Early Child Bearing


 More than 386,000 or 6.8% of Filipino girls aged 15-19 have
begun childbearing, the 2021 Young Adult Fertility and Sexuality
Study (YAFS5) reveals. This represents a 50% decrease from the
13.7% teenage childbearing rate recorded in 2013.
HIV Child Cases
 From 2012 to 2023, there was a 411% increase in daily
incidence. Late presentation in care remains a concern, with 29% of
new confirmed HIV cases in January 2023 having clinical
manifestations of advanced HIV disease at the time of diagnosis. Men
having sex with men (MSM) are disproportionately affected.
By age group, in 2021 people aged 13 to 34 accounted for more than
half (56%) of the 36,136 new diagnoses. People aged 25 to 34
represented 37% (13,204) of those newly diagnosed. By region of
residence,k HIV diagnoses are not evenly distributed regionally.
Child Sexual Violence
 New report estimates that at least 2 million children in the
Philippines were subjected to online sexual abuse and exploitation in
the past year alone. 96% of 12-17 year olds in the Philippines are
online. They all face the risk of online sexual abuse and exploitation.
 Policy on Comprehensive Sexuality Education

g. Batas Pambansa Blg. 232 or the Education Act of 1982, mandates


the State to promote the right of every individual to relevant quatity
education, regardless of sex, age, creed, socio-economic status,
physical and mental conditions, racia-l or ethnic origin, political or
other affiliation. The State shall therefore promote and maintain
equality of access to education as well as the enjoyment of the benefits
of education by all its citizens. (Section 3) It further provides that the
State recognizes its responsibility to provide, within the context of the
formal education
system, services to meet the special needs of certain clientele. (Section
