MONTHLY DEVELOPMENT REPORT

February 29, 2024

I. INTRODUCTION: This is a periodic Development Report of COPLAN (COPLAN

CODE) of Tampilisan Municipal Station- PNP Drug Enforcement Group targeting Mr. Bern E.
Montanez. This report covers the period of February 20-28, 2024.

II. DEVELOPMENTS:
a) AGENT ACQUISITION/TERMINATION

Agent 1, pretending to be a mango vendor was in the vicinity of the subject was not
spotted.

Agent 2, pretending to be a civilian bumped shoulders with the subject.

Agent 3, pretending to be a vendor sold cigarette sticks to the suspect.

Agent 4, drove by using a motorcycle in the vicinity of the suspect approximately

about 6 meters.

Agent 5, pretended to be a meat vendor in the public market.

b) OPERATIONAL ACTIVITIES OF THE AA FOR THE PERIOD

The subject, identified by alias "Tuko," has a preference for purchasing cigarettes
and alcohol in close proximity to the public market. Subsequent to these transactions,
“Tuko” partakes in leisurely walks around the JRMSU-TC oval. His current place of
residence is the Subong Boarding House, situated in ZNAC, Tampilisan, Zamboanga del
Norte, where he resides alone.

The individual has a history of anger outbursts and is a graduate of criminology,

known for involvement in trouble and gangs. During his college days, he frequented the
Jumawan Videoke House to drink with his friends.
 c) INFORMATION ACQUISITION
The information regarding the subject is obtained through background checks
and

investigations. The investigation is conducted discreetly with the help of the mobilized agents.

d) PROBLEMS
The investigation was conducted smoothly with no difficulties encountered.
e) PLANS
The Buy-bust operation will proceed to take place as planned.
f) CONCLUSION
COPLAN is viable and will proceed as planned.
