hima, has declared the Assembly Secretariat Complex and
its adjoining areas within an aerial distance of one kilometre
radius as ‘temporary red zone’ and ‘no drone zone’ from 5 pm
on Feb. 25 to 5 pm on Feb. 27.

the commission said it has strength-
ened its existing transfer policy to en-
sure level playing field in the elections.

constituencies are exempted from this
directive, said an update from DIPR.
As per the ECI policy, all the of-
ficers who are either posted in their
home districts or have completed
three years at a place should be trans-
ferred. This includes officers who are
in any way connected to the election
work, either directly or in supervisory
capacity.

Paramedical institute inaugurated at CIHSR

The victim, 32, identified as Chumbemo,
was working in the oxygen refilling plant along
with an operator on the fateful day, but the latter
was not present at the time of the unfortunate
incident.

Commercial Vehicle Union
(KDCVU) has reiterated strict
adherence to the freight rate
fixed by the district adminis-
tration.
In a press release, the
union notified all members,
transport operators, drivers
and stakeholders to manda-
torily comply with the fixed
freight rate, while cautioning
to penalise the defaulters.
The district administra-
tion has fixed the freight rate
at INR 3.50 per kg for long
platform trucks (LPT) trans-
porting commercial and es-
sential commodities from Di-
mapur to Kiphire.
“Recently, the KDCVU
has become aware of unau-
thorised transporters oper-
ating outside the purview of
our union. These transport-
ers, who are not registered
members of the KDCVU, have
been observed ferrying loads
at rates below the prescribed
tariff. Their actions, aimed at
capturing loads en route to
Dimapur-Kiphire, disrupt the
equilibrium of fair competi-
tion within the industry,” it
said.
The union went on to al-
lege that these transporters
engage in unlawful activities
like carrying illegal Indian
Made Foreign Liquor (IMFL)
to make up for the shortfall in
revenue and selling it in the
black market.
“As a result, genuine KD-
CVU transport vehicles are left
stranded or idle due to a lack
of customers willing to adhere
to the prescribed rate of INR
3.50,” the union claimed, add-
ing that it has formed a com-
mittee along with volunteers
to monitor vehicles travelling
along the Dimapur-Kiphire
route, toseize those carrying
illegal IMFL and handed over
to the police for further action.

These infrastructures, he said, will herald a
new era in the development of healthcare system
in the state.
He also mentioned the School of Nursing at
Naga Hospital Authority, Kohima (NHAK) is being
upgraded to College of Nursing and the 150-bed-
ded hospital at NIMSR Kohima will soon be con-
verted to Maternity and Child Hospital.
Apart from the infrastructural development,
the state is also implementing the Chief Minister's
Health Insurance Scheme to achieve universal
health coverage with a total of 20,97,732 benefi-
tal with tertiary care (in some departments) has
been established since the hospital was incepted
in 2007.
At present, the CIHSR hosts the largest di-
alysis centre in the region, conducting approxi-
mately 1000 haemodialysis per month, and in few
years it will be double this capacity, therefore the
need to collaborate with various organisations
and hospitals across the state to address this sig-
nificant challenge, said the health official.
He also said that efforts were underway to en-
hance and upgrade the capabilities of the existing
cancer care facility at CIHSR by securing support
of the central government through the state gov-
ernment, so that people of the state don’t have to
seek cancer care beyond the borders within the
next decade.
The doctor went on to say that the CIHSR
currently offers six Diplomate of National Board
(DNB) postgraduate courses -- Medicine, Family
Medicine, Surgery, Anaesthesia, Paediatrics and
Obstetrics and Gynecology (OBGYN) -- affiliated
with the National Board of Examination and there
are plans to expand courses by establishing a ded-
icated postgraduate institute.

istration of births and deaths was conducted at the conference
hall of the District Economics and Statistics office in Longleng
on February 23rd. Registrars from various registration units
within Longleng attended the training session.
According to a DIPR report, Dharam Raj, deputy commis-
sioner and district chief registrar of births and deaths, spoke
on the occasion about the role of birth and death registrars.
He discouraged the issuance of multiple birth certificates,
emphasising that an individual can only have one birth or
death certificate in their lifetime. Referring to instances where
multiple certificates are obtained by the public, the Deputy
Commissioner stated that such cases reflect negligence in
fulfilling one’s duty and underscored the need to prevent such
occurrences in the future.
He insisted on maintaining an accurate record of both
birth and death occurrences and expressed hope that after
completing the department’s training programme, all reg-
istrars would be efficient, sincere, and accountable in their
duties and responsibilities.

attended by 22 participants.

tainable mushroom cultiva-

heboto, conducted an input
distribution programme on
Feb. 23 under the tribal com-
munity development project
at Beisumpuikam village in
Peren district.
Dr. Rakesh Kumar Chau-
rasia, principal scientist and
principal investigator of the
project, conducted the train-
ing programme on the pro-
duction and management of
rainbow roosters, an update
stated.
“These birds are dual-
purpose breeds that have a
good growth rate and have
good production potential.
These birds can be reared
in both intensive and semi-
intensive systems and fetch a
premium price in the market
as they resemble local birds,
it said, adding that the farm-
ers were trained on how to
go about poultry farming
and various management
practices involved in raising
the birds, from brooding to
marketing, along with dis-
ease management.

er chicks and poultry feed to
help them learn by doing and

curity of farmers in Nagaland

ICAR-National Research Cen-
tre on Mithun, Medziphema.
During the event, Dr. Patil
emphasised the importance
of Mithun-based integrated
farming and urged partici-
pants to prioritise value ad-
dition for increased income
generation and Dr. Uday Ku-
mar, dean of Veterinary Col-
lege, Hyderabad, delivered
a lecture on livestock and
its integration with other
components of the farming
system.

workshop on ‘Basic culinary prac-
tices and food preservation’ was
held at the North East Christian Uni-
versity (NECU) campus in Burma
Camp, Dimapur, from February 12
to the 22nd.
The workshop was sponsored by
the Government of Nagaland, in col-
laboration with the State Institute
of Hotel Management (SIHM) and
Nagaland Tool Room and Training
Centre (NTTC).

that participants were given
training on the basics of food
preparation using various ingre-
dients and also on various food
preservation methods.
Apart from experimental cook-
ery, nutritional assessment was also
conducted followed with a visit to
food establishment called ‘Manna

Assam cabinet gives nod to repeal Muslim Members of sahitya

Guwahati, Feb. 24 (PTI): The As-
sam cabinet has given its nod to
repeal the Assam Muslim Mar-
riages and Divorces Registration
Act, 1935 in a bid to end child
marriage, Chief Minister Himanta
Biswa Sarma said.
“This Act contained provisions
allowing marriage registration
even if the bride and groom had
not reached the legal ages of 18
and 21 respectively, as required
by law. This move marks another
significant step towards prohibit-
ing child marriages in Assam,” the
chief minister posted on X.
Opposition parties, however,
their rehabilitation after the Act is
repealed.
The decision to repeal the Act
was taken at a late-night cabinet
meeting on Friday as it is an ob-
solete pre-Independence Act of
the British for the then province of
Assam, the CM said.
Registration of marriages and
divorces is not mandatory as per
the Act and the machinery of reg-
istration is informal, leaving a lot
of scope for non-compliance with
extant norms, he said.
It was pointed out at the meet-
ing that as per the provisions of
the Act, there remains scope for

might cause social unrest. The

attempting to create such unrest,”

Parishad (AJP) said.
Eminent lawyer Aman Wadud
said authorised registrars under
the Act won’t be able to register
Muslim marriages now and it will
happen under the Special Marriage
Act, which requires 30-day notice
and a long list of documents.
“This centralised system of
registration, by abolishing a de-
centralised system, will reduce
registration of Muslim marriages
as most people won’t be able to af-
ford registration fees of the SMA,”
he said.
The government also claims
this will completely eradicate child
marriage but “contrary to its claim,
this will only increase the number
of unauthorised qazis and there-
fore child marriages too”, Wadud
said.

lease of life, and are being recognised worldwide for their efficacy.
He also said that the traditional medicine sector of India has
grown beyond geographical boundaries and reached a global
market, under the BJP-led central government.
The Union Minister of Ayush was speaking after inaugurating
a centre of excellence at the State Ayurvedic College and Hospital
here. “Under the leadership of Prime Minister Narendra Modi,
India has taken leadership position in the revamp of traditional
medicines worldwide... This has helped our traditional medicine
sector to grow out of its regular geography and communities to
reach a wider population across communities from different parts
of the world,” Sonowal said.
He said prior to 2014, the market value of Ayush products in
India “was limited to INR 24,000 crore”.
But now, the country’s Ayush products have gained a market
of Rs 4.50 lakh crore worldwide, the minister said.

Adani on Saturday met Uber CEO Dara Khos-
rowshahi, who is currently on a visit to India,
and hinted at possible future collaborations
between his conglomerate and the ride-
hailing app.

The majority of individu-
als I know have adopted a
cynicism toward where our

lievers, we have a tremendous oppor-

and impact our world for good. It be-
gins with strong leadership.
I have always been passionate
about the importance of leadership
personally and within organisations,
businesses, churches and countries.
Leadership not only determines how
far we go, but also how fast we get
there. It’s important for those in the
Church to study the traits of great
leaders so that we can develop suc-
cessful leadership skills ourselves.
Jesus is one of the greatest leaders
in the history of mankind. This car-
penter came from a small town of no
acclaim and partnered with 12 people
to spread a movement that would ul-
timately shape the rest of the world.
Thousands of people followed His
teaching when He was alive, and even
after His death over 2,000 years ago;
Christianity is still spreading across
the globe.
Jesus was a remarkable leader
during His time on earth and can
teach us a thing or two about being a
leader of significance. Here are seven
things to keep in mind as you tackle
the week ahead:
Love people. Actually love them
Jesus loved people of all ethnic and
economic backgrounds. Seeing peo-
ple’s lives improve and transform for
the better fueled Jesus in everything
He did. As leaders, if we want to be
significant, our mission on earth must
be fueled by our desire to see people
thrive.
Our mission, whether it is in busi-
ness, churches, organisations or per-
sonal projects, must in some way be
ignited by our love for people. True sig-
nificant leaders want to see other peo-
ple flourish in their gifts, confidence,
talents and personal growth.
Keep a servant heart
Jesus understood that His leadership
position wasn’t a place of superiority
but a place of servanthood. His focus
was always on serving the needs of His
disciples and followers. He never had
an attitude of entitlement but always
operated in humility serving those
around Him. Jesus was never an “un-
touchable” leader. He was always in
the midst of those He served.
As leaders, we must realise that
we are servants. Having an attitude of
humility and serving those around us
isn’t optional. It is vital that we realise
that leadership does not place us high-
er than others, but lower than others
because we are called to serve them.
John Maxwell states: “In order to go
up, we must give up.” Leaders must
realise the higher in leadership or ac-
countability we are, the more rights we
lose to ourselves because our job is to
serve the needs of those around us.
Build a solid team
Jesus understood that He couldn’t
do anything without a team of peo-
ple around Him. So, He recruited 12
disciples who partnered with Him
spreading Christianity. As leaders,
we must realise the value of having a
team of people around us to challenge
us, mold us and partner with us. We
were not meant to live alone or work
alone. If we ever want to accomplish
anything significant, it’s going to take
a combination of minds and efforts
pend on, our best attempts at building
something meaningful will be fruit-
less.
Empower others to use their gifts
In the same respect, Jesus understood
that as leaders, we cannot do it all or
be everywhere at once. He empow-
ered people around Him to go out and
fulfill His mission. As leaders, we must
realise that our mission will never be
accomplished to our fullest poten-
tial until we learn to empower those
around us.
We must realise that empowering
those around us to operate in their
personal strengths, to fulfill the ulti-
mate mission, will give us the great-
est impact and long-term success.
Without speaking to or building the
strengths of those around us, we are
missing out on seeing them take hold
of their purpose.
Meet the needs of others
Jesus understood that true leaders
meet the needs of those around them.
He knew that meeting the needs of the
people around Him was vital to His
leadership success. In Scripture, we
find story after story pointing to Je-
sus’ ability to meet the needs of those
around Him.
As leaders, we must understand
the power of perceiving and meeting
the needs of the people around us. It
is our job to meet the needs of those
around us whether they are our fam-
ily, friends, team, followers, customers
or even mentors. The saying is true:
“People don’t care how much we know
until they know how much we care.”
We must understand that as leaders
we will never reach people or gain in-
fluence until we meet their needs.
Be intentional
Jesus was intentional about how His
others. Jesus knew the importance
of spending time alone to regroup
and recharge. He was aware of how
important it was to schedule time
to rest and unwind. Jesus also knew
when it was time to be around others
to grow, fellowship and serve. He was
never reactive with His time; He was
always intentional with it, whether it
was spent alone or with others.
As leaders, we must learn to be in-
tentional with our time. It is vital that
we recognise the importance of our
time and be intentional to balance it
between others and ourselves. If we
fail to balance and take time to re-
charge, we will burn out and become
ineffective as leaders. When we are in-
tentional about our time we become
proactive in our lives.
Jesus was forgiving
Jesus understood the power of forgive-
ness. Nowhere is that more evidently
seen than when Jesus meets with Pe-
ter privately after His resurrection and
Peter’s denial of Him to others as He
was on the Cross. Jesus shows Peter
grace, forgiveness and His great love
despite Peter’s mistakes. He realised
that forgiveness is an attitude and at
the end of the day everyone makes
mistakes.

penAI’s based GPT-4 can
match and in some cases out-
perform human ophthalmol-
ogists in the diagnosis and
treatment of patients with
glaucoma and retina disease, according to
a research.
The study, published in JAMA Oph-
thalmology, suggests that advanced tools
like Artificial Intelligence-(AI) based large
language models (LLM), which are trained
on vast amounts of data, text, and images,
could play an important role in providing
decision-making support to ophthalmolo-
gists in the diagnosis and management of
cases involving glaucoma and retina disor-
ders, which afflict millions of patients.
“The performance of GPT-4 in our
study was quite eye-opening,” said lead
author Andy Huang, ophthalmology resi-
dent at New York Eye and Ear Infirmary of
Mount Sinai Hospital, US.
“We recognised the enormous poten-
tial of this AI system from the moment we
started testing it and were fascinated to ob-
serve that GPT-4 could not only assist but
in some cases match or exceed, the exper-
tise of seasoned ophthalmic specialists,”

their workload, especially in complex cases
or areas of high patient volume”, Dr. Huang
said.
“For patients, the integration of AI into
mainstream ophthalmic practice could re-
sult in quicker access to expert advice, cou-
pled with more informed decision-making
to guide their treatment.”

in their brains associated with Alzhe-
imer’s disease, according to a study.
The study, published in the online issue of
Neurology, does not prove that air pollution
causes more amyloid plaques in the brain. It

Researchers from the Emory University in
Georgia, US, examined the brain tissue of 224
people who agreed to donate their brains at
death to advance research on dementia. The
people had died at an average age of 76.
They looked at the traffic-related air pollu-
tion exposure based on the people’s home ad-
dress in the Atlanta area at the time of death.
The average level of exposure in the year be-
fore death was 1.32 micrograms per cubic me-
tre and 1.35 micrograms per cubic metre in the
three years before death.

ganisms. However, in cancer,
NETs create a metastasis-
friendly environment.
To confirm that stress
triggers NET formation,
leading to increased metas-
tasis, she performed three

drug into the animals. Lastly,
she used mice whose neu-
trophils couldn’t respond to
glucocorticoids. Each test
achieved similar results.
“The stressed mice no
longer developed more me-
tastasis,” she said.
Notably, the team found
that chronic stress caused
NET formation to modify
lung tissue even in mice
without cancer.
“It’s almost preparing
your tissue for getting can-
cer,” Egeblad explained.
“Reducing stress should
be a component of cancer
treatment and prevention,”
said CSHL Professor Linda
Van Aelst.
The team also speculates
that future drugs preventing
NET formation could benefit
patients whose cancer hasn’t
yet metastasised. Such new
treatments could slow or
stop cancer’s spread, offering
much-needed relief.

Turns out, gut mi-
crobes are the cul-
prit, according to a study.
A gut microbial me-
tabolite called 2-methyl-
butyrylcarnitine (2MBC)
plays a role in exacerbating
thrombosis -- the forma-
tion of blood clots, Chinese
researchers report in the
journal Cell Metabolism.
The results also re-
vealed that 2MBC is ac-
cumulated in individuals
with Covid-19, potentially
explaining why these pa-
tients are at increased risk
of thrombosis.
“Our study provides
mechanistic insight by im-
plicating 2MBC as a metab-
olite that links gut micro-
biota dysbiosis to elevated
thrombotic risk,” said Sifan
Chen of Sun Yat-Sen Uni-
versity in China.
Thrombosis is the lead-
ing cause of death and dis-
ability related to major ad-
verse cardiovascular events
(MACE) like heart attacks
and stroke. Numerous con-
ditions such as Covid-19
and metabolic disorders
can lead to a heightened
thrombotic risk. Yet the
underlying mechanisms
remain poorly understood.
Extensive evidence has
demonstrated an associa-
tion between gut microbio-
ta dysbiosis and heightened
thrombosis potential.
Past studies have shown
that gut microbiota-derived
metabolites can increase
the activity of platelets -- a
component of blood in-
volved in the formation of
blood clots -- as well as the
risk of cardiovascular dis-
eases.
“Even though gut
microbiota dysbiosis has
been intensively described
in patients with Covid-19
and metabolic disorders
that are associated with
heightened thrombotic
risk, their causal link and
the mechanisms contribut-
ing to thrombotic compli-
cations remain poorly un-
derstood,” Chen said.
Researchers conducted
multi-metabolomic analy-
ses and identified 2MBC
as a critical host and gut
microbial metabolite con-
tributing to the heightened
thrombotic risk.
2MBC belongs to a
class of compounds known
as short branched chain
acylcarnitines, which have
been previously associated
with numerous metabolic
disorders including obes-
ity, diabetes, non-alcoholic
steatohepatitis, and hyper-
tension.
In a study involving
64 people with Covid, 12
healthy patients, and 12
individuals hospitalised
without Covid-19, the re-
searchers found that 2MBC
is accumulated in patients
with Covid and in patients
with MACE. The elevated
level of 2MBC did not de-
cline even after a complete
clearance of the virus in pa-
tients with Covid-19.
In mice, 2MBC pro-
moted platelet hyperreac-
tivity and thrombus for-
mation, and elimination
of gut microbiota with an
antibiotic cocktail largely
suppressed increased plas-

LS polls: AAP, Cong. announce seat-sharing
pact for Delhi, Gujarat, Goa, Haryana
New Delhi, Feb. 24 (PTI): The AAP
will contest four Lok Sabha seats in
Delhi and the Congress three, the
parties said on Saturday as they
announced their seat-sharing ar-
rangements for the national capital,
Gujarat, Goa and Haryana.
Aam Aadmi Party (AAP) general
secretary (organisation) Sandeep
Pathak said that sidelining its own
political interests, his party entered
into an alliance with the Congress
as it believes that the “country is
important and the party secondary”.
The Congress and the AAP are
constituents of the INDIA bloc,
formed by opposition parties to take
on the BJP in the upcoming general
elections.
Senior BJP leader and Union
Minister Hardeep Singh Puri termed
the tie-up between the two parties
an “opportunist alliance”.
In a joint press conference here,
Congress leader Mukul Wasnik an-
nounced that the AAP will contest
the New Delhi, the West Delhi, the
South Delhi and the East Delhi seats,
and his party the Chandni Chowk,
the Northeast Delhi and the North-
west Delhi seats.
The BJP had won all the seven
Lok Sabha seats in Delhi in the 2014
and the 2019 polls. In the last elec-
tions, BJP candidates in each of the
seats polled more votes than Con-
gress and AAP candidates combined.
In Gujarat, the AAP will contest
two of the 26 seats in the state --
Bharuch and Bhavnagar -- while the

contest nine of the 10 Lok Sabha
seats while the AAP will field its can-
didate in Kurukshetra, Wasnik said.
He said Congress workers in
Delhi will ensure that INDIA bloc
candidates win all seven seats here.
The AAP and the Congress have
mutually decided to fight the Lok
Sabha polls on their own in Punjab,
the parties announced.

jab, AAP leader Pathak said, “People

The analysis found that 36 per cent of
the scrutinised candidates have declared
criminal cases against themselves.
Additionally, 17 per cent of these indi-
viduals face serious criminal charges with
one candidate having cases related to at-
tempted murder.
According to the analysis, eight (27
per cent) out of 30 BJP candidates, six (67
per cent) out of nine Congress candidates,
one (25 per cent) out of four TMC can-
didates, two (67 per cent) out of three SP
candidates, one (33 per cent) out of three
YSRCP candidates, one (50 per cent) out
of two RJD nominees, one (50 per cent)
out of two BJD candidates, and one (100
per cent) BRS candidate have declared
criminal cases against themselves in their

17 balls, two of which were
picked by Ravindra Jadeja to
be India’s stand-out bowler
with 4-67.

on 122. Bashir, playing just

and bowled an unbroken

ed to reverse-sweep which
brushed his glove before
going through to Jurel, who
took a sharp low catch, end-
ing his 102-run partnership
with Root.
Three balls later, Bashir
went for a wild slog off Jadeja,
but the leading edge was
snapped by backward point.
Anderson was the last man
to fall after being adjudged
LBW in an attempt to sweep
Jadeja, with Root’s 122 not
out being the highlight of
England’s first innings, which
was taken over by the spin
show from Bashir and Hart-
