Registration
Early Registration

ELECTRONIC REGISTRATION

Students can use either the Internet or the telephone to register for classes before the designated on-campus registration dates. BORIS (Blinns Online Registration and Information System) allows students to use the Internet to access their student information and to register for classes. Students can also use the BTRIS (Blinn Colleges Telephone Registration and Information System) to register and to pay for classes.

BORIS

There is a link to BORIS on the main Blinn College website at www.blinn.edu. Students can log onto BORIS to view or print their current schedule, current charges, unofficial transcript, degree plan or address information. Students can also use BORIS to view or print the course descriptions, class catalogs, and class schedules. During designated registration times, students can log onto BORIS to register or change classes. Detailed instructions are listed in the Appendices in back of this booklet.

If you participate in on-campus registration, full payment of tuition and fees is required at the time of registration, unless financial aid funds have been accepted. Students who are not prepared to make a full payment or start an installment plan should not begin the on-campus registration process. (Installment plans are not available during late registration.) Proper forms of payment include personal check, cashiers check/money order and credit card (Visa, Mastercard, Discover or American Express). Registration is not considered complete until the account is paid in full, a payment plan contract is signed, or the Blinn College financial aid office has entered the estimated financial aid amount in the students account. Students who have not received final approval for financial aid from the Blinn College financial aid office prior to registration should be prepared to pay. Students who have not completed the registration process by making a payment will be subject to withdrawal from classes without warning. If dropped from classes due to non-payment, it will be the students responsibility to re-register for available classes if he/she so chooses. Availability of the original registered classes is not guaranteed.

ON-CAMPUS REGISTRATION

BTRIS (Telephone Registration)

Brenham Campus

During designated times, students can also use BTRIS to register for classes, (979) 821-0466. In addition, students can add a parking permit, check their current charges and pay for courses using a credit card. A telephone registration worksheet can be found on the Blinn College web site or in the appendices of this schedule booklet. Detailed instructions are listed in the Appendices in back of this booklet.

Accessing Electronic Systems

Students log onto BORIS and/or call BTRIS using a unique student ID and password. A returning students ID number can be found on the ID card. A new students ID number can be found on the acceptance or status letter. The password is initially set to the students date of birth in the form of YYYYMMDD. Therefore if the students birthday is January 12, 1980, the password would be 19800112. The password can be changed by the student to any combination of numbers and/or letters that is at least four digits long.

On-campus registration will occur in the Administration Building located at 802 Green Street. Students should initially come to the Enrollment Services department on the first floor to ensure file completeness, no outstanding registration holds, and to get the proper registration paperwork. Those students needing advising should then proceed to the second floor to the Counseling Office to be advised. Those students in campus housing or apartments and/or those students purchasing a Blinn College meal plan need to go to the Housing Office on the second floor. Students should go to Room 120 on the first floor to have their courses entered. Payment should be made at the Enrollment Services Counter or on BORIS.

Bryan Campus

On-campus registration will occur at 2423 Blinn Blvd. (the E Building, Room E-120).

Schulenburg Campus Sealy Campus

Success Initiative and Early Registration

On-campus registration will occur at 100 Ranger Drive in Schulenburg. On-campus registration will occur at 3701 Outlet Center Drive in Sealy (in the Administration Buildings on each campus).

During the designated early registration periods, students can use both BORIS and/or BTRIS to register for classes. To be able to register the student must have completed his/her state testing obligations (passed all three sections or be exempt) or be advised. If the student has failed a section of the THEA or other state-approved test, he/she may still register early, however he/ she must be advised first. (The student who failed a section of the test must be advised every semester until he/she has completed their Success Initiative obligations.) The sooner the student gets advised, the sooner he/she can register.

Late Registration (All Campuses)

Electronic Registration Problems

The same requirements listed above for on-campus registration apply to late registration with an additional late fee charged to the student of $100.00. Students who register late are responsible for making up all assignments missed prior to enrollment.

Please be aware that delays may occur when accessing either BORIS or BTRIS. The best times to access either system is from midnight until 4 a.m. and on Sundays. For problems or difficulties, please contact Enrollment Services at (979) 8304800 (Brenham) - (979) 209-7240 (Bryan) - (979) 743- 5200 (Schulenburg) - (979) 627-7997 (Sealy) or by e-mailing the help desk at BORIS@blinn.edu.

Installment Payment Plan

Blinn College offers a payment plan through NelNet Business Solutions (formerly FACTS Management) for the total of tuition, fees, room and board. Students must sign up for the payment plan online through the BORIS registration system. Payment options vary by semester and registration date. Payment plans are not available for the minimester or summer semesters. A student who fails to make full payment for their balance due, including incidental fees, by the final payment due date will be prohibited from registering for classes until the balance due is paid in full. A student who fails to make payment prior to the end of the semester may be denied credit for the work done that semester. The Payee (Blinn College) reserves the right to withdraw the student from class if the Note (balance due) is not paid in full by the final payment due date. If the Promiser (student) is withdrawn and subsequently pays the balance due in full, the Promiser may petition the Registrar, through Enrollment Services, for reinstatement. When notification is received by the college that a check has been returned unpaid, the student responsible for the check is sent notice by certified mail giving 15 days to redeem the check with cash or certified funds and pay the service fee. If not redeemed within the 15 day period, the return check will be submitted to local authorities for collection. Once the students account reflects the return of an unpaid check, the college may require future payment to be by cash or certified funds. The students account will remain on hold until payment is made.

Return Check Policy

Use of Collection Agencies

If student accounts become past due, the College will initiate internal collection efforts, which may consist of correspondence. As a final effort, the College may employ an outside collection agency. Texas Education Code (54.0065) authorizes tuition rebates to qualified students. The purpose of this program is to provide a financial incentive for students to complete a bachelors degree with as few courses outside the degree plan as possible. The programs goal is minimizing the number of courses a student takes saving save money for him/her, the students parents and the State of Texas. Eligibility Requirements: (1) First college course must be taken in Fall 1997 or later; (2) Student must have been a Texas resident at all times while pursuing the degree; (3) Student must have been entitled to pay in-state tuition at all times while pursuing the degree; and (4) Student must not have graduated yet. Along with the Key Eligibility Requirements: Students qualify for the $1,000 rebate if they have attempted no more than three semester credit hours in excess of the minimum number of hours required for their degree (For example, a student who completes a bachelors degree that requires 120 credit hours with no more than 123 credits attempted may qualify for this rebate). Students who were admitted for the first time in fall 2005 or later must also graduate in a timely manner to earn the tuition rebate. According to the most recent revision of the rebate program, a student who wants to receive the rebate must graduate with in four calendar years for a four-year degree program or within five calendar years if the degree is in architecture, engineering or any other program determined by the Board to require more than four years to complete. For additional information, contact the baccalaureate-granting institution to which you are planning to transfer or got to the College for All Texans website at http://www.collegefortexans.com.

If a student withdraws prior to the receipt of aid, the aid award is cancelled. The calculation of the return of these funds may result in the student owing a balance to the college and/or the Federal Government. The Business Office must send refunds applied to Stafford and SLS loans directly to the lender. If the student retains a balance, their account will be placed on hold until such time that the balance is repaid. These accounts will be subject to collection actions by the College.

ADMISSIONS TESTING REQUIREMENTS

Blinn College does not require students to take either the ACT or SAT test for admittance. Students are recommended to take either or both of these tests and have their scores sent to the college. Scores from these tests may be used for placement or Texas Success Initiative (TSI) exemptions. Depending upon their status, students may be required to take a test for TSI compliance and/or for placement (see the Texas Success Initiative section).

ADVISING REQUIREMENTS
All new Blinn College students are required to be academically advised prior to their first semester. Those who have passed all sections or are exempt from the THEA Test or other state approved test, have the option of waiving the advising requirement by signing a self-advising waiver form. This form is available on the Blinn College website and must be on file in the Admissions office prior to registering. Students electing to self-advise should be sure to choose courses that will meet the requirements needed for their educational goals. Students who have not passed a section(s) of THEA Test or other state approved test, must be academically advised prior to registration each semester until they are College Ready for each section of the test. These students will have a hold on their admissions file until the advisement process has been completed. Students on academic probation are also required to be advised.

TEXAS SUCCESS INITIATIVE (Formerly Texas Academic Skills Program-TASP)

As of September 1, 2003 Senate Bill 286, section 37 replaced the TASP statute with the Texas Success Initiative. Under the Texas Success Initiative, students will be assessed, receive the help they need to become college-ready, and be evaluated to determine when they are ready to enroll in college-level work. All students, unless exempt (see Texas Success Initiative

exemptions), MUST take the THEA (Texas Higher Education Assessment) test or an approved alternative test (ASSET, ACCUPLACER, or COMPASS) prior to enrolling in collegelevel courses. Blinn College accepts scores from the state scheduled THEA test or the QT test, as well as alternative tests. For students who have taken an approved alternative test, Blinn College accepts these alternative scores if recorded on an official transcript or addendum attached to the transcript. Scores reported in the form of a letter from the institutions registrar, on letterhead, with signature, raised seal, and the words official score will be considered official if sent directly from the institution to Blinn. Hand-carried or faxed scores will not be accepted. A fee is charged for these testing services (see College Expenses section). Students with documented disabilities that request testing accommodations should refer to the Registration for Special Testing Accommodations in the THEA Registration Bulletin. The THEA Registration Bulletin is available in Texas public high schools and colleges. Students who do not pass all three sections of the THEA test or the alternative test, need to participate in developmental courses each semester for the failed section of the test. The initial test scores will be used to place students in the appropriate developmental course. Students will need to complete the developmental sequence in the failed area or pass that section of the test prior to enrolling in college-level courses. See the placement chart for the THEA and alternative tests for correct placement.* *Reading Section If the student failed the reading section of one of the approved assessment tests, use the following charts based on the students initial reading score to find the course placement and track required for reading developmental courses. Once the student has determined their track, refer to the second chart for the course sequence the student is required to complete prior to enrolling in the related academic courses. Students will need to complete the course sequence to be considered College Ready in each section.

The Blinn College Success Initiative Plan states that students are considered College Ready if they have passed the section of the test or completed the highest developmental course in reading, writing, or mathematics with a grade of C or better. A student cannot enroll in any of the approved related academic courses in the failed area until the developmental sequence is completed, or until the failed section of THEA or the alternative test is retaken and passed. *Refer to the placement chart for a list of the related academic courses in reading, writing, and mathematics. Students enrolled in developmental courses must follow the Blinn College attendance policy. A student who is subject to the Success Initiative rules and who acquires the equivalent of two weeks of absences in a required developmental course(s) will be withdrawn from the course. Likewise, a student who is not subject to the Success Initiative rules and acquires the equivalent of two weeks of absences will also be withdrawn from the course. Financial Aid

Student Financial Aid

Financial aid is available to eligible students from funds provided by the college, state and federal governments, and commercial lending institutions. Student aid programs administered by the financial aid office include the: 1. Pell Grant Program a basic entitlement program for which all student aid applicants must apply. 2. Campus based grant programs which include the Supplement Educational Opportunity Grant (SEOG), Academic Competitiveness (ACG) Grant, the Leveraging Educational Assistance Partnership (LEAP) and Special Leveraging Educational Assistance Partnership Program (SLEAP), Towards Excellence, Access and Success Grant (TEXAS), Texas Educational Opportunity Grant (TEOG) and the Federal Work Study (FWS). 3. Federal Family Education Loan Programs (Stafford Student Loans and Parent Loan for Undergraduate Students). 4. State of Texas Be On Time Loan Program. Students must establish financial eligibility for student aid by completing the Free Application for Federal Student Aid (FAFSA). This application form is available from the financial aid offices and most high school counselors. It should be completed in January each year. The student must indicate planned attendance at Blinn College, code 003549 on the FAFSA. The results of the FAFSA and a completed Blinn Student Aid Data Form (in the back of this catalog) are required documents to begin a students financial aid file. Students who have been enrolled at other post-secondary institutions must supply the Blinn Financial Aid Office with academic transcript from each of those institutions (even if no aid was received). Some students are selected by the U.S. Department of Education for a process called Verification. Those students must submit a completed Verification Worksheet, copies of U.S. Income Tax returns, and W-2s. When all required documents have been received, the financial aid office will send an award letter (Tentative Financial Aid Plan) to the eligible student. Students with established need are always considered for gift aid first, then student loans. Priority consideration is given to students with files completed by June 1, 2010 prior to the beginning of the Academic year or by October 12, 2010 for the Spring. Summer awards are for continuing Blinn students who notify the office of intent to attend summer school by April 22, 2011. Students may accept or decline all or any part of their award offer.
21

Students who accept all financial aid awards and complete the appropriate loans by web process at least two weeks prior to the beginning of registration may be allowed to register on financial aid credit. All students who have been awarded a loan must have completed pre-loan counseling before loan funds will be requested. Students whose financial aid credit is not sufficient to cover charges must be prepared to pay the difference. In addition to establishing financial eligibility the student must be enrolled, or accepted for enrollment, as a regular student in an eligible program of study and must maintain satisfactory academic progress. A regular student is one who has graduated from high school, has a GED, or has passed an approved Ability to Benefit test. A student in an eligible program of study is one who is seeking a degree or certificate at Blinn College and is enrolled in courses leading to that goal. Summer Transient students are not eligible for aid. Students who are co-enrolled at Blinn and another college may not be eligible to receive aid. Recipients are expected to enroll and attend as at least halftime students. Financial aid funds must be used for students educational related expenses. Aid funds are credited to the students account. If the credited amount exceeds the amount of money owed, an institutional refund check will be issued to the student. No aid funds are credited to students accounts prior to the 12th class day or day of record. Student loan funds for first time freshman borrowers cannot be released until 30 days after classes begin. Students who withdraw from school prior to receipt of aid funds will not receive those funds. Any indebtedness they incur from registration will be the students responsibility.

Return of Title IV Funds

If a student withdraws prior to the 12th class day, the aid award is cancelled. If a student withdraws on or before the 60% point in time of period enrollment, calculated using calendar days, a portion of the total of all Title IV funds awarded to a student (Pell Grant, Academic Competitiveness Grant, Supplemental Educational Opportunity Grant, Federal Stafford Loan and Federal PLUS Loans) must be returned, according to the provisions of the Higher Education Act Amendments of 1998. The calculation of the return of these funds may result in the student owing a balance to the college and/or the Federal Government. The Fiscal Office must send refunds applied to Stafford and SLS loans directly to the lender. Students who fail to maintain satisfactory academic progress will have their awards cancelled.

Standards of Progress for Financial Aid

To be eligible to receive financial aid a student must be making satisfactory progress in a course of study in an eligible program. The satisfactory progress requirement is not affected by previous non-receipt of aid. The Satisfactory Academic Progress policy is reviewed at the end of each semester. The status at the end of the summer term will determine if the student qualifies to receive financial aid for the next academic year. The academic year is Fall, Spring and Summer terms. For entering first time freshman students, the satisfactory progress requirements are met by being accepted as a regular student in an eligible program requiring that the student have a high school diploma, GED, or passing an approved Ability to Benefit test. (See Entrance Requirements 1, 2, and 4 in the Blinn College Catalog.) Students transferring from another college with less than a 2.0 GPA are admitted on scholastic probation and ineligible for financial aid. Thereafter, satisfactory progress is being made when meeting or exceeding a minimum quantity and quality of course work at Blinn College.

The minimum quantity standard requires that a student complete his/her program of study in not more than 150% of the time normally expected for completion. Therefore, financial aid cannot be received for course work beyond 150% of the semester hours required for the degree or certificate (96 hours). Hours earned include developmental and transfer courses. In addition, students must complete 75% of enrolled courses. Students who have earned an Associate Degree and continue enrollment at Blinn are not making Satisfactory Progress. The minimum quality standard requires that a student maintain at least a 2.00 cumulative grade point average on all work attempted. The quantity and quality of transferred work is determined the same as had it been attempted at Blinn College. The highest grade of a repeated course is used in determining quality, except that a grade of W or WP does not replace a grade of F or higher but a grade of F does replace a grade of W or WP. Grades of I (incomplete) and WF are treated as grades of F. A grade of IP in a developmental course is treated as a grade of W. Hours earned in repeated courses count only once in determining quantity. A student is considered to not have met the Satisfactory Academic Progress standard when their grade point average falls below a 2.0 and their completion ratio is below 75%. The Satisfactory Academic Progress status is reviewed at the end of each regular semester. Following the first semester in which the standards of academic progress are not met, the student will be placed on financial aid probation. The student must sign a Probation Contract to regain financial aid eligibility. The student who fails to meet the standards of academic progress during the probationary semester will be placed on financial aid suspension and lose financial aid eligibility. Students who are suspended may regain eligibility by becoming compliant with the satisfactory academic progress requirements. Students who have completed more than 96 hours, have an Associates and/or Bachelors degree will be excluded from financial aid probation and will immediately be placed on financial aid suspension. A student on financial aid suspension may appeal to the Financial Aid Appeals Committee should mitigating circumstances be a factor in the unsatisfactory progress. The appeal must be in writing and supporting documentation regarding special circumstances must be provided. Appeals are considered for extenuating circumstances such as injury, illness, death in the immediate family, or undue hardship. Students with approved appeals will continue to be eligible for financial aid on financial aid probation and will have their satisfactory academic progress reviewed at the end of each semester. In the event that the written appeal is denied, a student may personally appear before the committee for reconsideration by submitting a written request, which includes a current daytime phone number. The student will be notified of the time and location for appearance before the committee for final consideration of the appeal. No further appeals are permitted until the students academic status (i.e., semester completion, grade change) has changed. Appeals must be made in time for the Committee to meet, decide, and send the results to the financial aid office prior to the end of the payment period. A favorable ruling that arrives after the close of a payment period cannot lead to retroactive payment of aid for the closed payment period. A student, who has been ineligible, may establish or reestablish eligibility by meeting the minimum quality and quantity requirements. Upon establishing or re-establishing eligibility, aid will not be received retroactively for periods of ineligibility. It is the students responsibility to notify the financial aid office when he or she believes that satisfactory progress has been regained.

The Office of Veterans Affairs certifies enrollment to the Veteran Administration, (VA), so that the veterans and their eligible dependents may receive monthly educational benefits. Veterans and their eligible dependents may consult the Veterans Coordinator for information and assistance in applying for these educational benefits by calling (979) 209-7225. All students must pay tuition and fees at the time of registration. Certification requests must be made by the veteran or their eligible dependents each semester. It is the responsibility of the veteran or veterans eligible dependent to contact the Office of Veterans Affairs concerning enrollment certification or any change in enrollment status. Requirements for Certifications. The veteran or veterans eligible dependent must submit the following to the Office of Veterans Affairs prior to enrollment certification. 1. Copy of DD-214 member 4 copy or DD-2384 (Notice of Basic Eligibility). These are the separation papers for Prior Active Duty and Reservist/National Guardsmen respectively. 2. Transcript of any previous college course work from each institution attended (if applicable). 3. Appropriate THEA or Assessment Test scores to document any eligible Development courses being certified (if applicable). 4. Certificate of Eligibility from the Department of Veterans Affairs indicating proof that veteran or dependent is eligible to receive educational benefits. This can be obtained by applying for benefits at www. gibill.va.gov. 5. Appropriate Blinn College packet for veterans or dependents obtained from www.blinn.edu/finaid/vets. htm. Educational Objectives. The veteran or their eligible dependent must choose an associate degree or certification program. Veterans or their eligible dependents must decide on a major within the associate degree plan after completing thirty-two, (32), semester hours. The VA will compute benefits based only on those courses required for the selected course of study. Courses taken at other institutions must be evaluated from transcripts which the veteran or veterans eligible dependent must furnish prior to enrollment certification from Blinn College. The VA will not permit payment for courses that have been taken and passed with a D or better at a previous institution.
23

In order to qualify for maximum educational benefits, the veteran or veterans eligible dependent must enroll in a minimum of twelve (12) semester hours in a long semester or four (4) hours in a short semester. A veteran or veterans eligible dependent must notify the Office of Veterans Affairs before changing their course of study. The veteran or veterans eligible dependent must also notify the VA of a change of program or in the place of training. Standards of Academic Progress or VA Requirements for Maintaining Educational Benefits. The minimum satisfactory academic progress required of veterans or veterans eligible dependents receiving VA educational benefits is a 2.00 (C average) cumulative grade point average (G.P.A.). Under the guidelines of the Veterans Administration, the Office of Veterans Affairs at Blinn College monitors and administers the satisfactory progress requirements for veterans. When a veteran or veterans eligible dependent fails to earn a 2.00 G.P.A. on work taken each semester, the veteran or veterans eligible dependent will be allowed one semester of benefits on probation to regain the required 2.00 grade point average. The veteran should take at least an equal course load as in the unsatisfactory semester to regain eligibility. Failure to achieve the required G.P.A. will result in a report of unsatisfactory progress to the Veterans Administration. Veterans who transfer from another institution without the required 2.00 G.P.A., must visit the Coordinator of Veterans Affairs to determine if they are eligible for certification. Veterans who are placed on scholastic suspension will not be certified again until they receive written approval from the VA. Additional information can be found in this catalog under the heading Scholastic Probation. Veterans and their eligible dependents must notify the Office of Veterans Affairs and the VA when dropping a class. A veteran or veterans eligible dependent who drops a class or classes during the semester may expect to receive an overpayment statement from the VA requiring the veteran to repay that portion of the benefits received. Hazelwood Act. The Hazelwood Act, (Article 2654B-1), aids ex-veterans who have exhausted all of their VA educational benefits. A legal resident of Texas is exempt from all tuition and fees, excluding student services fees, if they meet certain criteria. Please contact the Office of Veterans Affairs to find out if you qualify.

DISTANCE LEARNING FREQUENTLY ASKED QUESTIONS

What is an internet course (N)? Students work within a virtual classroom environment using eCampus, interacting with their instructor and fellow classmates using the tools within the virtual classroom. These courses are indicated in the course schedule using an N for the section number (i.e., ENGL 1301-N1) What is a blended course (B)? The course will typically meet once a week at the time indicated on your schedule. The remaining interaction will take place in an online classroom using eCampus. Students must attend class in addition to participating in the online environment. These courses are indicated in the course schedule using a B for the section number (i.e., MUSI 1306-B1) What is an interactive video course (V)? The course meets according to the time indicated on your schedule. The instructor will be on one campus and teach students at the other campuses. These courses are indicated in the course schedule using a V for the section number (i.e., ENGL 1301-V1) As soon as I register over the telephone or on BORIS, will I be able to get into my online course? You will not have access to your course until the first day of class. If you register late, there is a 24-48 hour turnaround time. Where do I take my tests? Tests are administered in the Learning Center on either the Brenham or Bryan campus. In Schulenburg, all tests are administered in the library. In Sealy, tests are administered by appointment only. Visit http://www.blinn.edu/disted/ testing/index.htm for more information. Where should I buy my books? Many Distance Learning courses have different books than those used in the traditional classroom. Contact the instructor or the Blinn bookstore http://blinncol.bkstore.com/ to make sure you are purchasing the correct book. Some internet courses require an access code and these access codes are shrink-wrapped with your book. If you have the wrong book, you will not be able to get into your online course until you purchase the correct book with the correct access code. Are the dates for Distance Learning courses the same as traditional courses? For the Fall, Spring, and minimester semesters, the dates for traditional and Distance Learning courses are the same. For the Summer semester, internet courses may be 5-weeks or 10-weeks long. These summer courses follow the appropriate schedule for 5-week or 10-week courses. Tell me about eCampus. Blinn College uses eCampus as its learning management system. eCampus information and technical requirements can be found at http://www.blinn.edu/disted/ecampus/ Students who do not know how to navigate the web using an Internet browser such as Internet Explorer, do not have basic keyboarding skills, or do not have experience with saving, uploading, and downloading files are highly unlikely to succeed in Internet or blended classes. To determine whether Distance Learning best complements your learning style, please take the READI assessment quiz at: http://www.blinn.edu/disted/students/current/index.htm

If you have any questions, please visit the Distance Learning web site at http://www.blinn.edu/disted/
