In this 2014EFY environmental and social safeguard monitoring and supervision was done on
infrastructures implemented such as access road, PTC, LMC, AHP, Rangeland and water
development infrastructure in Somali and Afar DRSLP-I. The findings in relation to ESS are
namely;

 It is witnessed that the subprojects have no major adverse effect. However, as there is
mountain above the access road constructed at Adigino, Gara-Kubi & Melkaka routs in
Goljano woreda and Elidaar woreda from Su’ula-karbilo Which may cause flood when there
is a rain and could be easily damage. But some site-based impacts such as misplaced of
drainage structures in significant places of the road, Flood on road edge and bridges.
 AHP and PVC are the best solution to protect the livestock disease at local area or at point
source and create a confidence of the community with their livestock that constructed in
Mubarak, Marsin, Raaso, Qubbi and Hadagala woredas of Somali Region and Siylu, Burka,
undergalo, Leleda, Diyara kusurawad in afar Region. Some adverse impacts such as medical
waste generate and lack of awareness on waste management. Those impacts reverted by
proper using of incinerator and provide relevant training for medical waste management.
 Rehabilitation and Construction of new LMC implemented in Somali Region at Mubarak,
Qubbi, Ararso, Hadagala and Raaso have been changed the perception of livestock market at
scattered place and collect together and facilitate at one place which promote the
communities sold their cattle at a fair price. Some adverse impacts such as solid waste
generation, Hygiene and sanitation problems were observed. Construct market toilets
(separated between man and woman), Provide awareness creation training on Sanitation,
providing proper waste disposal and sewerage facility for those markets center were
recommended and already implemented.
 The Borehole located constructed in Somali region at Goljano, Ararso, Mubarak woreda
were observed and adverse impact was, around the BH there are Swamp around trough, Soil
Erosion, Sedimentation and flood which can harm the BH and make difficult to enter for use
and maintenance. To reduce and minimize the social and environmental impact pave the area
around channels and water points at least 5 m in each side and construct the diversion ditch
to divert the flood from the upstream of the Borehole and application of SWC structures
around the Borehole.
 Ponds constructed at Ararso, Kubbi woredas at Somali Region and Afar Region at Erupt
woreda Adu kebele have not major impact to provide the services for the local communities
but Siltation problem & lack of fence were observed. Reducing silt protecting catchment area
and applying SWC structures around the catchment area and cleaning silt trap before the
coming rainy.
 Hand dug well rehabilitated at lasderkele kebele in keberdahar woreda has not fence and it is
not protected from the animals and human being. To resolve this problem, it is recommended
to protect by construction of fence with wire and its completed
 The rangeland development in Somali Region at Kubi woreda is needed as starting point for
community to develop their own rangeland for their animal feed. However, its fence needs to
be maintained and apply the physical soil and water conservation in this area closure.
 Micro Dam constructed in Afar Region at Elidar woreda su’ula kebele is on construction
project. During the supervision the reservoir block or closing of rural road between
community and kebele administration. The issues solve by establish and create alternative
access road for the community.
 Construction of new PTC in Afar Region at Adaar, Elidaar, Erepti, Hdelela, Afdera, Afdera
woredas have no adverse that may affect social and environment creates the access of
training for all households include women and promote the women discuss outdoor of their
home. On the other hand, create awareness about husbandry and learn from the
demonstration. However, most of them were there were scarcity of water at all. This could
solve by applying roof water harvesting system to reduce the stress of scarcity of water and
remove the prosopis by participating the local communities or local governments.
