ પ્રયાસો કર્યા છે કારણ કે તે
સર્વાંગી વિકાસ માટે મહત્વપૂર્ણ અને નિર્ણાયક છે અને "ફર્સ્ટ વિન્ડો ઓફ ઓપોર્ચ્યુનિટી" તરીકે
ઓળખાય છે તેવી જ રીતે; આપણને ટ્રિપલ ડિવિડ્ન્ટ આપતી અને “સેકન્ડ વિન્ડો ઓફ
ઓપોર્ચ્યુનિટી” તરીકે ઓળખાતી કિશોરીઓ પર પણ ધ્યાન કેન્દ્રિત કર્યું છે.

આઇસીડીએસ હેઠળ અપાતી સેવાઓ:

સરકારશ્રી દ્વારા રાજયની કુલ ૫૩૦૨૯ આંગણવાડી કેન્દ્રો મારફત ૫૩ લાખથી વધુ લાભાર્થીઓને
પૂરક પોષણ, આરોગ્ય શિક્ષણ, પૂર્વ પ્રાથમિક શિક્ષણ વિગેરે જેવી સેવાઓનો લાભ આપવામાં આવે
છે.

 નીતિ આયોગના રીપોર્ટ અને વખતોવખત થયેલ સર્વેના તારણો અનુસાર "પ્રથમ ૧ 000
દિવસમાં પોષણમાં સુધારો કરવા માટેના રોકાણો લાંબા ગાળે માનવ મૂડી અને
ઉત્પાદકતામાં સુધારો કરે છે," ICMR ના અહેવાલ – ૨૦૧૦ મુજબ, સગર્ભાવસ્થા અને
સ્તનપાનના સમયગાળા દરમિયાન વધુ કેલરી, પ્રોટીન અને અન્ય પોષકતત્વોની વધુ
જરૂરીયાત રહેતી હોવાથી સરકારશ્રી દ્વારા તમામ સંવર્ગની સગર્ભા અને સ્તનપાન કરાવતી
માતાઓ માટે ૧૦૦૦ દિવસ માટે અમૃત સંચય યોજના હેઠળ રો-રેશન પૂરૂ પાડવા માટે
રૂ.૧૭૪૮૦.૬૬ લાખની નવી બાબત તરીકે જોગવાઈ કરવામાં આવી છે.
 આદિજાતિ વિસ્તારની બહેનોના પોષણ બાબતે સતત ચિંતિત સરકારે પોષણ સુધા યોજનાનો
વ્યાપ ૫ જિલ્લાથી વધારીને તમામે ૧૪ જિલ્લા કર્યો છે. આ આદિજાતિ જિલ્લાઓની તમામ
સગર્ભા અને ધાત્રી માતાઓના પોષણ સ્તરમાં સુધાર આવે તે હેતુથી નવી બાબતમા
રૂ.૭૯૩૮.૭૨/- લાખની સૂચિત જોગવાઈ કરી છે જેનો લાભ અંદાજીત ૧.૩૭ લાખ જેટલી
મહિલાઓને મળશે.
 કોરોના મહામારીમાં પણ રાજ્ય સરકાર દ્વારા એક પણ લાભાર્થી પૂરક પોષણની સેવાઓથી
વંચિત ન રહે તે માટે ૩ થી ૬ વર્ષ બાળકોને ઘરે ઘરે સુખડીનું વિતરણ કરવામાં છે અને
બાળકો, કિશોરીઓ અને સગર્ભા-ધાત્રી માતાઓને ટેક હોમ રેશન પૂરૂ પાડવામાં આવે છે.
આમ, પૂરક પોષણ માટે કુલ રૂ. રૂ.૧૦૫૮૯૮.૬૨ લાખની ચાલુ બાબતમાં સુચિત બજેટ
જોગવાઈ કરવામાં આવી છે.
 અન્ય પોષણ સંબંધિત યોજનાઓ જેવી કે પોષણ સુધા યોજના, દૂધ સંજીવની યોજના,
સુપોષણ સંવાદ વિગેરે માટે સરકારશ્રી દ્વારા રૂ.૨૪૨૩૧.૦૮ લાખની ચાલુ બાબતમાં
જોગવાઈ કરવામાં આવી છે.
 મલ્ટી ડિસિપ્લિનરી ઇન્સ્ટિટ્યૂટ લેખ, ૨૦૧૯ અનુસાર કિશોરાવસ્થા સમયે આરોગ્ય અને
પોષણમાં રોકાણ કરવાથી ટ્રિપલ ડિવિડન્ડ મળે છે. પોષણ (એનીમિયા)માં સુધાર લાવવાથી
પુખ્ત વયના લોકોની ઉત્પાદકતામાં ૫-૧૭%નો વધારો થાય છે જે જીડીપીમાં ૨% વધારો
કરે છે.
 કિશોરાવસ્થાએ જીવનચક્ર અભિગમનું એક અગત્યનું પાસુ છે. ગ્લોબલ પબ્લિક હેલ્થ રિપોર્ટ,
૨૦૧૪ મુજબ કિશોરીઓમાં વહેલું રોકાણ જીવન બચાવે છે અને સરકાર પર પડતો આર્થિક
બોજ ઘટાડે છે. આ હકીકતને ધ્યાને લેતા, સરકારશ્રી દ્વારા ૧૧ થી ૧૮ વર્ષની કિશોરીઓ
માટે કુલ રૂ.૩૮૧૬૨.૫૮ લાખની જોગવાઇ ચાલુ બાબતમાં સુચવવામાં આવેલ છે .
 કોરોના મહામારીનાં સમયમાં શૈક્ષણિક કાર્ય બંધ હોવા છતાં આંગણવાડીનાં ૩ થી ૬ વર્ષનાં
બાળકો પૂર્વ પ્રાથમિક શિક્ષણથી વંચિત ન રહે અને બાળકોનો સર્વાંગી વિકાસ થાય તે હેતુથી
અને પૂર્વ પ્રાથમિક શિક્ષણને સઘન બનાવવા સરકારશ્રી દ્વારા રૂ.૬૭૯૧.૧૦ લાખની જોગવાઈ
ચાલુ બાબતમાં સૂચવવામાં આવી છે.
 નંદઘર બાંધકામ માટે રૂ.૧૦૦૦.૦૦ લાખ તથા જર્જરીત આંગણવાડી માટે રૂ.૧૮૭૫.૦૦ લાખ
તથા અન્ય માળખાકીય સુવિધાઓ માટે રૂ.૨૫૪૧.૦૫ લાખની સૂચિત જોગવાઈ કરવામાં
આવી છે.
 રાજ્યના શહેરી વિસ્તારમાં ચાલતા આંગણવાડી કેંદ્રોનાં બાંધકામ માટે કોઇ યોજના અમલમાં
ન હતી. શહેરી વિસ્તારનાં આંગણવાડી કેંદ્રો પોતાના મકાનથી વંચિત ન રહે તે માટે
 સરકારશ્રી દ્વારા વર્ષ ૨૦૨૨-૨૩માં ૧૦૦% રાજ્ય ફાળાથી રૂ.૩૫૦.૦૦ લાખની નવી બાબત
તરીકે જોગવાઇ કરવામાં આવેલ છે.
 વર્ષ ૨૦૨૧-૨૨ માં મહિલા અને બાળ વિકાસ વિભાગ દ્વારા કુલ ૫૦૦ જેટલા આંગણવાડી

કેંદ્રો અને તેના ભવનોના લોકર્પણ કરવામાં આવેલા છે. અને કુલ ૩૧૭ જેટલા ખાતમુહર્ત

કરવામાં આવેલા છે. મનરેગા યોજના હેઠળ પ્રતિ વર્ષ સરેરાશ ૩૦૦ જેટલા આંગણવાડી

કેંદ્રોના નિર્માણ કરવામાં આવે છે.

તંદુ રસ્ત સમાજ નિર્માણ માટે અને સસ્ટેનેબલ ડેવલપમેન્ટ ગોલ-૨ (SDG -2) નાં લક્ષ્યને સિદ્ધ
કરવા માટે વર્ષ ૨૦૨૨-૨૩ માટે આઈસીડીએસ યોજના અંતર્ગત કુલ બજેટ રૂ.‌‌----------- લાખ
સુચવેલ છે. જેમાં ચાલુ બાબત રૂ.૨૯૨૪૯૪.૦૧ લાખ અને નવી બાબત રૂ.----------- લાખનો
સમાવેશ થાય છે.
 Women and Child Development (ICDS)

Hon. Finance Minister Budget Speech for the year 2022-23

The budget allocated by the Government of Gujarat to Children, Adolescents and Women
has been gradually increased by the Department of Women and Child Development to ensure that
every child in Gujarat is well nourished and every mother and adolescent becomes healthy and
empowered. Being concerned about nutrition of beneficiaries, since last 15 years, a budgetary
provision has increased from Rs.130.96 crore to 1658.64 crore (1266%).

Women and Child Development has been making continuous efforts to reach out to the
children, mothers and adolescents including remote areas through focused approach for effective
implementation of Outcome Based Schemes. Government has put all efforts to focus on First
1000 days of human life cycle (from pregnancy to 2 years of child) as it is the important and
crucial for holistic development and known as “1 st Window of Opportunity” and; also to focus on
Adolescent Girls which gives us the triple dividend as it is called as “2nd Window of Opportunity”.

Services provided under ICDS:

The government provides services like supplementary nutrition, health education, pre-primary
education, etc. to more than 53 lakh beneficiaries through a total of 53029 Anganwadi Centers in
the state.
 According to the report of the NITI Ayog and the findings of the periodic survey,
"investments to improve nutrition in the first 1000 days improve human capital and
productivity in the long run." According to the ICMR report – 2010, as more calories,
protein, and other nutrients are required during pregnancy and lactation, a provision of
Rs.17480.66 lakh has been made as a new item to provide raw-ration under “Amrut
Sanchay Yojana” for 1000 days for pregnant and lactating mothers of all cadres.
 Government of Gujarat is sensitive also and had concern in improving the nutrition
indicators. Government has decided to extend the Poshan Sudha Yojana (An One Full
Meal Program) from 5 districts to all 14 tribal districts of the state with aim to improve the
nutritional status of Pregnant Women and Lactating mothers. Budgetary provision of
Rs.7938.72 / - Lakh has been proposed as new item. An estimated 1.37 lakh women will
receive the benefit.
 Even during the COVID-19 Pandemic, State Government has ensured and planned that no
single enrolled beneficiaries under ICDS left out from supplementary nutrition program.
State has ensured door step delivery of Sukhadi (Hot cook meal) to children of age group 3
years to 6 years and Take Home Ration (THR) to Pregnant women, Breastfeeding
Mothers, Adolescent girls and Children of age group 6 months to 3 years. Provision of
 total Rs. 105898.62 Lakhs has been done by the Government to provide supplementary
nutrition.
 For the other nutrition related programmes or interventions like Poshan Sudha Yojana,
Doodh Sanjeevani Yojana and Suposhan Samvad etc., provision of Rs.24231.08 Lakhs has
been made by the State Government as continue item for the year 2022-23.
 According to an article of multidisciplinary institute during 2019, investment in health and
nutrition of adolescence will provided triple returns. Improving status of nutritional
anemia will increase productivity by 5-17% among adults and this will increase growth of
GDP by 2%.
 Adolescent age is the most important age in lifecycle approach. According to Global
Health Report 2014, early investment in adolescent girl can save the life and also reduces
the financial burden on Government. Considering these facts, Government has allocated
the budgetary provision of Rs.38162.58 lakh for 11-18 years of adolescent girl in current
Financial year.
 The State Government has made provision of Rs.70032.25 lakhs for the Anganwadi
Workers and Helpers who are serving as Mata Yashoda which includes Honorarium of,
Mata Yashoda Gaurav Nidhi Vima Yojana and provision for other facilities.
 In the current situation of COVID-19 pandemic, to strengthen Preschool Education for 3-6
years’children of Anganwadis and to achieve their optimal holistic development,
Government of Gujarat has suggested the provision of Rs.6791.10 Lakhs for the year
2022-23.
 Provision of Rs.1000.00 Lakh has been made for construction of Nandghar, Rs.1875.00
Lakhs for dilapidated Anganwadi and Rs.2541.05 Lakhs for strengthening other
infrastructural facilities.
 Currently there is no provision by MWCD, GoI for construction of Anganwadi Centers in
urban areas. In order to ensure that the Anganwadi Centers operating in the urban areas are
not deprived of their own building, provision of Rs. 350.00 Lakhs has been made as a New
Item in the year 2022-23 from the 100% State budget.
 In the year 2021-22, a total of 500 Anganwadi Centers and their buildings have been
inaugurated by Women and Child Development Department and total 317 Khat Muharats
have been done. On an average 300 Anganwadi Centers are constructed every year under
MGNREGA scheme.

Total Budget of Rs._____________ Lakhs has been proposed including Continuous Item of
Rs.292494.01 Lakhs and New Item of Rs. __________ Lakhs under ICDS scheme for the year
2022-23.
