1.0 SCOPE

This Standard provides general recommendations, instructions and guidelines for


receiving, issuing, returning of Saudi Electric Company (SEC) materials from
contractors, loading, hauling, unloading, storage and caring for such material or for
the material arranged by the contractor himself in case of Lump Sum Turnkey Projects
(LSTK projects) at project storage yard, reloading and hauling of the material to
individual structure sites in the field, in connection with overhead transmission line
projects for the power transmission system of SEC in Saudi Arabia.

2.0 PURPOSE

This Standard is applicable to Lump Sum Turnkey Projects (LSTK projects) where
material is arranged by the contractor for erection and installation of transmission lines
as well as to the projects where material is supplied by SEC to the contractor. The
purpose is to present the methods adopted and the equipment commonly used to store
and handle materials in the construction storage yards and delivery to construction
sites.

3.0 ISSUE AND RETURN OF SEC MATERIAL

The contractor shall designate his Construction Superintendent who shall be


responsible for the material either arranged by the contractor for LSTK projects, or
supplied by SEC for the projects other than LSTK to the contractor. The construction
superintendent shall collect and arrange for loading the issued material and transport it
to the designated storage yards as close to the line as practical. He shall sign the
receipt for the materials and shall be responsible for its proper storage and handling
until it has been placed in the transmission line ready for service or returned to SEC in
case of non LSTK project.

For the return of surplus and salvaged material to SEC central stores, the construction
superintendent shall give at least 24 hours advance notice to SEC, including the items
and quantities involved. The procedures as set out in the MMD Manual 370-001 of
SEC shall be followed for return of material. Return of materials at times other than
SEC regular working hours shall be permitted only with the written approval of SEC
site engineer and the SEC MMD/W&DD Superintendent.

4.0 PROJECT STORAGE AREA

4.1 General

In order to prevent theft/loss of materials/equipment, the CONTRACTOR shall take


all necessary measures and precautions including but not limited to the following:

4.1.1 All materials provided shall be stored in safe and secured locations
protected by proper fence, even if it is stored for a short period of time.

4.1.2 The equipment/matterials to be stored shall be kept in locked containers


or any appropriate method of storage such that the materials/equipment
are not easily noticeable by people with intention of theft or pilferage.
Moreover, such containers shall be placed at a distance from the fence.

4.1.3 The factors (i.e. temperature, humidity etc.) affecting storage of


materials/equipment being stored in containers to avoid any damage
during storage period.

4.2 Location

4.2.1 Storage areas shall be near the project site, preferably near the center of
the transmission line project under consideration. If the length of the
transmission line is in excess of 80 km, two or more storage areas shall
be considered depending on the actual length, in order to reduce the
time for delivery of materials to various structures.

4.2.2 To the extent possible, storage area shall be located near existing
Highways or good roads. Where this is not feasible, contractor shall be
responsible for making suitable arrangements to ensure safe transport of
materials to and from the storage areas.

4.2.3 Storage areas shall be located away from low level areas to avoid
inundation during rains and shall be accessible at all times during the
period of the contract.

4.2.4 Camp facilities for workmen of the contractor shall be provided near the
storage areas. The storage area shall not be used as a parking place for
contractor’s vehicles and equipment.

4.3 Size of Storage Area

This will depend upon the Size and type of Transmission line to be erected.
Figures 02-1 and 02-2 show the approximate space requirements to store
materials for five to fifty steel towers. These are for estimation and guidance
purposes only and the contractor shall submit detailed layout for SEC approval
before finalizing the storage area. Sufficient space shall be provided for
maneuvering trucks and lifting equipment for unloading and loading of
material.

4.4 Office in Storage Area

4.4.1 Office space shall be provided within the storage area for the store
keeper for preserving and maintaining records of receipts and deliveries
of material to the construction crew. Porta-camps or portable houses
may be used for this purpose.

Office facilities shall be provided in the same enclosure for SEC Site
Engineer and Project quality Engineer, as specified in the project scope
of work.

4.4.2 The storekeeper designated by the contractor shall have a complete set
of the plants and specifications of the project. He shall also have a
complete bill of materials, bills of lading etc. and copies of all shop and
fabrication drawings for checking the materials as and when they are
delivered to the site for storage.
4.4.3 Adequate number of approved class ‘A’ or ‘ABC’ portable fire
extinguishers shall be provided in accordance with SEC safety
standards within the storage yard, site office and also located at the
outside wall, near the entrance door of the office building.

5.0 MATERIAL AT PROJECT STORAGE AREA

5.1 Inventory Control at storage yard

The construction superintendent and storekeeper shall preplan a tentative


arrangement for the unloading, placement and storage of materials as they are
delivered to the storage area. The contractor shall submit a proposal for SEC
approval regarding the procedures and paper work to be adopted in connection
with the receiving and return of materials and maintenance of records so that
an accurate inventory of materials is available at all times.

5.2 Storage

Materials shall be carefully handled during all phases of the work and shall be
stored by placing them on suitable blocks or racks so that no part of the
material is in contact with the ground

In storage and at tower site, all tower steel shall be kept clear of the ground in a
clean and tidy condition. Contact with standing water or other substances likely
to attack galvanizing shall be avoided.

Where lumber form, damaged poles or similar materials are used as blocks,
they shall be free of any protruding nails or other metal which could damage
any material stored on them and/or cause injury to personnel

During the course of the project, the material storage area shall be kept neat
and clean and the growth of any vegetation kept to a minimum.

Good housekeeping and compliance with environmental requirements shall be


ensured.

5.3 Unloading and Loading of Material

The equipment used for unloading and loading of material shall be of suitable
size and capacity. For safety reasons as well as to avoid damage to the
materials, under no circumstances shall any handling loading/unloading
equipment be overloaded. The handling loading/unloading equipment will
generally range from a truck with an A-frame, Carry-lift loader, crane to
flatbed trucks with hydraulic lift. The actual equipment required will depend
on the type of materials to be used for the project.

The contractor shall submit a list of loading/unloading equipment he proposes


to use for the project. Such equipment and their operators shall be certified by
SEC as applicable.

5.3.1 Steel Tower Members and Monopoles

a. Care shall be exercised at all times so as not to damage the surface


coating or deform the members. No steelwork shall be dragged over
the ground surface or handled in such a manner as to damage the
galvanized surfaces. The storekeeper and SEC site engineer shall
inspect delivered steel members for any bends, twists and other
damages, including damages to surface coatings and bring them to
the notice of the contractor who shall be responsible for repair or
replacement of the same. Any damages due to mishandling or use
of improper equipment by the contractor , shall be repaired or
replaced as directed by SEC at the cost of the contractor.

b. Bare wire rope or steel chains shall not be used for loading and
unloading of steel members, unless adequate protection of the
surface coating is ensured.

c. Throwing of tower steel into piles on conveyances, onto the ground,


or skidding of steel members over each other is not permitted.

d. Structural members shall not be dumped, dragged, dropped, rolled


or used as loading/unloading skids or blocks. They shall be stored
according to size, length and markings. The maximum weight of

steel bundles shall not exceed 1800 kg to facilitate handling.


Members with dissimilar finishes shall not be stored over one
another.

e. Heavy members shall not be stacked over lighter members. Blocks


shall be used for storing the members above ground level and also
to separate layers of stacked material. Members shall be suitably
supported to prevent bending and distortion as well as to allow
water to drain from the material. When extended storage is
anticipated, suitable spacers shall be placed between the nested
pieces to ensure adequate ventilation.

f. All superficial rust stains, corrosive salts and other foreign materials
deposited prior to or during installation of the towers shall be
removed without causing damage to the protective surfaces.

5.3.2 Wood Poles

a. Care shall be exercised at all times so that the wood poles are not
scuffed or piked to the point that damage may occur. The
storekeeper and SEC site engineer shall inspect the poles for any
damages and shall set the damaged poles aside. Rejected poles are
to be replaced. Any damages due to mishandling or use of improper
equipment by the contractor, shall be replaced at the cost of the
contractor.

b. Wood poles are usually transported on flatbed trailer trucks. Great


care shall be exercised to avoid all possibilities of an accident.
Before loading and the flatbed trailer brakes shall be set and the
wheels chocked to prevent trailer from moving. Wood poles shall
be separated into stacks or piles according to types, lengths or
classes.
c. The storekeeper shall inspect the stacks holding the poles to ensure
that the poles are secure before cutting the banding wires. The
banding wires shall be cut from the end of the poles cautiously by
the lineman on the ground. The poles shall then be lifted off the
flatbed trailer by using carry-lift loader or a suitable sling or
covered chain attached to the hook of the lifting equipment.

d. Wood poles shall not be dumped, dragged or dropped when


unloading from trailer. The poles shall be set on wood blocking,
preferably made from used poles.

e. Three or more poles per stock or pile shall be used. For poles more
than 21 meters long, additional blocks shall be used. The poles shall
be stacked or piled such that the pole taper position alternates on
consecutive layers.

f. The unloading and reloading of X-braces shall be done by hand. X-


braces shall be carefully and neatly stacked on blocks,
approximately fifteen X-braces one way and fifteen in the other
direction. Blocks shall be used between layers to prevent hardware
from marring or gouging the wood part. Spar arms and cross arms
shall be stacked according to the types and sizes.

5.3.3 Conductors and Ground Wires

For the handling, loading and unloading of conductors and ground


wires refer TCS-P-104-02.

5.3.4 Insulators and Hardware

For the handling of composite insulators refer TCS-P-122-09. Porcelain


and glass insulators shall be retained in their transport crates up to
delivery to the structure site and prior to installation. The crates shall be
stacked on boards or wood blocks. They shall be stacked four to six
crates high in long rows of the same classification and type.

5.3.5 Miscellaneous Items

Miscellaneous materials including items such as structure hardware and


conductor hardware, shall be stored in the same boxes as shipped by the
manufacturer. These shall be stored in any convenient accessible area
of the storage yard. Paperboard boxes shall be protected from weather
and small hardware shall be stored in an enclosed storage area.

6.0 MATERIAL AT PROJECT SITE

The contractor shall be responsible for the safe transport and delivery of all material to
the project site. Before delivery to site, all items shall be segregated based on the
actual requirements at the structure site. The contractor shall designate his
representative who will be responsible for the materials delivered to project site and
also maintain a record of such deliveries.

6.1 Steel Tower Members

The method of handling, storage and precautions to be taken shall be as


specified in clause 5.3.1 of this standard. Small materials and hardware shall be
placed in wooden boxes to ensure that these are not lost, misplaced or damaged
during handling, before and during the course of construction.

6.2 Wood Poles and Steel Monopoles

6.2.1 The unloading of poles at the project site is the reverse of the loading
procedure used to load the poles on the trailer. The top pole is unloaded
at the first structure location, the next pole at the second structure
location and so on. The pole shall be unloaded with the butt placed
closer to the pole stakes, with tops toward the direction of the next
structure location. Hardware shall be placed in wooden boxes to ensure
that the material will not be lost, misplaced or buried in the sand.

6.2.2 The method of handling, storage and precautions to be taken shall be as


specified in clause 5.3.2 of this standard.

6.3 Conductors and Ground wires

6.3.1 For the handling, loading and unloading of conductors and ground
wires refer TCS-P-104.02.

6.3.2 The conductor and overhead ground wire reels shall be delivered at
designated tension sites along the transmission line right-of-way,
adjacent to the location of the tensioning equipment.

The lengths of conductor delivered at every tension site shall be


identical or matched to have a smooth stringing operation and to
minimize waste of conductors.

6.4 Insulators and Hardware

Insulator crates shall be unloaded carefully to avoid bending or impact loads on


the insulators. Insulators found to have a defect of any kind when received at
project site shall be immediately removed and replaced. Any damages due to

mishandling or use of improper equipment or wrong techniques by the


contractor, shall be replaced at the cost of the contractor.

6.4.1 Composite insulators shall be handled as specified in TCS-P-122.09.

6.4.2 Porcelain and glass insulators shall be handled carefully to avoid


internal damage, chipping or cracking of the surfaces. The surface of
the insulator shall be clean and free from dirt and dust. The metal
portions shall be free from contaminations and corrosions. Only clean
rags free from any abrasive material shall be used for cleaning the
insulators. Wire brushes shall not be used for the cleaning of any metal
parts or otherwise. Workman shall not climb on insulators during wire
stringing operations or at any other time.

6.4.3 Insulator strings or assemblies shall be supported or restrained to


prevent the possibility of bending of ball and pin shanks or deformation
of cotter keys that may prevent uncoupling of the joints. Suitable
cradles or other supports shall be used for this purpose.

7.0 HAULING OF MATERIALS TO SITE

Large materials such as steel tower members, steel monopoles and wood poles shall be
loaded on a flatbed trailer, and pulled by a line truck to the work site. The brakes of
the trailer shall be set and the wheels chocked while the materials are loaded on the
trailer.

7.1 Steel Tower Members

Tower members shall be loaded on the flatbed trailer in bundles. Loading shall
be done per structure type, per structure location. After loading, bundles shall
be secured with nylon strings to avoid their movement during transit. Care
shall be exercised not to damage the coating or deform the members. Throwing
of tower steel into piles on conveyances, onto the ground, or skidding of steel
members over each other is not permitted.

7.2 Steel Monopoles

Special care shall be taken to prevent damage to the surface of the steel
monopoles and arms. Slings for handling the poles shall be made of, or covered
with nylon to protect the finish. No part of the monopole shall be dragged
along the ground or against the flatbed trailer or other objects that could
damage the structure or the surface.

7.3 Wood Poles

Wood poles shall be loaded on the flatbed trailers in alternate taper position to
balance the weight of the poles on the trailer. After loading, they shall be
secured with dunnage, slings or chains, or both, to keep the load from shifting
during transit. Flags shall be installed at the ends of the poles during daylight
and warning red lights after dark,escorted by safety vehicle if load is exceeding
the truck bed by 2-3 meters. Care shall be taken to caution and protect the
public while hauling the poles on a highway.
