experiencing the On The Job Training (OJT)to know if the learning
outcomes that program goal provided by CoCJE are still
functioning. The learning outcomes includes,A. Conduct
criminology research and further studies,B. Ensure public safety
and order maintenance,C. Prevent, suppress and control crime,D.
Investigate and detect crime,E. Enforce laws, rules and
regulation,F. protection and properties,G. Encourage research and
inquiry on the nature, causes, treatment or punishment of
criminal behavior and how criminal justice function and respond
to crimes, criminals and victims,H. Prepare the students for
career in crime prevention, law, enforcement, Scientific crime
detection, correctional administration, Public safety and allied
fields ,F. Foster the values of leadership, Integrity,

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter presents the review of related literature

and studies gathered by researchers. It discusses related

literature that has bearing on the present study. Likewise,

related studies are also forwarded in order to shed light in the

different studies conducted.

Related Literature

From foreign to local literature, according to the study results

the Intended learning outcome (ILO) are very helpful to our
criminology interns in developing their ability and skill as well
as modify their knowledge for applying in future professions.

According to Tan, S.H.S., Lim, F.S., Lee, J.W.Y & Ho, S.Y. (2020)
Intended Learning Outcomes (ILO) are written from students’
perspectives to help them gain clarity of what they should be
able to do by the end of the course. The purpose of ILO is both
to guide faculty academic staff to design constructively aligned
assessments and learning activities, and to provide students with
a roadmap for their learning.

Learning outcomes for students with different levels of prior

work-experience is assessed. The paper extends prior,
theoretically based literature by providing an exploratory
evaluation of the experiences of students undertaking a specific
simulated internship. This evaluation is important because it

7
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

enables students and higher education providers to evaluate the

extent to which a simulation is likely to meet the learning needs
and expectations of individual students and student groups.
Despite the critical importance of such an evaluation, prior
literature has thus far focused on theoretically based
evaluations and comparisons of simulated internships, with
empirical evidence being largely absent from the literature.
Using a series of semi-structured interviews with students, the
current paper shows that the evaluated simulation was generally
able to develop cognitive, skill-based, and affective learning
outcomes, and that students’ learning outcomes were strongly
influenced by their prior real-world work-experience. By
Bayerlein, L. (2020).

In the study of Joyce Fe A. Libradilla,Cristine E. Daig,Joy T.

Mosquiter and Rona C. Apolinario (2023). The role of internship
in the field of criminology cannot be overstated, as they
provide invaluable practical training that can shape the
potential of aspiring criminologists. This study aims to assess
the influence of criminology internship in enhancing the
knowledge and skills development of interns. Data was collected
from all the 60 criminology interns at Davao de Oro State
College. The results of the study indicate that criminology
internships have a significant influence in improving the
knowledge and skills development of criminology interns. These
findings highlight the importance of practical training in the
development of criminology interns, as they provide an
opportunity for students to apply theoretical knowledge to real-
world situations.

A. Conduct criminology research and further studies.

In the book of Digest of Criminology by, Igor Yu. Nikodimov

(2019). Criminological research refers to the process of
collecting, processing and analyzing criminological information.
Comprehensive criminological research involves the courage of the
whole complex of elements that make up the subject of this
science. depending on the goals, the object of the study may be
the individual elements of the complex.

B. Ensure public safety and order maintenance.

Community Police Forum. Pocket Guide. (2014). Community police

forums are an important mechanism to ensure community-oriented
policing, community-oriented policing goes much further than
simply the existence of CPF. Community-oriented policy must speak
to the manner in which the police operate and how they understand
and engage with the communities they serve. Equally, this
philosophy must recognize that policing is not something done to
people but rather something that is done with people. Since the
inception of this relatively new concept, this has resulted in
the formation of other relevant structures which play a
significant role in terms of crime prevention, and these are
Community Safety Forums (CSFs), Community Crime Prevention
Association (CCPA),

C. Prevent, suppress and control crime

The very concept of the state’s response to violation of the

established prohibitions has changed. If in the old version of
the laws, punishment for committing a crime was the main
preventive measure, then in the new understanding the key efforts
of the state should have been focused on preventing the very
event of a crime. On the one hand, this is an absolutely correct

9
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

step, since it is much more profitable for the state (in socio-
economic, political and other respects) to keep the population
from violating the established rules than to be forced to launch
a complex and expensive criminal procedural mechanism (to
identify, disclose, investigate crimes, consider them in court,
execute punishment, etc.). On the other hand, in the new laws,
the term “prevention” is used ambiguously, to both characterise
“crime prevention” activities and characterise “crime control”
activities. The research objective is to find the most optimal
ways to eliminate theoretical and practical contradictions
arising from the law enforcement in connection with the tautology
of the texts of federal laws in the field of combating crime. By
Anna Paviona Alekseeva.

D. Investigate and detect crime.

Investigation in the field of network forensics involves

examining network traffic to identify, capture, preserve,
reconstruct, analyze, and document network crimes. Although there
are different perspectives on the practical and technical aspects
of network forensics, there is still a lack of fundamental
guidelines. This paper proposes a new detection and investigation
model for capturing and analyzing network crimes, using design
science research. The proposed model involves six processes:
identification, verification, gathering, preservation,
examination, analysis, and documentation. Each process is
associated with several activities that provide the investigation
team with a clear picture of exactly what needs to be performed.
In addition, the proposed model has a unique activity, namely
reporting. Iman S. Alansari (2023).

E. Enforce laws, rules and regulation.

10
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

Siregar, Syawal Amri and Siregar, Gomgom. T. P and Lubis,

Muhammad Ansori (2020). Crime prevention in the perspective of
criminal law policy is pursued by a policy approach, in the sense
that there was integration between criminal politics and social
politics and integration between efforts to tackle crime by using
penal and non-penal means. In the effort to countermeasures with
crime, criminology has an important position to learn about
crime, criminals and the society's reaction to crime, so
appropriate steps can be arranged and planned in the context of
efforts to combat crime. This research was an empirical juridical
research using several approaches, namely normative approach,
case approach and legal principles approach. Data analysis of
this research was conducted using qualitative data analysis
methods. The findings of this research were about street crime
which were motivated by 2 (two) factors, namely internal factors
and external factors. Internal factors were factors that
originate from within oneself, such as, psychological condition
(psychiatric), low understanding of religion and external factors
originating from outside the self-protective actors, namely
social factors, such as economics, education.

F. Protect lives and properties.

Cities have long been of interest to international development as

well as to criminology. Historically, criminology as a social
science emerged as a response to urbanization and the new
opportunities created by cities for criminal activity and
victimization. Rodriguez-Spahia, D. and Barberet, R. (2020) Thus,
Sustainable Development Goal 11 (SDG 11), which ‘aims to make
cities and human settlements inclusive, safe, resilient and
sustainable’, is ripe for criminological input and analysis. SDG
11 tackles housing and basic services, transport systems, urban

11
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

planning, cultural and natural heritage, disaster prevention,

environmental impact, and safe, inclusive, and accessible green
and public spaces. There has been ample criminological research
on crime and victimization in various types of human settlements,
on transport systems, on the looting and trafficking of cultural
heritage, on crimes associated with natural disasters and on the
importance of public leisure areas for crime prevention.

G. Encourage research and inquiry on the nature, causes,

treatment or punishment of criminal behavior and how criminal
justice agency’s function and respond to crimes, criminals and
victims.
Over centuries, criminality has been an integral part of societal
structure and culture. Criminology is an amalgamation of
different disciplines seeking to identify the causes of crime and
criminal behavior. The primary focus of criminologists lies on
the identification of the patterns, behavior, and sociological
aspects of crime. Due to cultural, social, and political changes,
society can deem certain behaviors criminal or decriminalize
them. This directly impacts the crime rate and the allocation of
resources within law enforcement agencies. Criminology is
critically engaged in finding solutions to issues related to
crime and justice. The cause of a crime is one of the significant
areas of criminology, and criminologists identify various factors
to explain why a person commits a crime. This chapter discusses
the various fields of criminology, factors responsible for crime
and criminal behavior, theories of crime, and the criminal
justice system. Hansi Bansal,Ashish Badiya, Raju Tandan and
Neeti Kapoor (2023).

H. Prepare the students for careers in crime prevention, law,

enforcement, scientific crime detection, correctional
administration, public safety and allied fields.

12
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

There were few cooperative programs existing that pertained to

research, training, and experiential education internships or co-
ops between justice agencies and institutions of higher education
in the United States before the passage of the Omnibus Crime
Control and Safe Streets Act (OCCSSA) of 1968 and the programs
that were derived from that act, such as the Law Enforcement
Assistance Act (LEAA) and the Law Enforcement Educational Program
(LEEP). Peter Charles Kratcoski and Peter Christopher Kratcoski
(2021). The law resulted in the creation of hundreds of law
enforcement and criminal justice degree programs in institutions
of higher education throughout the United States and an influx of
students who enrolled in the criminal justice programs who were
funded by LEEP grants. In addition, funds from grants were
available for research pertaining to justice-related matters,
educational programs such as workshops, and travel for field
trips and seminars. Justice agencies became more receptive to
having university students tour their facilities and complete
internships.

I. Foster the values of leadership, integrity, accountability and

responsibility while serving their fellowmen, community and
country.

Throughout the world, different countries are trying to create

closer synergies between the needs and purposes of their
education training systems, the local and regional labor markets,
and their national economies. This is largely a result of an
international consensus which, though contested, argues that
people and organizations need to embrace new skills and knowledge
at regular periods in order to meet the challenges of a much more
dynamic and unstable economic climate. Such developments ask
important questions of national education systems in terms of

13
INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

curriculum content, teaching and learning processes, skills

acquisition and expertise of educational professionals. In an
environment where there is lack of a systematic and accurate
examination of employment outcomes of vocational training
graduates such as is the case in Botswana, it is difficult to
establish any synergy between the economy and labor markets. In
such cases, tracer studies could be used as a means of
maintaining curriculum relevance and providing targeted benefits
to graduates to enhance marketability of vocational programs.
Adequate knowledge on employment outcomes of vocational training
graduates could assist in formulating policy towards combating
some of social problems such as unemployment. (Bolaane, et.al,
2010)

INTERNATIONAL SCHOOL OF ASIA AND THE PACIFIC COLLEGE OF CRIMINAL JUSTICE EDUCATION

Based on the insights gained from the Learning Feedback Diary, it

is recommended that further research be conducted to explore the
specific strategies and experiences that contribute most
effectively to the preparation of criminology graduates for
careers in crime prevention, law enforcement, scientific crime
detection, correctional administration, public safety, and allied
fields. This research could delve into the qualitative aspects of
the On-the-Job Training activities, seeking to identify best
practices and effective learning methodologies. Additionally, a
longitudinal study could be undertaken to assess the long-term
impact of these learning experiences on the success and
satisfaction of graduates in their respective careers. Such
research endeavors would provide valuable guidance for refining
criminology education programs and optimizing the alignment of
curricula with the needs of the ever-evolving field.
