BARANGAY EXECUTIVE ORDER

No. 3 Series of 2024

Reorganizing of the Barangay Solid Waste Management Committee

(BSWMC) of Barangay Timbangan, Calbiga, Samar

Pursuant to Republic Act 9003, otherwise known as the Ecological Solid Waste
Management Act of 2000 and its Implementing Regulations, and DILG Memorandum Circular
Nos. 2001-19, 2001-38, 2009-168 and 2011-70, and Barangay Ordinance No. ___ Series of
2024, the Barangay Solid Waste Management Committee (BSWMC) of Barangay
Timbangan, Calbiga, Samar, is hereby constituted as follows:

Section 1. Composition – The Barangay Solid Waste Management Committee

(BSWMC) shall be composed of the following:

Section 2. Functions of the BMSWC – The BSWMC shall perform the following
duties and functions:

1. Formulate a community solid waste management program consistent with

that of the city/ municipality;
 2. Be responsible for the segregation and collection of solid waste specially with
that of the compostable and reusable wastes;
3. Establish within the barangay or with other barangay’s a Materials Recovery
Facility (MRF);
4. Allocate barangay funds for the barangay ecological solid waste management
program, approved by the Sangguniang Barangay. The BSWMC shall organize
a Core of Areas/ Street Coordinators through the conduct of trainings for
barangay residents on segregation, composting, recycling and livelihood
opportunities from use of recyclables waste and to monitor their
implementation;
5. Integrate the Solid Waste Management Program in the Barangay
Development Plan and/or Annual Investment Program;
6. Find alternative sources of funds other than the regular barangay budget;
7. Submit a monthly report to the City/ Municipal ESWMC on the progress of the
program, copy furnished the local DILG Office; and
8. Perform other related responsibilities as may be assigned by law or
competent authorities.

Section 3. Effectivity – This order shall take effect immediately.
