office and preparation of working drawings, take-off sheets, quality control etc… will be
controlled and completed through the office Engineer in consultation with the quality control
engineer in the head office.
The office engineer will be responsible for office engineering activities of the project

The management of the site logistics is key to the success of the project and will
require a dedicated logistics team to develop a detailed plan to control and manage the site.
A delivery zone will be established on site and will be able to hold say two to
three trucks at any time with consideration being given to the provision of an off-site
holding area for vehicles with possibly limited material storage to facilitate efficient
deliveries. It is anticipated that site logistics will form a significant part of the work and that
In view of the location of the site, the constraints on traffic and the permits that
will be required for vehicles to access the site and public way, a senior project manager will
be appointed to work as a liaison officer and coordinator responsible for communication
with the client, the appointed engineer, and neighbors and the project management as
whole. In this way it is anticipated that the risk of material shortages at key times can be
reduced to a minimum.

1. Introduction
Planning for construction is necessarily broad at this stage and may be subject to modification
during detailed construction planning after signing of the contract. Consequently, a number of
aspects of construction in relation to environmental issues cannot be accurately predicted at this
stage. For example, the number of vehicles required during compound works will be dependent
on progress of the works against the construction program.
Project management and other key technical staff shall be immediately assigned after
notifying and getting letter of award. Skilled workers, semi-skilled labors and unskilled labors
shall be recruited from the project vicinity.
Conducting site possession and a startup meeting with Employer and the Engineer,
identification each work activities to be renovate, undertaking re-survey of the buildings &
associate site works, taking photographic records of the existing building & compound grounds
condition , undertaking quality tests for the proposed construction material from potential quarry
sites, identifying and requesting approval of quarry site, preparation and getting approval of work
program, arranging temporary office and accommodation places, etc will be carried out in
advance.
The re-survey of all existing building structure and Site condition will be conducted
before the commencement of any renovation or construction of the project activities and lists of
the same will be submitted to the engineer/client within reasonable time.
Based the re-survey of the building& the site work a revised working drawing will be
prepared with our professionals and submitted to the client/consultant for approval in the shortest
possible time.
The undertaking of quality tests& for construction materials will be accomplished ahead
of time from the existing quarry sites near the project sites, so that the engineer can facilitate the
purchasing of the material and revise the test result using the submitted test results.
Based on the discussions at the Project Planning Meeting and methods identified there
(Obicha River Bridge Construction work project) the Head Office Engineering Department
will carry out the initial planning and the development of the Master Schedule. The responsibility
for the production of a realistic Master Schedule, however, still rests with the Project Manager.
The Master Schedule will be prepared using computer based software, including not only
on-site activities but also off-site appointments and procurement items. It will be issued to the
Engineer in the form of a bar chart of site works. Critical project milestones will be highlighted,
and their achievement closely monitored by our project team.
Construction Schedules
As soon as the site office is established, all planning and coordination activities will
become site-based, carried out by the Project Manager and his team for Construction of the
projects.
Detail Schedules
Throughout the construction period, Stage Schedules will be prepared to cover agreed
phases of the project and periods of time in greater detail than the Master Schedule. The day to
day planning and detailed integration and coordination of onsite and offsite activities will be
achieved through the preparation of fortnightly schedules (Obicha River Bridge Construction
work project) They will be discussed and agreed at weekly meetings.
Procurement Schedules
Based on the Master and Construction Schedules, the Procurement Schedules for the
materials to be purchased for the (Obicha River Bridge Construction work project) project
will be prepared. The schedule will be monitored such that they will be delivered in time and
ensure the smooth progress of the project works.
At the head office level, the General Manager will establish a new desk, which will give
assistance and the required support for the project Managers. This new desk will be directly
accountable for the General Managers for this particular (Obicha River Bridge Construction
work project).
The overall site activity will be under the managerial and technical administration of the
Project Manager. In addition to the desk office established in head office temporary office &
store will be constructed at project site.
The office Engineer of the projects will be responsible for scheduling, surveying works,
quantity surveying, and preparation of payment certificates and for other technical and
engineering works. The material (quality) control engineer is responsible for identifying quarry
sources within economic limit, approving material to be purchased to the specification& testing.
The project Construction/site Engineer will be responsible for the day-to-day construction
activities of the project by organizing labor material and equipment for different activities of the
project by directing the different crew and foreman’s in the project with the objective of assuring
quality of work and standard within the stipulated budget and time frame.
Towards this, the project will be organized as per the organization chart shown herein.
We believe that our firm is pioneer in introducing safety and health system to the
Construction Industry in Ethiopia. Also safety during the construction project is sometimes
influenced by decisions made during the planning and design process; we will establish a sound
safety system in the Project and strictly follow-up its implementation and precautions set out in
our Safety Policy and Procedures manual by assigning a Safety Control, an Engineer with
additional duty of seeing to Safety issues in the Project.
Unless the working environment is made to be safe and conducive for workers, it is clear
that it has a great impact on the progress of the workers in various aspects hence we will
obey all the statutory safety regulations and trade requirement throughout the time of
possible of the site from site handover to the end of the defect liability period. For practical

WORK
METHODOLOGY
It is our company objectives to mobilize and move onto site as soon as possible after the site is
handed over by the employer. Site establishment is a very important element in the
performance of any contract. If the site establishment is well planned and executed, the
contractor can greatly increase productivity and efficiency. A well -organized site which is neat,
tidy and clean will not only look professional but will also reduce waste, accidents and lost time
in searching for items that are needed.
The arrangement of site accommodation such as offices, storage sheds, mechanical service
yards and access routes is normally a first consideration when establishing a site. Other aspects
such as the location of services such as water, electricity and telephones can also play an
important part in the site layout. When planning the layout of the site, it is important to also
consider the owners or occupants of the areas next door to the site. Loud noise from a machine
can disturb the neighbors if it will be running for long periods, and complaints will be received
about this disturbance. In such a case, the machine should be shielded in order to reduce any
possible disturbance to a minimum.
When planning the site layout, our company will consider at least the following:
Location of the site.
Conditions on site.
Access to the site.
Drainage of the site.
Ground conditions (wet weather conditions, marshy conditions, ground movements).
Services available (water, sewers, electricity, telephones, etc.).
The type and quantities of material that is to be stored.
The type of construction equipment that is to be used.
Disposal sites for excess soil or rubbish.
Security on site (access security, security of materials delivered, etc.).
Accommodation requirements for the employer and his representatives.
Site facilities
General considerations
Different sites will require different types of site facilities. It is important to know what is to be
accommodated on site when the contractor starts to plan the site establishment. The number
of personnel, types and quantities of materials which will be required, equipment that will be
used, and the security requirements for the site must all be carefully considered.
Administrative offices
The administrative offices will vary depending on the size of the project and the duration of the
works. The number and quality of the office accommodation should be appropriate to the
length of time that site staff will be using them and by the number of personnel that will be
using them. The site offices will be as far as possible watertight, dust proof and of a solid
construction. Suitable lighting and ventilation will be fitted either in the form of windows or
lights.it is our company believes that good internal and external finishes will enhance site staff’s
working environment and will promote pride in their work.
Safety tools will be provided for workers. Canteen areas will be provided if the project is on a
remote site far away from existing settlements.
Ablution facilities
Toilets will be provided in sufficient quantity for all staff and workers including those employed
by subcontractors. The number of these ablutions should be appropriate to the size of the site
and should be well - kept. Clean water should be provided at all times for workers to drink and
wash with.
Providing good facilities can result in increased productivity, high morale in the workforce and
reduced labour force turnover.

Storage sheds are almost always needed to keep small tools, equipment and materials dry and
secure during idle time. These need to be built to the required size, and with the appropriate
amount of security for the site location and the nature of the items to be stored. Storage is
often also to be provided for subcontractors. When positioning storage sheds and areas, it is
important to reduce the amount of handling that is required for those materials. The more
materials are handled, the greater the possibility of damage or contamination and the more
expensive and time consuming it becomes to work with them. The type of materials or
equipment to be stored needs to be considered as well. Fuels have very strict storage
requirements. Plastic pipes may require shade from the sun in order not to be damaged whilst
Stored and electrical equipment will need to be stored in a dry place. Cement is normally stored
either in weatherproof stores, on platforms or pallets off the floor.
Certain projects require heavy machinery such as graders, bulldozers, excavators and dump
trucks. These machines need an area in which they can be maintained and also a location where
they can be safely stored overnight. Depending on the nature of the project, the machines may
be stored next to where they happen to be working, well away from the main site offices.
However, security must be provided for this situation. Servicing of machines is normally done
where they are working on a regular scheduled basis. Repairs are often required wherever the
machine breaks down, but often a central workshop is used to do major servicing or larger
repair jobs. A workshops area would be required for this type of support work.
Work areas
Work areas will include those parts of the site where the contractor will construct the works, as
well as any areas that are used to assemble or produce elements for the works. These areas
would include
pre - casting yards, batching plants, areas where reinforcing cages are tied ready to be
positioned and
Other areas where built - in elements are assembled prior to installation. These work areas will
be positioned carefully on the site in order to maximize efficiency in the construction process.
Careful planning will be done over the duration and function of some items that will function
within these working areas, so that they do not need to be relocated during the project, causing
delays to production.

Security
Site security is a critical part of the establishment. The perimeter of the site will be secured from
a health and safety perspective to prevent unauthorized persons from gaining access to the site.
Perimeter security is also required to prevent vandalism or damage to the works by
unauthorized people entering the site. Watchmen are usually posted at night or over weekends
when in order to maintain this security. Suitable accommodation needs to be provided for these
watchmen to shelter. Stores should be secured against theft and efficient systems put in place
in order to ensure that materials are not stolen.
METHODES STATEMENT
General
It is one of the Company’s objectives to introduce modern techniques to the construction
industry. In order to ensure the timely completion and quality of works, we exhibit our
methodology of the works as follows.
1. Mobilization
As soon as contract is signed and the necessary formalities are fulfilled, mobilization will be
started.
The mobilization involves organizing and making available for the construction works all
machinery, equipment, personnel, site offices & stores and the necessary facilities. Set up for
the above resources and facilities will be detailed out on a master plan. The main facilities to be
set up will be the following.
- Construction of Site Office for own use
- Construction of Site Office for Supervisor
- Construction of stores
- Avail construction materials, especially local materials( sand, aggregate, stone &
eucalyptus)
- Make ready both skilled and unskilled manpower
- Preparing stock yards for re-bars (including shade) , sand & aggregate, etc.
- Acquire telephone & fax lines, power supply & water
- Avail standby Generator
- Any additional facility as required by the Engineer
Tentative site arrangement for the above facilities will be made subject to the approval of the
Engineer (supervisor).
2. Site Organization
Site Organization and Management is the planning, running, overseeing and generally
organizing of the construction project. The firm believes that Site Managers and facilities are
the key to the success of a construction project. The firm will deploy a team of prominent
engineers mustered to implement the construction of the project. In addition, it will assign
qualified Office Engineers, Quantity Surveyor, Administrator, Accountant, Purchasers and other
staff to support the construction team.
In particular, the Project Manager will be basically responsible for running the construction site.
The candidate is a highly professional person, with several years in the industry.
3. Procurement
Procurement is a key element in this project, and there will be a considerable emphasis on it
through out the contract period. An on-site team under the control of a Project Manager will be
responsible for initiating purchase orders and monitoring their progress through various phases
of the procurement process. Regarding the procurement of sub-contract items, the sub-
contractor will be required to work out the procurement schedule based on the master
schedule and submit for approval. Then the status of the procurement schedule will be
monitored by the Project Manager and Chief Engineer at Head Office level.
Purchasing procedures include submission of catalogues & samples for approval to the
consultant in order to ensure that quality standards which are laid down in the specification.
Our procurement schedule will be issued for early vetting, in order to avoid risk of purchasing.
4. Planning

essential for the successful completion of any project. We summarize below some of the
numerous procedures and documents which make up the overall process of planning and

Based on the Master and Construction Schedules, the Procurement Schedules for the materials,
equipment & manpower required for the project will be prepared. The schedule will be
monitored such that they will be delivered in time and ensure the smooth progress of the
project works.
Monitoring and Reporting
Monitoring of the progress of all activities, on-site and off-site will be carried out on a weekly
basis for internal reporting. If and when important and if approved by the supervisor,
Subcontractors’ progress will be reviewed with each specialist at regular meetings for both on-
site and off-site activities. The interfaces of the subcontractor’s activities will be reviewed to
ensure coordination of their activities.
5. Construction
5.1 Surveying
The site, at which the construction will be implemented, is closely observed by our company as
we have attached a photograph of it on the last page of methodology and topographic survey of
the overall site will be conducted before commencing the earthwork if we get a chance to work
on the site.
5.2 Earth Work, Bulk and Trench Excavation
Both bulk and trench excavation works will be done by Bulldozer, Excavator and Backhoe
Loader as per the design requirement. A careful consideration will be made to environmental,
infrastructure and social issues. High capacity Dump Trucks will be assigned to cart away and
shuttle the excavated material.
Testing of Materials
Before starting any concrete works of the project physical and chemical tests will be carried out
on sand and aggregate to be used for the works at a laboratory acceptable by the Engineer. The
test results will be submitted to the Engineer for approval. The water to be used for concrete
mixing & curing is to be obtained from the municipality line which is used for drinking water.
Mix Designs
After checking the suitability of sand and aggregate for the use of concrete; and they are
accepted by the Engineer, mix designs for the various grades of concrete will be made using
different proportions of the sand, aggregate, cement and water cement ratio. Based on the mix
design results, the mixes to be used for the various grades of concrete will be submitted to the
Engineer for approval.
Preparation of Ingredients
Standard wooden boxes will be prepared for measuring the quantities of ingredients to be used
for the different grades of concrete based on the mix designs approved by the Engineer. In
order to ensure the production of good quality concrete, the silt contents of the sand
aggregates will be kept to minimum allowable limit, if required even by washing with water.
Mixing
Mixing is a very important parameter in achieving a homogeneous paste which is vital in
attaining the required concrete strength. Therefore, to ensure homogeneous mixing of the
ingredients, efficient mixers will be used.It is evident that such machine-aided methods provide
efficient and quality works.
Casting
Casting of concrete will be done using concrete pumps, Truck mixers, Tower crane, and Mobile
mixer and Hoist pulley where appropriate.The fact that the Firm uses machines for such works,
quality and efficiency can be assured both to the Client and the Contractor. This is one of the
competitive advantages that the Firm enjoys.
Test Cubes
In order to check the quality of concrete works, test cubes will be prepared from the respective
batches of concrete as per the requirements of the contract specification and as directed by the
Engineer.
5.4 Reinforcement
The reinforcement bars to be used for the project will be purchased from reliable suppliers. In
order to ensure the required quality of reinforcements, all reinforcement consignments will be
accompanied with test certificates. Since test certificates could be easily fabricated, we would
also take a sample of bars from each diameter and make a test from a recognized testing
company and then we will ask approval from the supervisor before dumping any sort of
reinforcement on site. Due to the large consumption and size of the reinforcement bar, our firm
will employ qualified Bar Benders and machines to streamline the just-in-time production of the
required steel bar.
5.5 Formwork
Formwork will be supplied by our firm in sufficient amount and good quality. The
formwork to be used will be metal panels, steel scaffolding and props and timber formworks
where appropriate. Regarding the scaffolding, metallic and wooden members will be used for
the deck work. In addition, the firm will ensure that design shape and sizes are followed and
executed by using appropriate material and size of formwork.
The hollow blocks required for the project will be purchased and or produced on site.
Moreover, samples will be taken and tested at a laboratory acceptable to the Engineer.
Our firm will tweak its standard building methods to suit the required material production need
of the project. For this purpose the block work will be carried out in such a way that the final
outcome ensures standard requirements by using quality hollow blocks and employing qualified
and well-experienced Masons.
6. Quality Control
Our Firm believes that as with cost control, the most important decisions regarding the quality
of a completed facility are made during the design and planning stages rather than during
construction. Quality control during the Construction the project consists largely of insuring
conformance to the original designs and planning decisions.
While conformance to existing design decisions is the primary focus of quality control, from
experience we noted that there are exceptions to this rule. For instance, if we found unforeseen
circumstances or incorrect design decisions or changes desired, we will bring the matter to the
Consultant to re-evaluate design decisions during the course of construction.
In our opinion, since the requirement of the Project as regards to quality may be to the highest
standard, we believe that the construction materials to be supplied from local sources and
abroad need approval by the consultant prior to their delivery to the construction site.
Quality work is a function of using approved quality materials, deploying qualified & competent
manpower and appropriate machinery & equipment. Therefore, our firm will do its best to

ensure this requirement. In view of this, our firm will give due attention to get approval of all
materials required to undertake the works.
Demobilization will be effected with proper site clearing and removing of all ancillary works as
ordered by the Client and the Consultant. The firm will exert all the required effort to comply
with the required precautions, and instructions with special attention to environmental and
social issues.
A great care should be taken in keeping the safety and health of employees, Consulting staff
and Client’s representatives and properties while closing out.
Even though cleanings are carried from time to time final clearing will be performed to the
satisfaction of the engineer. Removal of temporary buildings constructed for the use of the
contractor, the engineer & construction equipment, which was deployed for the work, will be
removed from site. All temporary works, scaffoldings will also be dismantled and removed from
site after completion of the work.
Moreover, the monthly cumulative value of planed work during the project period is presented
in the form of S-Curve. This can give a brief indication to the Client about the cash-flow
requirement of the project during the contract period.
The following pages describe the details for quality of work control for each item.
1. INTRODUCTION

details specified in the contract document always precede before the application and use of it.
There are also checklists and forms that help us record of the incidences affecting the work
and as references. In addition, the standard technical specification is used as references on the
preparation of this check-list.
3 SEETING OUT
The overall setting out will be done totally basing it on the city urban and planning master
plan which we are sure considers all the nearby infrastructure especially nearby road. This all
consideration will be done by the collaboration of our supervisor and the city Engineer.
CHECK:-
3.1 The setting out is done correctly with proper measuring tape and accurate
leveling instrument.
7 BACKFILLING
CHECK:-
7.1 All backfilling to be in layers and compacted to 95% of maximum dry density in
accordance with the standard technical specification.
8 HARD CORE
CHECK:-
8.1 Stone for hardcore is sound and approved quality.
8.2 All stones in the hardcore are of approximately equal and recommended size.
8.3 All hardcore in well rammed and consolidated with the top surface blinded with crushed
aggregate of 20mm. thickness in accordance with the standard technical specification.
8.4 The thickness of the hardcore satisfies the specification or design.
8.5 The placing of stones to result in minimum voids.
9 CONCRETE
CHECK:-
The rigidity of the scaffolding and buttering
The leak-tightness of joints between for work cements
Conformity of the dimensions of the formwork with the (drawings)
The cleanliness of the formwork
10 FORM WORK
CHECK:-
10.1 Formwork is so constructed that it can be stripped from the hardened concrete easily
without hammering or without such shack or vibration in order to protect the concrete
of reduces labor cost.
10.2 The bracing of the formwork. The formwork must be strong enough to carry the load
until the concrete is strong enough to carry itself and hardened sufficiently.
10.3 The inside surface of formworks shall, except for permanent formworks, or unless
otherwise agreed by the engineer, are coated with a release agent.
10.4 Release agents do not came into contact with the reinforcement and anchorages, and
should not be visible on the finished works.
10.5 Wooden formworks for unexposed concrete surface are executed of the same
thickness.
10.6 Wooden formworks for exposed concrete surface are generally of tongued and
grooved boards of the same thickness and formwork knots, bolos, cracks and splits.
10.7 Framework lumber shall be kept under shed ad in varying thickness and width and
shall be constantly aerated and underweight to prevent it from decay.
10.8 Before any concreting stars, the formwork has the right dimensions and is level and
straight.
10.9 Before any concreting starts, all formworks are thoroughly cleaned out and free from
holes and dirt.
10.10 The top level of the formwork is ate the same level as the top of the finished concrete.
10.11 All formwork is removed without any damage to the concrete during the striking.
10.12 After removal of the formwork remedial treatment to surfaces of the burdened
concrete is carried out immediately with cut
10.13 Where intended to re-use formwork it is thoroughly cleaned and made good to the
satisfaction of the engineer.
10.14 Stripping of formwork not to be done until concrete is sot i.e. should ring under a
hammer blow. In no circumstances shall formwork be struck until the concrete attains
cube strength of at least twice the stress to which it may be subjected at the time of
striking.
10.15 All formwork construction and quality should comply with the standard technical
specification.
11 STEEL REINFORCEMENT
CHECK:-
11.1 Steel reinforcement is steered in clean condition. it should be free from loss rust.
11.2 All reinforcement bars are of the specified quality and in accordance with the standard
technical specification.
11.3 Given in the design in cases where certificates for ultimate strength, yield stress,
elongation and cold bond tests are not issued by the manufactures.
11.4 The dimension, length and shape of the reinforcement bars is according to the
drawings and specifications.
11.5 Bonding of reinforcement bars is done with adequate bonding tools. But heat is
strictly not allowed for bonding of reinforcement bars.
11.6 All bars with cracks or splits at the bond are not used for construction.
11.7 All mild steels have their ands booed, and the bonding radius meets the specification.
11.8 All reinforcement bars are clan and free from loose rust, grease, oil, or tar and other
kind of dirt.
14 STRUCTURAL WORK
CHECK:-
14.1 The shape and size of structural steel members comply with the requirements of the
specification and the manufactures standards.
14.2 Size, location, elevation and plumbing of another bolts.
14.3 Condition and capacity of welding equipment.
14.4 Conformity of electrodes to specifications and correct usage.
14.5 Production and assembly of Stoll is carried out in accordance with the detail drawings
and specifications.
14.6 Steel before and after fabrication is straight and free from twist or other damages.
14.7 Cutting is done by shearing, cropping, sawing or machine flame cutting.
14.8 Cutting by hand operated flame is approved.
14.9 Sheared or dropped edges are dressed to a neat machine work and are prepared for
welding finish.
14.10 Welded section are inspected and approved prior to priming.
14.11 The maximum gap for butt welded sections is less than 3mm.
14.12 Each weld is continuous, sound and without interruption and free of creators.
14.13 Slag is taken away immediately after welding and the weld cleared with metal brush.
14.14 All ends of rectangular, square and circular sections (RHS, CHS) are sealed by
welding to prevent ingress of moisture.
18 FLOOR FINISH
CHECK:-
18.1 Floor tiles are laid on floor screeds with approved glue and in accordance with
manufacture's instruction.
18.2 Only tiles free from defects are used for the construction.
18.3 Damaged tiles are replaced with good ones at the contractor's expense.
