SERIES OF 2019

RE-ORGANIZATION OF THE BARANGAY COUNCIL FOR THE


PROTECTION OF CHILDREN (BCPC) AND ADOPTING THE CHILD
PROTECTION POLICY AS BARANGAY ORDINANCE
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that the
government shall establish Councils for the Protection of Children

WHEREAS, Article 87 of Presidential Decree No. 603 also known as The Child and Youth
Welfare Code, states that every Barangay Council shall encourage the organization of a Local
Council for the Protection of Children Article 87. Council for the Protection of Children and
shall coordinate with the Council for the Welfare of Children and Youth in drawing and
implementing plans for the promotion of child and youth welfare. Membership shall be taken
from responsible members of the community including a representative of the youth, as well as
representatives of government and private agencies concerned with the welfare of children and
youth whose area of assignment includes the particular barangay and shall be on a purely
voluntary basis.

In addition, it shall hold classes and seminars on the proper rearing of the children. It shall
distribute to parents available literature and other information on child guidance. The Council
shall assist parents, with behavioral problems whenever necessary, in securing expert guidance
counseling from the proper governmental or private welfare agency.

WHEREAS, Executive Order No. 310 Series of 2000 authorizes the adoption and
implementation of the Philippine National Strategic Framework for plan development for
children, 2000-2005 or Child 21 and it’s accompanying medium term plan and framework.

WHEREAS, Barangay Queens Row West is adopting the comprehensive programme on Child
Protection, building a protecting and caring environemnt for Filipino Children because our
children have the right to be protected from all forms of abuse, neglect, exploitation and
violence. In sum, the Barangay espouses vigourous advocacy and public consciousness-raising,
capacity building, alliance building, family and community participation and empowerment ,
civil society mobilization and resource generation toward a broad based response – akin to a
social movement for the promotion, protection and fulfillment of the rights of children,
particularly those in need of special protection measures.

WHEREAS, the Council will be the highest policy making body for children has the mandate to
formulate long range programs for the welfare and best interest of children.

WHEREAS, DILG Memorandum Circular No. 2002-126 dated August 8, 2002 mandates the
compliance with directive to the attainment of the goals and objective of Child 21 and ensures
that the Local Council for the Protection of the Children at all levels is organized and made
functional especially in the Barangays.

WHEREAS, the BCPC must have a Child Representative in the council, a bonafide resident of
Queens Row West and an active minor in the barangay with no derogatory record.
NOW THEREFORE, by virtue of the power vested in me by law, I, Jaime P. Abug, Punong
Barangay of Barangay Queens Row West, City of Bacoor, Province of Cavite, do hereby orders
that;

Section 1. Composition – The new set of Barangay Council for the Protection of Children of
Barangay Queens Row West, Bacoor, Cavite, is hereby organized and composed of the
following:

Section 2. Functions – The Barangay Council for the protection of Children shall have the
following functions:

1. Foster the education of every child in the barangay.

2. Encourage the proper performance of the duties of parents, and provide learning
opportunities on the adequate rearing of children and on positive parent-child
relationship.

3. Protect and assist abandoned or maltreated children and dependents and refer cases
filed against child abusers to proper agencies and institutions.
4. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice.

5. Adopt measures for the health of children.

6. Adopts measures for safety and protection of children.

7. Coordinate the activities of organizations devoted to the welfare of children and secure
their cooperation.

8. Promote wholesome and informative entertainment in the community.

9. Assist parents, whenever necessary in securing expert guidance counseling from the
proper governmental or private welfare agency.

10. Conduct capability building projects to increase knowledge and skills in handling
children’s problem.

11. Establish and maintain data base on children in every barangay.

12. Advocate for the establishment and maintenance of day care centers, recreational
areas and other facilities necessary for child and youth development.

13. Advocate for the passage of Barangay Resolution/ Ordinances responsive to child
related issues and concerns and ensure the inclusion of children program in Executive
agenda.

14. Monitor situational reports on children and prepare quarterly updates including the
implementation on children’s program and make recommendation in the City CPC for
consideration and nationwide application.

15. Perform such other functions and other child related laws especially in the matters of
child and parent, education , health and wellness of young constituents.

Section 3. Secretariat – The Chairman of the Council shall designate the Secretariat which shall
provide administrative and technical support services to BCPC. The Secretariat shall be
composed of the following:

Section 4. Effectivity – This order shall take effect immediately.

PROCEEDINGS:

- The meeting was called to order by the Presiding Officer Punong Barangay Jaime P.
Abug at exactly 3:00 o’clock in the afternoon, Tuesday, December 17, 2019.
- The President of PTA, Ms. Helen Aldos, led the prayer.
- Punong Barangay Jaime P. Abug acknowledged all the council who attended the meeting
- Punong Barangay Jaime P. Abug gave the floor to the Chairman of Women and Children,
Kgwd. Suzette Saluto to gave her report about the successful weekend feeding program
for the underprivileged and malnourished children in Village Homes Subdivision and
Magdiwang Subdivision.
- Barangay Health Worker suggested that the malnourished children should have daily
check ups, kagawad Piodo suggested that some of the malnourished children should be
invited in the upcoming Christmas Party of the Barangay so they can enjoy the food
prepared and join the games in the said party. Each children are also entitled of gift packs
donated by the Barangay Council and Lupon Tagapamayapa. Each gift pack contains
Spaghetti pack, canned goods, juices, rice packs and toys.

- Punong Barangay suggested that the monthly meeting should be on the 3 rd week of each
month, date will be indicated in the invitation letter.
- Punong Barangay also announced that Bacoor Police are strictly implementing the No
Loittering Policy on wee hours for the minor children.

ACTIVITIES: The Punong Barangay discussed matters regarding the upcoming Christmas
Party on December 2019. All the BCPC members are invited to come and join the said party.

BCPC CASES: There are no BCPC Cases for the month of December reported.
